The current global COVID-19 pandemic has led to a deep and multidimensional crisis across all sectors of society. As countries contemplate their mobility and social-distancing policy restrictions, we have a unique opportunity to re-imagine the deliberative frameworks and value priorities in our food systems. Pre-pandemic food systems at global, national, regional and local scales already needed revision to chart a common vision for sustainable and ethical food futures. Re-orientation is also needed by the relevant sciences, traditionally siloed in their disciplines (...) and without adequate attention paid to how the food system problem is variously framed by diverse stakeholders according to their values. From the transdisciplinary perspective of food ethics, we argue that a post-pandemic scheme focused on bottom-up, regional, cross-sectoral and non-partisan deliberation may provide the re-orientation and benchmarks needed for not only more sustainable, but also more ethical food futures. This article presents results from the national survey conducted in 2018 for the project Research Integrity in Norway. A total of 31,206 questionnaires were sent out to Norwegian researchers by e-mail, and 7291 responses were obtained. In this paper, we analyse the survey data to determine attitudes towards and the prevalence of fabrication, falsification and plagiarism and contrast this with attitudes towards and the prevalence of the more questionable research practices surveyed. Our results show a relatively low percentage of self-reported (...) FFPs, while the number of researchers who report having committed one of the QRPs during the last three years reached a troublesome 40%. The article also presents a ranking of the perceived severity of FFP and QRPs among Norwegian researchers. Overall, there is a widespread normative consensus, where FFP is considered more troublesome than QRPs. (shrink)

The Norwegian National Committee for Research Ethics inScience and Technology (NENT), collaborating with The NorwegianFisherman''s Association and The Research Council of Norway,started in 1999 a project aiming at an ethical assessment of Norwegian fisheries for the year 2020. The project was to preparethe ground for ethical debate in and of the fishery sector inview of pending important decisions on long term strategies. Thispaper has its focus on the method used for achieving these aims,rather than the substantive results concerning the fisheries. (...) Amethod was developed for this purpose, called the ethicalscenario process. This included the construction of scenarios forthe future of Norwegian fisheries, using an ethical matrix for evaluating strategies, and organizing a ``value workshop'''' whereparticipants from different stakeholder groups came together todo ethical evaluations. The positive achievements and theshortcomings of this method are discussed in this paper. The useof an ethical matrix was meant to combine a participatory approachwith insights from theoretical ethics. The project revealedinherent tensions between these two objectives. Possible ways ofdealing with this tension are indicated, but in general a goodgrasp of the socio-political context might be the best guardianagainst the possible pitfalls involved in such an approach. Assuming an essential difference between scientific data and phenomena, this paper argues for the view that we have to understand how empirical findings get transformed into scientific phenomena. The work of scientists is seen as largely consisting in constructing these phenomena which are then utilized in more abstract theories. It is claimed that these matters are of importance for discussions of theory choice and progress in science. A case study is presented as a starting point: paleomagnetism and the use of (...) paleomagnetic data in early discussions of continental drift. Some general features of this study are presented in formalized language. It is suggested that the presentation given is particularly suited for a semantic conception of theories. Even though the construction of scientific phenomena is the main topic of this paper, the view presented here is more adapted to realism than social constructivism. (shrink)

The article raises objections to some fundamental assumptions of ?normative naturalism? as put forth by Larry Laudan. It contests the view that matters of rationality are strictly to be separated from matters of (normative) methodology and progress of knowledge. Thus a modified version of what Laudan calls the ?historicist's meta?methodology thesis? is suggested. In particular, it is argued that methodological rules should not initially be taken as elliptical for hypothetical means?end relations. Assuming that they are taken as such, it is (...) argued that naturalized methodology becomes untestable, since methodological rules (norms) turn out to be either vacuous or not lawlike. It is suggested that methodological norms have a status which has much in common with social norms. Instead of starting with methodological instrumentalities, a view of methodology is sketched in which the traditional idea of rational reconstruction is utilized. Yet the history of science may still serve as a major warrant for normative methodological claims. This becomes possible once we accept John Rawls's justificationary strategy of a ?reflective equilibrium?. Finally, it is claimed that Laudan's misconception of methodology is in part due to an inadequate notion of (scientific) progress. (shrink)

