The recent emergence of distributed leadership has been very marked. In England, it has received official endorsement. But the evidence-base which supports this endorsement is weak: there is little evidence of a direct causal relationship between distributed leadership and pupil attainment. What therefore might explain its rise to prominence? Here three possible explanations are considered: first, it accords with the contemporary reform of the public services; second, it is legitimated by an appeal to a culture wherein all categories and classifications (...) are rendered increasingly permeable; and third, it is regarded as functional for the 'new work order'. There is a resurgence of matters emotional in education. The concept of 'emotional intelligence' is an example. The effective school seems set to become the affective school. Alongside the discourse of instrumental rationality, which is associated with the effective schools movement, is emerging one which speaks of the emotions and creativity. Some possible explanations of this emerging affective tendency are considered. The argument is that a greater emphasis on both the emotions and on creativity can be regarded as functional for (...) the economy. That is, it facilitates production, in both the high-tech and in the high-touch modes of economic activity. And it 'produces' consumers (in that pupils are would-be consumers) who are emotionally aware and creative in their quests to construct an identity. In sum, the expressive seems set to be managed for instrumental purposes. (shrink)

The education policy of Conservative governments in Britain since 1979 is sometimes said to be contradictory. It purports to empower the consumer, but legislation has given the lie to this, vesting ever greater powers in central government, less so in Scotland, the more so in England and Wales. In short, education policy contains mixed messages, or contradictions. But these contradictions to some extent express the tensions which have become apparent in an age of transition: that between the modern and the (...) postmodern, or between Fordist and 'disorganised' forms of capitalism. A new mode of regulation is being established within the agencies of the welfare state. It reveals an isomorphic structure - at the level of the pupil, the teacher, the parent and the school - whose purpose is the management of consent, and whose justification appeals to the culture of consumption. In 2004, the Department for Education and Skills in England published its Five Year Strategy for Children and Learners (DfES, 2004). It was preceded by Excellence and Enjoyment: a strategy for primary schools (DfES, 2003). 'Excellence and enjoyment' seems to constitute an ambiguity, even a contradiction. The government's view is otherwise. It states that enjoyment (for pupils) is a consequence of excellent teaching. In turn, excellent teaching is said to be more assured if it is personalised and creative. This official (...) logic is questionable. A different interpretation is offered. Global capitalism is placing fiscal pressures on the public expenditure of the nation-state, and new accommodations and justifications have to be made by government as it continues to re-focus the education system towards an economic purpose. In this endeavour it must gain public and professional assent. Informed by critical theorists, it is argued here that 'excellence' associates with a producer ethic; 'enjoyment' with a consumer ethic. The former enables the capital accumulation process within a social-democratic welfare state; the latter justifies the policies of accumulation. (shrink)

The marketisation of education in England began in the 1980s. It was facilitated by national testing (which gave objective and comparable information to parents), and by the New Public Management (which introduced a posteriori funding and competition among providers). Now a new complementary phase of marketisation is being introduced: personalisation, whose intellectual provenance is in marketing theory. Conceptually, personalisation is imprecise; practically, at this stage, its intended effects within schools may amount to no more than a new legitimatory rhetoric which (...) leaves pedagogy and the curriculum little changed. This article explores yet another paradox – aside from the privacy paradox – related to the datafication of media: citizens trust least the media they use most It investigates the role that daily life plays in shaping the trust that citizens place in datafied media. The study reveals five sets of heuristics guiding the trust assessments of citizens: characteristics of media organisations, old media standards, context of use and purpose, experiences of datafication and understandings of datafication. The article discusses the (...) use of these heuristics and the value that everyday life holds in assessing trust in datafied media. It concludes that, guided by a partial ‘structure of perception’ and enticed into trusting datafied media in the context of their daily lives, citizens may be highly concerned by the datafication of media but use them nevertheless. This article examines some of the similarities in the legitimation and structure of two national curricula in England: that for schools in the '80s; and that for initial teacher training in the '90s. The emphasis is on the latter, with reference to the former where relevant.

