When discussing whether or not our elected governments should intervene to end genocide, war crimes, ethnic cleansing, and crimes against humanity in other countries, the humanitarian intervention debate has largely been assuming that liberal democracies bear no responsibility for the injustice at hand: someone else is committing shameful acts; we are merely considering whether or not we have a positive duty to do something about it. Here I argue that there are important instances in which this dominant third party perspective (...) (TPP) is empirically false and normatively misguided. Much before our positive ?responsibility to protect? potential victims from mass atrocities, we violate our negative duty not to harm these victims. Employing work by Thomas Pogge and Leif Wenar, I argue that this harm currently comes about as our elected governments either buy, or allow our corporations to buy, the world's most precious resources from brutal dictators and warlords, who dominate some of the states that are at the heart of intervention discussions. In these cases, democracies' most immediate duty is not intervention but rather humanitarian disintervention: boycotting severely oppressive regimes, and in particular stopping to recognizing these regimes ? whether dictators or civil warriors ? as possessing legitimate authority to sell their peoples' resources. I begin with a brief survey of the intervention literature, followed by the foundations for the disintervention alternative. I then elaborate the conceptual and practical advantages of disintervention, concluding with thoughts on the reasons for TPP's lasting dominance. (shrink)

Philosophizing the indefensible asks what distinctive contributions political philosophers might make when reflecting on blatant moral failures in public policy - the kinds of failures that philosophers usually dismiss as theoretically un-interesting, even if practically important. This book argues that political philosophers can and should craft "strategic" arguments for public policy reforms, showing how morally urgent reforms can be grounded, for the sake of discussion, even in problematic premises associated with their opponents. The book starts by developing the general contours (...) of this approach - defending its general moral value in a democratic society, and examining how far one might go in strategically deploying dubious or even repugnant premises in debating public affairs. The book then applies strategic theorizing to a set of diverse policy issues. These range from the abortion debate and financial regulation in the United States, through controversies surrounding the participation of Arab parties in Israel's political process, to global issues, such as commercial ties with oil-rich dictatorships, and the bearing of such ties on global climate change. Political honors are ubiquitous in public life, whether in the form of public monuments, street names, or national holidays. Yet such honors have received scant attention from normative political theorists. Tackling this gap, I begin by criticizing a desert-based approach to political honors. I then argue that morally appropriate honors are best understood as marking and reinforcing the moral commitments of the collective in whose name they are being awarded. I show how this thesis clarifies and organizes core intuitions regarding (...) a variety of honors, from those commemorating slave-owning founders of the United States to the Nobel Peace Prize. This essay critically engages proposals by Thomas Pogge and Leif Wenar meant to combat ‘the resource curse.’ Pogge and Wenar call for boycotts against stealing oppressors, sharing the expectation that the boycotts will significantly contribute to economic and political reform in the target countries. In contrast, I argue that liberal democracies should indeed stop trading with dictators and civil warriors, but for inward rather than outward looking reasons. We, the citizens of liberal democracies through our elected governments, ought to boycott (...) severely oppressive regimes for the sake of our own moral integrity*simply in order to stop being complicit in what is effectively massive scale armed robbery. This inward looking thesis is distinctive in three ways. First, it contrasts with the dominant assumption that global reform must be grounded in the achievement of better political and economic outcomes for others. Second, the inward look manages to avoid the profound empirical uncertainty associated with any attempt to predict the direct effects of global rule changes on domestic institutions. I present a new challenge to the Rawlsian insistence on ideal theory as a compass orienting concrete policy choices. My challenge, focusing on global politics, consists of three claims. First, I contend that our global ideal can become more ambitious over time. Second, I argue that Rawlsian ideal theory’s level of ambition might change because of concrete policy choices, responding to moral failures which can be identified and resolved without ideal theory. Third, I argue that we currently face such potentially (...) transformative choices. I conclude that these choices are analytically prior to, rather than derivative from, global ideal theory. Global justice seems to be all about "us" treating "them," especially "their" problem of extreme poverty. This article argues that there is such a thing as our problem of global justice, and that it must be both temporally and logically prior to the problem of global justice. In order to establish this thesis, I seek to corroborate three main claims: that our elected governments are actively complicit in dictators' de facto armed robbery of their population's resources; that each democracy as (...) a unitary agent has a duty, which holds independently of poverty questions, to stop profiting from this robbery by boycotting severely oppressive regimes; and that such "democratic disengagement" requires postponing an ideal theory of global justice to a later stage, since the implications of disengagement will be so unprecedented that philosophizing past them means jumping ahead of our time. Wary of quick statist dismissal of their proposals, cosmopolitans have been careful not to associate themselves with a world state. I argue that this caution is mistaken: cosmopolitans should see the vision of a world state as strategically valuable in exposing weaknesses in statist accounts, particularly of the Rawlsian variety. This strategic value follows if the only cogent arguments against a world state belong to non-ideal theory which assumes non-compliance, rather than to ideal theory with its core assumption of full (...) compliance. If our only convincing reasons to reject a world state are non-ideal, then any liberal theory revolving around separate states must itself be considered a non-ideal theory. As a non-ideal theory, a statist law of peoples cannot be presented as an end-state, but is rather a transitional stage. Yet once seen as a transitional theory, the statist “realistic utopia” can no longer dodge the cosmopolitan charge that it is neither sufficiently realistic nor sufficiently utopian. (shrink)