R. Laudan and L. Laudan (1989) have put forth a new model intended to solve the problem of disagreement, the problem of consensus, and the problem of innovation in science. In support of this model they cite the history of the acceptance of continental drift, or plate tectonics. In this discussion, I claim that this episode does not constitute an instance of their model. The historical evidence does not support this model. Indeed, closer examination seems to weaken it. The statement intends to make research integrity challenges recognisable from the work-floor perspective, providing concrete advice on organisational measures to strengthen integrity. This article discusses the widespread belief that secrecy in science is increasing—and that secrecy in science is ethically problematic. To what extent should we worry about this alleged development? In an introduction it is observed that there is very little hard empirical evidence supporting the belief of increasing secrecy in science. Evidence seems mostly to be of the anecdotal kind. The “purist ideology” of science, in which openness of research figures prominently as normative basis, is revealed as one-sided with respect (...) to accepted practice. Issues of commercialization of science and patenting are discussed, and it is claimed that what is ethically problematic is less related to secrecy than to more general ethical issues regarding the social consequences of scientific knowledge. On the basis of a particular case, an area of scientific research is introduced for which it is claimed that secrecy does constitute a serious problem. This area has been characterized, by Funtowicz and Ravetz, as “postnormal science!’ It is claimed that postnormal science and regulatory science necessitate new institutional mechanisms inside science to tackle ethical dilemmas. Die philosophische Diskussion des Begriffes wissenschaftlicher Fortschritt hat sich als schwieriger erwiesen, als es die Philosophen der ersten Hälfte unseres Jahrhunderts sich noch vorgestellt haben. Spätestens seit den Arbeiten Thomas Kuhns ist hierzu eine lebhafte Diskussion entbrannt. Die vorliegende Studie schlägt ein grundsätzliches Neudenken zu diesem Thema vor. Neuere Beiträge, wie der Falsifikationismus, Strukturalismus, Naturalismus und Realismus werden kritisch diskutiert. Es wird dann versucht, der realen Wissenschaftsgeschichte angepasst einen neuen Ausgangspunkt für wissenschaftstheoretisches Denken zu erarbeiten. Eine ausführliche Untersuchung der Geschichte (...) der Kontinentalverschiebung und Plattentektonik bildet den Ausgangspunkt für eine neue Konzeption wissenschaftlicher Erfahrung und Theoriebildung. Der Autor argumentiert für die Position des kritischen Realismus, behauptet die Unabhängigkeit empirischen Fortschritts in der Wissenschaft und ersetzt die Dichotomie Theorie-Erfahrung durch die Trichotomie Theorie-Phänomen-Erfahrung. During the fall of 2001 (October 22–25), The Norwegian Radiation Protection Authority (NRPA) and the Agricultural University of Norway arranged a consensus conference on the protection of the environment against ionising radiation. The motive for the conference was the need to study the ethical and philosophical basis for protection of nature in its own right. The conference was funded by Nordic Nuclear Safety Research (NKS), in cooperation with the International Union of Radioecology (IUR). The National Committee for Research Ethics in (...) Science and Technology (NENT) was hired as facilitators for the consensus process. This paper will give a brief outline of the aims and method of the conference, distinguishing these from other kinds of consensus conferences. The paper ends with some general reflections on the appropriateness of seeking consensus on ethics-related issues among experts. (shrink)

We argue for a foundational epistemic claim and a hypothesis about the production and uses of mathematical epidemiological models, exploring the consequences for our political and socio-economic lives. First, in order to make the best use of scientific models, we need to understand why models are not truly representational of our world, but are already pitched towards various uses. Second, we need to understand the implicit power relations in numbers and models in public policy, and, thus, the implications for good (...) governance if numbers and models are used as the exclusive drivers of decision making. In this paper the claim is made that the new turn to ethics brings about a need to develop a toolbox for practical ethics that makes ethical advice amenable to quality assurance and democratic transparency. This is of great importance when ethical advice is given to policy-making bodies. The mechanism of providing ethical advice through the establishment of an ethics committee is discussed. An analysis of what would follow from conceiving of the work of such a committee as an exercise (...) in discourse ethics (just one among several ethical tools). A number of critical questions and criticisms of ethics committees are presented and discussed. The paper argues that much needs to be done to develop a toolbox for practical ethics of science and technology. If efforts in this direction are neglected, one risks basic doubts about the legitimacy of ethical advice and people will come to see ethics as a mere smokescreen or passing fashion. (shrink)