By the year 2000, the management of education in England had lost much of its capacity to ensure the commitment of headteachers and teachers. As market forces engendered competition among schools, the bureaucratic monitoring of schools by agencies of government increased on the grounds that objective and comparable data about schools should be made public so that parents could express a rational choice of school. Levels of stress increased; workloads intensified. Thereafter, a series of ‘softer’ approaches emerged in order to (...) deal with this. They have coalesced around the concept of ‘leadership’, particularly distributed leadership and, more recently, emotional leadership and spiritual leadership. Distributed leadership draws on socio-cultural activity theory; emotional leadership is informed by positive psychology; spiritual leadership by eastern mysticism. Each has its advocates and its critics. At issue, however, is not so much their relative effectiveness but rather it is to relate them to the economic, cultural and political trends which have allowed them to emerge. These ‘soft’ normative leadership approaches have not supplanted a digitally-informed rational bureaucratic form in education; they are supplementing it. The theoretical stance taken falls within the field of critical theory. (shrink)

Intervening on causal systems can illuminate their underlying structures. Past work has shown that, relative to adults, young children often make intervention decisions that appear to confirm a single hypothesis rather than those that optimally discriminate alternative hypotheses. Here, we investigated how the ability to make informative causal interventions changes across development. Ninety participants between the ages of 7 and 25 completed 40 different puzzles in which they had to intervene on various causal systems to determine their underlying structures. Each (...) puzzle comprised a three‐ or four‐node computer chip with hidden wires. On each trial, participants viewed two possible arrangements of the chip's hidden wires and had to select a single node to activate. After observing the outcome of their intervention, participants selected a wire configuration and rated their confidence in their selection. We characterized participant choices with a Bayesian measurement model that indexed the extent to which participants selected nodes that would best disambiguate the two possible causal structures versus those that had high causal centrality in one of the two causal hypotheses but did not necessarily discriminate between them. Our model estimates revealed that the use of a discriminatory strategy increased through early adolescence. Further, developmental improvements in intervention strategy were related to changes in the ability to accurately judge the strength of evidence that interventions revealed, as indexed by participants' confidence in their selections. Our results suggest that improvements in causal information‐seeking extend into adolescence and may be driven by metacognitive sensitivity to the efficacy of previous interventions in discriminating competing ideas. Hartley had argued that all forms of consciousness could be explained as effects of the body and its relation to external objects. Coleridge believed that thought was independent of physical causes. Feeling was the cause of association, and thought was an attempt to verbalize our intuitions. Chapter 2 examines his attempts to distinguish (...) the types of feeling connected with truth and with delusion. ;Chapter 3 discusses the emotional benefits which Coleridge found in philosophizing and their role in determining the contents of his thought. No system, he argued, can do justice to our intuition of transcendent realities; truthfulness depends on an unceasing effort of self-criticism, which itself produces a feeling of the sublime. Pleasure is an objective of Coleridge's philosophy as well as his poetry. Chapter 4 shows how the pleasures of thinking led him to view philosophy as a divinely-ordained transcendence of material things. ;Chapter 5 discusses the role of feeling in Coleridge's metaphysics. Coleridge searched continually for ways to reconcile the immanence and transcendence of God. He believed that God is revealed to us through philosophical effort, and that the qualities of energy and production involved in thinking make it both an instance and a symbol of God's creativity. ;The final chapter shows how Coleridge's conception of metaphysical truth expresses itself in his advocacy of a complex, continuous, and self-critical prose-style. Only by striving to express the truth do we achieve a conviction of its inexpressibleness. This effort, however, results in a style so complex that it requires an equivalent effort in order to be understood, thus involving the reader in an awareness of truth's sublimity. (shrink)