Thomas Pogge has been challenging liberal thinking on global politics, often through critical engagement with John Rawls’ work. Pogge presents both normative and empirical arguments against Rawls: normatively, Rawls’ domestic Theory of Justice and global Law of Peoples are incompatible ideal theories; empirically, LP is too removed from the actual world to guide the foreign policy of liberal societies. My main purpose here is to contest the first, ideal theory criticism in order to direct more attention to the second, non-ideal (...) objection. I argue against Pogge that TJ and LP can be read as coherent, once one employs a Rousseauian rather than Pogge’s economic Kantian reading of TJ. The first two sections present Pogge’s view of TJ and contrast it with a Rousseauian alternative that is less cosmopolitan and economic and much more focused on the democratic and sovereign context of justice as fairness. The third section seeks to refute Pogge’s incoherence arguments, which encompass the identity of the parties to the international original position, their motivations and their decisions. What counts as global ‘harm’? This article explores this question through critical engagement with Thomas Pogge’s conception of negative duties not to harm. My purpose here is to show that while Pogge is right to orient global moral claims around negative duties not to harm, he is mistaken in departing from the standard understanding of these duties. Pogge ties negative duties to global institutions, but I argue that truly negative duties cannot apply to such institutions. In order to retain the (...) global force of negative duties, we need to dissociate these duties from global institutions: each society’s negative duty to stop harming specific other societies ought to be seen as independent of global institutional change. In order to establish this thesis, I criticize both the features and the derivation of Pogge’s variant of negative duties. I conclude that one must see global negative duties as applying to the relations between specific sovereign societies as unitary agents rather than to global institutions. I then show how this view of negative duties can yield significant global reform, based on Pogge’s own accusations concerning democracies’ conferral of trading privileges upon dictators who embezzle state resources. After presenting the normative, empirical, and strategic advantages of such reform, I anticipate Poggean objections. (shrink)

Political theory lacks a compelling account of public property. Addressing this gap, I present a “deep public ownership” model, according to which the body politic ultimately owns all the resources within its jurisdiction. I argue that this model is compatible with liberal intuitions regarding private property. I then contend that the model expands the scope of government’s duty to uphold the equality of all citizens, by challenging private property constraints on antidiscriminatory government policies. I anticipate the worry that the model (...) supports excessive government intrusion into private affairs. I close by discussing abuse of public property by elected leaders. (shrink)

Global justice theorists have given much attention to corporations' purchases of state-owned natural resources controlled by dictators. These resources, the common argument goes, belong to the people rather than to those who exercise effective political power. Dictators who rely on violence to secure their political power and who sell state-owned natural resources without authorisation from their people, or from their people's elected delegates, are therefore violating their peoples' property rights. But many dictatorships also distribute natural resource revenue to the population, (...) and stopping to purchase natural resources from them is therefore likely to produce relative deprivation for the people, even while increasing the chances of the people gaining control over their property. Given these circumstances, can corporations buying the people's natural resources from a distributive dictatorship appeal to the people's consent as justification for such purchases? I consider this question by inspecting three types of consent to which resource corporations might appeal. I show that, under the circumstances of natural resource trade with distributive dictatorships, none of these types of consent can obtain. Hence, resource corporations cannot appeal to popular consent to defend their transactions with distributive dictatorships. (shrink)

