Highlighting the social tensions that confront the liberal tradition, Pierre Manent draws a portrait of what we, citizens of modern liberal democracies, have become. What is the best way to govern ourselves? The history of the West has been shaped by the struggle to answer this question, according to Pierre Manent. A major achievement by one of Europe's most influential political philosophers, Metamorphoses of the City is a sweeping interpretation of Europe's ambition since ancient times to generate ever better forms of collective self-government, and a reflection on what it means to be modern. Scarred by the legacy of world wars, submerged in an increasingly technical transnational bureaucracy, indecisive in the face of proliferating crises of representative democracy, the European nation-state, Manent says, is nearing the end of its line. This first English translation of his profound and strikingly original book La loi naturelle et les droits de l'homme is a reflection on the central question of the Western political tradition. This article examines and assesses Pierre Manent’s critique of the European political project and his concomitant endorsement of the nation-state. It first presents Manent’s basic arguments against the European Union, focusing on his Aristotelian understanding of political forms and his notion of the body politic. Subsequently, it argues that Manent’s position, in part due to its Aristotelian underpinnings, is deeply problematic, in that it disregards the contingency and the element of representation that are necessarily inherent in (...) the foundation of every body politic. The author presents Hippolyte Taine´s conception of society and state, which are, in her interpretation as well as Taine´s theory, deeply interconnected. It is quite obvious, however, that Taine was a committed liberal. This follows from his explicit ideas on the function of the state, his ruthless criticism of the Jacobin phase of French Revolution and Napoleonic conception of state as well as the state in which he lived, because that state stemmed from the Napoleonic conception. Generally speaking, he finds the English system preferable to the French one. Since the 1980s, society's wealthiest members have claimed an ever-expanding share of income and property. It has been a true counterrevolution, says Pierre Rosanvallon--the end of the age of growing equality launched by the American and French revolutions. And just as significant as the social and economic factors driving this contemporary inequality has been a loss of faith in the ideal of equality itself. An ambitious transatlantic history of the struggles that, for two centuries, put political and economic equality (...) at their heart, The Society of Equals calls for a new philosophy of social relations to reenergize egalitarian politics. For eighteenth-century revolutionaries, equality meant understanding human beings as fundamentally alike and then creating universal political and economic rights. Rosanvallon sees the roots of today's crisis in the period 1830-1900, when industrialized capitalism threatened to quash these aspirations. By the early twentieth century, progressive forces had begun to rectify some imbalances of the Gilded Age, and the modern welfare state gradually emerged from Depression-era reforms. But new economic shocks in the 1970s began a slide toward inequality that has only gained momentum in the decades since. There is no returning to the days of the redistributive welfare state, Rosanvallon says. Rather than resort to outdated notions of social solidarity, we must instead revitalize the idea of equality according to principles of singularity, reciprocity, and communality that more accurately reflect today's realities.