After Second World War public and political decision makers wished to correct the apparent negative consequences of science and technology. This resulted in a call for ethical responsibility in science and technology and a new generation of environmental regimes aimed at controlling or managing the consequences of human interaction with the environment. The claim of this paper is that the Precautionary Principle can be understood as a combination of these trends. The Precautionary Principle is presented and discussed in detail. In the traditional conception of science one assumes that science produces results which are certain and precise. It is argued that this picture is flawed and needs to be replaced with a view where uncertainty and imprecision are an integral part of the scientific enterprise. Uncertainty is still poorly understood by many practising scientists. However, several developments in science indicate that some epistemological uncertainty, e.g. due to processes of abstraction and idealization, will always follow advances in scientific knowledge. There are (...) also other developments that indicate some principal ontological uncertainties, i.e. uncertainties that are due to how the world is. Complexity is one such example. Remarks on post-normal science are thus included. This paper argues, therefore, that scientific uncertainty is a multi-dimensional concept, and that it is unavoidable because it is often the result as much as the cause of new knowledge. (shrink)

The Ethical Matrix was developed to help decision-makers explore the ethical issues raised by agri-food biotechnologies. Over the decade since its inception the Ethical Matrix has been used by a number of organizations and the philosophical basis of the framework has been discussed and analyzed extensively. The role of tools such as the Ethical Matrix in public policy decision-making has received increasing attention. In order to further develop the methodological aspects of the Ethical Matrix method, work was carried out to (...) study the potential role of the Ethical Matrix as a decision support framework. When considering which frameworks to apply when analyzing the ethical dimensions of the application of agri-food biotechnologies, it is important to clarify the substantive nature of any prospective framework. In order to further investigate this issue, reflections on the neologism “ethical soundness” of an ethical framework are presented here. This concept is introduced in order to provide more structured evaluations of a range of ethical tools, including ethical frameworks such as the Ethical Matrix. As well as examining the philosophical dimensions of the method, theoretical analysis and literature studies were combined with stakeholder engagement exercises and consultations in order to review the Ethical Matrix from a user perspective. This work resulted in the development of an Ethical Matrix Manual, which is intended to act as a guide for potential user groups. (shrink)

The paper starts with the assumption that the Precautionary Principle (PP) is one of the most important elements of the concept of sustainability. It is noted that PP has entered international treaties and national law. PP is widely referred to as a central principle of environmental policy. However, the precise content of PP remains largely unclear. In particular it seems unclear how PP relates to science. In section 2 of the paper a general overview of some historical and systematic features (...) of PP are presented. In section 3 a specific case is discussed in greater detail. It is claimed that the escape of farmed salmon from fish cages in the Sea, and its eventual invasion of the breeding places of the wild salmon up the rivers, must be regarded a proper case for applying PP. Yet there is no single PP-strategy. Instead, four different strategies are presented, and all of them can be regarded precautionary strategies in the light of PP. The choice between these strategies is based upon personal values. In section 4 of the paper a general analysis is given which relates these different value perspectives to basic differences in risk aversion, which in turn are related to differing conceptions of nature and/or society. In the concluding section 5 some general consequences of the foregoing analysis are outlined. (shrink)