One dominant aspect of British Idealism of the late nineteenth century was its critical reaction to the central traditions of British philosophy from Hobbes to Mill; much of T. H. Green’s thought was cast against his criticism of the Lockean “way of ideas”; F. H. Bradley challenged key doctrines in Mill’s logic and the theory of the association of ideas as developed by Hume, Mill, and Hartley; Bernard Bosanquet’s political philosophy raised objections to the forms of liberal individualism found (...) in Bentham, Mill, and Spencer; and all three were critical of utilitarianism. In advancing their criticisms, they brought to bear the insights of other traditions they had encountered in their studies at Oxford: the ancient philosophies of Plato and Aristotle and the German idealism which had been gradually arriving from the continent. The extent to which they forged new positions from these sources varied. While Bradley’s thought was more eclectic and independent, Green’s thinking was always dominated by Kant and Bosanquet’s by Hegel. (shrink)

SummaryDavid Hartley's Observations provides an example from the history of medicine of the bearing of theories of the relationship between body and mind on the problem of morality and free will. Further, Hartley's solution requires a distinction between two understandings of what it means for morality to be rationally grounded. The kind of ethics which can be established for moral agents on the basis of medical knowledge alone (and for which Hartley's “Rule of Life” presents but one (...) historical example) has been termed ‘therapeutic’ It leads to a viewpoint in which it is difficult, if not impossible, to distinguish between the kinds of reasons for supporting morals and the kinds of reasons for supporting good teeth. The kind of ethics which requires additional grounds entering into the motivation of the agent himself has been termed “rational.” This distinction between therapeutic and rational ethics rests on the more basic distinction between general and particular grounds on which to establish a rational system of ethics. As a result, the initial problem of how any account of the body-mind relation might allow for the possibility of ethics leads to the more interesting problem of how a therapeutic interpretation of ethics, which is possible on the grounds of medical knowledge, might be reconciled with a fully rational interpretation of ethics which we require on philosophical grounds. “Medical ethics” has traditionally been viewed as the application of concepts from philosophical ethics to the specific problems presented in medical practice. In consequence of the second problem exposed here, it would be useful to extend the domain of medical ethics from the level of concepts and cases to the level of interpreting the rational grounds for those concepts. Otherwise one may fail to distinguish a medical view of ethics from an ethical view of medicine. (shrink)

In a remarkable and utterly original work of philosophical history, Richard Allen revivifies David Hartley's Observations on Man, his Frame, his Duty, and his Expectations (1749). Though it includes a detailed and richly annotated chronology, this is not a straight intellectual biography, attentive as it might be to the intricacies of Hartley's Cambridge contacts, or the mundane rituals of his medical practice, or the internal development of the doctrine of association of ideas. Instead Allen brings Hartley's (...) book, a psychological epic with a mystical finale, sympathetically to life in a generous and ambitious historical gesture of mutual recognition. Late 20th-century readers "are in a better position to understand Hartley's work" than were earlier sympathizers like Joseph Priestley and John Stuart Mill; and in turn, Allen argues that "Hartley has something to say to us" about just how rich and strange a full mechanistic psychology might be. Drawing on the 1870s-1880s work of Shadworth Hodgson and Robert Kelly, William James famously characterised the specious present as ‘the short duration of which we are immediately and incessantly sensible’. Literature on the pre-history of late nineteenth century specious present theories clusters around the work of John Locke and Thomas Reid, and I argue it is incomplete. The pre-history is missing an inter-connected group of English philosophers writing on the present between 1749 and 1785: David Hartley, Joseph Priestley, (...) Abraham Tucker, and William Watson. With William Herschel, Watson even conducted experiments to determine the limits of human temporal perception. These thinkers do not appear in the specious present literature, or broader historical surveys of temporal consciousness. Yet this paper shows that they all produced important work on our experience of the present, variously defending theses that can be found in subsequent specious present theories. It argues their texts reward study, and may have influenced later theorists; contextualises the nineteenth century theories of James and others; and pushes back the start date of the 'standard history' of micro time by over half a century. What are the philosophical views of professional philosophers, and how do these views change over time? The 2020 PhilPapers Survey surveyed around 2000 philosophers on 100 philosophical questions. The results provide a snapshot of the state of some central debates in philosophy, reveal correlations and demographic effects involving philosophers' views, and reveal some changes in philosophers' views over the last decade.