The second stage demonstrates the distinctive value of the modification framework by applying it to two specific themes central to global political philosophy: the normative constraints that domestic egalitarianism generates for thinking about global distributive justice, and the nature of individual moral duties concerning global institutions. Understanding these issues through the modification framework will allow us to render coherent global theories that might seem incoherent with their domestic origins. This article asks how global tax reform relates to other emerging proposals for global economic reform. Specifically, I will try to contribute to the philosophical understanding of this relationship, by comparing global tax reform with a reform seeking to end dictators’ trading privileges in their peoples’ natural resources. Through this comparison, I intend to establish two main claims. At a concrete, practical level, I hope to show that reform of dictators’ resource privilege will be easier to initiate than legal reform (...) against global tax avoidance. Yet the heart of this essay is dedicated to supporting this claim through an argument at a more abstract, methodological level, which intends to make a broader contribution. This argument focuses on a key obstacle facing global taxation reforms, in the form of collective action problems. My key conceptual contribution lies in an attempt to distinguish between two forms of collective action situations, arguing that only one of them involves moral collective action problems, while in the other these problems dissolve. I seek to show that this fortunate case obtains for reform of dictators’ resource privilege, but not for global tax reform. (shrink)

Can we talk about "the people" as an agent with its own morally important integrity? How should we understand ownership of public property by "the people"? Nili develops philosophical answers to both of these questions, arguing that we should see the core project of a liberal legal system – realizing equal rights - as an identity-grounding project of the sovereign people, and thus as essential to the people's integrity. He also suggests that there are proprietary claims that are intertwined (...) in the sovereign people's moral power to create property rights through the legal system. The practical value of these ideas is illustrated through a variety of real-world policy problems, ranging from the domestic and international dimensions of corruption and abuse of power, through transitional justice issues, to the ethnic and religious divides that threaten liberal democracy. I clarify how general morality and, more specifically, liberal political morality, relate to my account of collective integrity. Is it only yesterday's humanism, whether religious or secular in origin, that is dying - and is it really dying? - or is it more profoundly the very paradigm of humanity? At least it is worth asking the question. Do we not hear on every side today that everything is ‘constructed’ and ‘formated’? No inherited moral standard now seems acceptable, nor any reference to any sort of human nature or naturality. The only idea that henceforth finds acceptance is that of (...) the infinite plasticity of the human, leaving individuals free to shape themselves as they wish beyond any commonly received standard, since only defiance of the norm seems to be the source and proof of freedom. This book is the result of several decades of teaching experience in data structures and algorithms. It is self-contained but does assume some prior knowledge of data structures, and a grasp of basic programming and mathematics tools. Basic Concepts in Algorithms focuses on more advanced paradigms and methods combining basic programming constructs as building blocks and their usefulness in the derivation of algorithms. Its coverage includes the algorithms' design process and an analysis of their performance. It is primarily intended as (...) a textbook for the teaching of Algorithms for second-year undergraduate students in study fields related to computers and programming. Klein reproduces his oral teaching style in writing, with one topic leading to another, related one. Most of the classical and some more advanced subjects in the theory of algorithms are covered, though not in a comprehensive manner. The topics include Divide and Conquer, Dynamic Programming, Graph algorithms, probabilistic algorithms, data compression, numerical algorithms and intractability. We discuss the evolution of the distributive double noun (quivis) in biblical Hebrew. This construction developed from an asyndeton in Classical Biblical Hebrew (e.g., איש איש) into a syndeton in Late Biblical Hebrew (e.g., איש ואיש), a process that makes it an important diachronic marker in classifying and analyzing these two varieties of the language.