A number of EU institutions and government committees across Europe have expressed interest in developing methods and decision-support tools to facilitate consideration of the ethical dimensions of biotechnology assessment. As part of the work conducted in the EC supported project on ethical tools (Ethical Bio-TA Tools), a number of ethical frameworks with the potential to support the work of public policy decision-makers has been characterized and evaluated. One of these potential tools is the Delphi method. The Delphi method was originally (...) developed to assess variables that are intangible and/or shrouded in uncertainty by drawing on the knowledge and abilities of a diverse group of experts through a form of anonymous and iterative consultation. The method has hitherto been used by a diversity of practitioners to explore issues such as technology assessment, environmental planning, and public health measures. From the original (classical) Delphi, a family of Delphi-related processes has emerged. As a result of the evaluation of the various Delphi processes, it is proposed that the classical method can be further developed and applied as a form of ethical framework to assist policy-makers. Through a series of exercises and trials, an Ethical Delphi has been developed as a potential approach for characterizing ethical issues raised by the use of novel biotechnologies. Advantages and disadvantages of the method are discussed. Further work is needed to develop the procedural aspects of the Ethical Delphi method and to test its use in different cultural contexts. However, utilizing an ethical framework of this type combines the advantages of a methodical approach to capture ethical aspects with the democratic virtues of transparency and openness to criticism. Ethical frameworks such as the Ethical Delphi should contribute to better understanding of and decision-making on issues that involve decisive ethical dimensions. (shrink)

Der vorliegende Band fuhrt in diesen zeitgeschichtlichen Kontext ein und bietet den mit Anmerkungen versehenen Text der Schrift samt einer Neuubersetzung. Erlauternde Essays aus unterschiedlichen Fachperspektiven wurdigen Philon als Biograph und als Philosoph, ergrunden sein Tugendverstandnis und sein Frauenbild und beleuchten (...) sein Schriftverstandnis aus der Perspektive des antiken Orakelwesens. What are the conditions under which one biological object is a part of another biological object? This paper answers this question by developing a general, systematic account of biological parthood. I specify two criteria for biological parthood. Substantial Spatial Inclusionrequires biological parts to be spatially located inside or in the region that the natural boundary of t he biological whole occupies. Compositional Relevance captures the fact that a biological part engages in a biological process that must make a necessary contribution (...) to a condition that is minimally sufficient to one or more of the characteristic behaviors of the biological whole. Instead of emphasizing the diversity of part-whole relations in the biological world, this paper asks what biological part-whole relations have in common and what constrains their existence, in general. After presenting the two criteria for biological parthood I discuss in how far my account can cope with hard cases (e.g., redundant parts) and I reveal the merits and limits of monism. (shrink)

Back cover: This book develops a philosophical account that reveals the major characteristics that make an explanation in the life sciences reductive and distinguish them from non-reductive explanations. Understanding what reductive explanations are enables one to assess the conditions under which reductive explanations are adequate and thus enhances debates about explanatory reductionism. The account of reductive explanation presented in this book has three major characteristics. First, it emerges from a critical reconstruction of the explanatory practice of the life sciences itself. (...) Second, the account is monistic since it specifies one set of criteria that apply to explanations in the life sciences in general. Finally, the account is ontic in that it traces the reductivity of an explanation back to certain relations that exist between objects in the world (such as part-whole relations and level relations), rather than to the logical relations between sentences. Beginning with a disclosure of the meta-philosophical assumptions that underlie the author’s analysis of reductive explanation, the book leads into the debate about reduction(ism) in the philosophy of biology and continues with a discussion on the two perspectives on explanatory reduction that have been proposed in the philosophy of biology so far. The author scrutinizes how the issue of reduction becomes entangled with explanation and analyzes two concepts, the concept of a biological part and the concept of a level of organization. Figures of Simplicity explores a unique constellation of figures from philosophy and literature—Heinrich von Kleist, Herman Melville, G. W. Leibniz, and Alexander Baumgarten—in an attempt to recover alternative conceptions of aesthetics and dimensions of thinking lost in the disciplinary narration of aesthetics after Kant. This is done primarily by tracing a variety of “simpletons” that populate the writings of Kleist and Melville. These figures are not entirely ignorant, or stupid, but simple. Their simplicity is a way of thinking, one that (...) Birgit Mara Kaiser suggests is affective thinking. Kaiser avers that Kleist and Melville are experimenting in their texts with an affective mode of thinking, and thereby continue a key line within eighteenth-century aesthetics: the relation of rationality and sensibility.