This paper discusses the stem variance of the root ḥ­b­q in the Bible, suggesting that its inconsistent conjugation does not reflect the original Biblical Hebrew, but rather results from an anachronistic pronunciation created by the Masoretes. The paper reviews the research of Masoretic anachronisms and the methodologies developed to identify them, applying these to the case of the root ḥ­b­q. It concludes that ḥ­b­q belongs to a specific type of Masoretic anachronism, in which original Qal forms were misvocalized by the (...) Masoretes as Piel under the influence of Mishnaic Hebrew. After presenting biblical and extra-biblical evidence to support this conclusion, the paper briefly discusses some of its main implications for the diachronic study of ancient Hebrew: the "late spelling paradox," the scope of the phenomenon of substituting Piel for Qal, and the relation between Masoretic anachronisms and the scholarly debate about the linguistic reliability of the Masoretic text. We suggest a common ground for alternative proposals In different domains of cognitive science which have previously seemed to have little in common. The underlying common theme is associated with a redefinition of the basic unit of analysis in each domain of thought. Our framework suggests a definition of unity which is based not on inherent properties of the elements constituting the unit, but rather on dynamic patterns of correlation across the elements. We introduce a set of features that characterize (...) the new dynamic units, and distinguish them from traditional units of analysis. A conceptual connection is made with the identification of elementary units in modern physics theories, as well as with concepts and structures in the study of complex dynamical systems and connectionism. The paper analyses the evolution of the concept of unit in different domains of thought in cognitive science, and examines the proposed framework of “dynamic unity” with regard to various theoretical problems within each domain. The particular cognitive science issues discussed in the paper include: (1) the binding problem in the brain; (2) the mental unit of conceptual organization; (3) defining ‘wordhood’ in linguistics; and (4) identifying the unit of cognition in the natural environment. This book centers on a relatively neglected theme in the scholarly literature on Hannah Arendt's political thought: her support for a new form of government in which citizen councils would replace contemporary representative democracy and allow citizens to participate directly in decision-making in the public sphere. The main argument of the book is that the council system, or more broadly the vision of participatory democracy was far more important to Arendt than is commonly understood. Seeking to demonstrate the close links (...) between the council system Arendt advocated and other major themes in her work, the book focuses particularly on her critique of the nation-state and her call for a new international order in which human dignity and “the right to have rights” will be guaranteed; her conception of “the political” and the conditions that can make this experience possible; the relationship between philosophy and politics; and the challenge of political judgement in the modern world. The thinkers presented in these lectures by Bergman represent a radical departure from objectivism and subjectivism.

Ethical attitudes towards pregnant women were examined by using a questionnaire among 50 nurses, 50 midwives and 100 nursing students (third and fourth years). The main findings show that nurses and students differ in: (1) their knowledge of the Code of Ethics; (2) their protection of patients' rights with regard to secrecy and privacy; and (3) their reporting of mistakes. These findings highlight the need for more serious study of ethics among senior professional nurses.

The research reported in this article examined the influence of nurses’ attitudes, subjective norms and perceived behavioral control on maintaining patients’ privacy during hospitalization. The data were gathered from 109 nurses in six internal medicine wards at an Israeli hospital. The research was based on the theories of reasoned action and planned behavior. A positive and significant correlation was shown between nurses’ attitude to promoting and maintaining patient privacy and their planned behavior, while perceived behavioral control was the best variable (...) for predicting the nurses’ behavior. Better educated nurses believed that they had fewer resources and anticipated more obstacles in acting to promote and maintain patient privacy. This research adds a new dimension to what is already known about nurses’ attitudes to maintaining patients’ privacy, nurses’ planned behavior and their actual behavior. The practical implications of the findings are the identification of factors that influence the attitudes and behavior of nursing staff, which, in turn, will enable allocation of resources for solving difficulties and removing obstacles. The results will allow the formulation of educational programs to guide staff and also the application of policies based on both patient and nursing staff needs. (shrink)

In this study, we examined the perception of actual and ideal ethical climate type among 95 nurses working in the internal medicine wards of one central hospital in the state of Israel. We also examined whether nurses’ demographic characteristics influence that perception and if a relationship between perceptions of an actual and an ideal ethical climate type influences nurses’ job satisfaction. A questionnaire composed of three subquestionnaires was administered and the responses analyzed using multiple linear regressions, analysis of variance and (...) Pearson’s correlation coefficient. The results demonstrated that demographic characteristics (such as: gender, job tenure and level of education) partially influence the perception of an ideal ethical climate. Incongruence in perceptions of ‘caring’ and ‘independence’ climate types indicated a decline in nurses’ job satisfaction, while perception of actual ‘caring’ and ‘service’ climates positively influenced all aspects of job satisfaction. We recommend constructing training programs emphasizing the ethics of nursing practice and also to help lead nurses to clarify an ethical framework and guide nursing staff in dealing with ethical dilemmas. This paper discusses the occupational health nurse's dilemmas by illustrating two cases faced by nurses in occupational health practice and setting out their analysis according to a decision-making model. The counter-interests, which may offend the principles of conserving professional occupational ethics among service consumers and employers as well as fellow professionals, are emphasized. This paper also describes the complex problems involved in the worker's safety and the safeguarding of their autonomy, while preserving interpersonal relations among the various people concerned.
