We ask why pharmacological cognitive enhancement (PCE) is generally deemed morally unacceptable by lay people. Our approach to this question has two core elements. First, we employ an interdisciplinary perspective, using philosophical rationales as base for generating psychological models. Second, by testing these models we investigate how different normative judgments on PCE are related to each other. Based on an analysis of the relevant philosophical literature, we derive two psychological models that can potentially explain the judgment that PCE is unacceptable: (...) the “Unfairness-Undeservingness Model” and the “Hollowness-Undeservingness Model.” The Unfairness-Undeservingness Model holds that people judge PCE to be unacceptable because they take it to produce unfairness and to undermine the degree to which PCE-users deserve reward. The Hollowness-Undeservingness Model assumes that people judge PCE to be unacceptable because they find achievements realized while using PCE hollow and undeserved. We empirically test both models against each other using a regression-based approach. When trying to predict judgments regarding the unacceptability of PCE using judgments regarding unfairness, hollowness, and undeservingness, we found that unfairness judgments were the only significant predictor of the perceived unacceptability of PCE, explaining about 36% of variance. As neither hollowness nor undeservingness had explanatory power above and beyond unfairness, the Unfairness-Undeservingness Model proved superior to the Hollowness-Undeservingness Model. This finding also has implications for the Unfairness-Undeservingness Model itself: either a more parsimonious single-factor “Fairness Model” should replace the Unfairness-Undeservingness-Model or fairness fully mediates the relationship between undeservingness and unacceptability. Both explanations imply that participants deemed PCE unacceptable because they judged it to be unfair. We conclude that concerns about unfairness play a crucial role in the subjective unacceptability of PCE and discuss the implications of our approach for the further investigation of the psychology of PCE. In an empirical study, we compared how lay people judge motivation enhancement as opposed to cognitive enhancement. We found alienation is not seen as a danger associated with either form of enhancement. Cognitive enhancement is seen as more morally wrong than motivation enhancement, and users of cognitive enhancement tend to be judged as less deserving of praise and success than users of motivation enhancement. These more negative judgments of cognitive enhancement may be driven by differences in perceived fairness rather than (...) differences in effort exerted by the user, although lay people generally see effort as necessary to deservingness of praise and success. This chapter sets the scene for the subsequent philosophical discussions by surveying a number of biological interventions that have been used, or might in the future be used, for the purposes of crime prevention. These interventions are pharmaceutical interventions intended to suppress libido, treat substance abuse or attention deficit-hyperactivity disorder (ADHD), or modulate serotonin activity; nutritional interventions; and electrical and magnetic brain stimulation. Where applicable, we briefly comment on the historical use of these interventions, and in each case we discuss (...) the evidence that they are effective, or might become so with further refinement. The chapter concludes with a comment on some potentially significant differences between the varieties of intervention that we canvass. (shrink)

We welcome a computational theory on social groups, yet we argue it would benefit from a broader scope. A neuroscientific perspective offers the possibility to disentangle which computations employed in a group context are genuinely social in nature. Concurrently, we emphasize that a unifying theory of social groups needs to additionally consider higher-level processes like motivations and emotions.

Psychological literature indicates that actions performed with the assistance of cognition‐enhancing biomedical technologies are often deemed to be less praiseworthy than similar actions performed without such assistance. This study examines (i) whether this result extends to the bioenhancement of moral capacities, and (ii) if so, what explains the effect of moral bioenhancement on perceived praiseworthiness. The findings indicate that actions facilitated by morally bioenhanced individuals are considered less deserving of praise than similar actions facilitated by ‘traditional’ moral enhancement—for example, moral (...) self‐education. This diminished praise does not seem to be driven by an aversion to (moral) bioenhancement per se. Instead, it appears to be primarily attributable to a perceived lack of effort exerted by bioenhanced individuals in the course of their moral enhancement. Our findings advance the philosophical discourse on the foundations of praise in the context of moral bioenhancement by elucidating the empirical basis underlying some assumptions commonly employed to argue for or against the permissibility of moral bioenhancement. Recent research has relied on trolley-type sacrificial moral dilemmas to study utilitarian versus nonutili- tarian modes of moral decision-making. This research has generated important insights into people’s attitudes toward instrumental harm—that is, the sacrifice of an individual to save a greater number. But this approach also has serious limitations. Most notably, it ignores the positive, altruistic core of utilitarianism, which is characterized by impartial concern for the well-being of everyone, whether near or far. Here, we develop, refine, and validate a (...) new scale—the Oxford Utilitarianism Scale—to dissociate individual differences in the ‘negative’ (permissive attitude toward instrumental harm) and ‘positive’ (impartial concern for the greater good) dimensions of utilitarian thinking as manifested in the general population. We show that these are two independent dimensions of proto-utilitarian tendencies in the lay population, each exhibiting a distinct psychological profile. Empathic concern, identification with the whole of humanity, and concern for future generations were positively associated with impartial beneficence but negatively associated with instrumental harm; and although instrumental harm was associated with subclinical psychopathy, impartial beneficence was associated with higher religiosity. Importantly, although these two dimensions were independent in the lay population, they were closely associated in a sample of moral philosophers. Acknowledging this dissociation between the instrumental harm and impartial beneficence components of utilitarian thinking in ordinary people can clarify existing debates about the nature of moral psychology and its relation to moral philosophy as well as generate fruitful avenues for further research. Antimicrobial resistance (AMR) is a global public health disaster driven largely by antibiotic use in human health care. Doctors considering whether to prescribe antibiotics face an ethical conflict between upholding individual patient health and advancing public health aims. Existing literature mainly examines whether patients awaiting consultations desire or expect to receive antibiotic prescriptions, but does not report views of the wider public regarding conditions under which doctors should prescribe antibiotics. It also does not explore the ethical significance of public views (...) or their sensitivity to awareness of AMR risks or the standpoint (self-interested or impartial) taken by participants. Methods: An online survey was conducted with a sample of the U.S. public (n = 158). Participants were asked to indicate what relative priority should be given to individual patients and society-at-large from various standpoints and in various contexts, including antibiotic prescription. Results: Of the participants, 50.3% thought that doctors should generally prioritize individual patients over society, whereas 32.0% prioritized society over individual patients. When asked in the context of AMR, 39.2% prioritized individuals whereas 45.5% prioritized society. Participants were significantly less willing to prioritize society over individuals when they themselves were the patient, both in general (p = .001) and in relation to AMR specifically (p = .006). Conclusions: Participants’ attitudes were more oriented to society and sensitive to collective responsibility when informed about the social costs of antibiotic use and when considered from a third-person rather than first-person perspective. That is, as participants came closer to taking the perspective of an informed and impartial “ideal observer,” their support for prioritizing society increased. Our findings suggest that, insofar as antibiotic policies and practices should be informed by attitudes that are impartial and well-informed, there is significant support for prioritizing society. Research into cognitive biases that impair human judgment has mostly been applied to the area of economic decision-making. Ethical decision-making has been comparatively neglected. Since ethical decisions often involve very high individual as well as collective stakes, analyzing how cognitive biases affect them can be expected to yield important results. In this theoretical article, we consider the ethical debate about cognitive enhancement and suggest a number of cognitive biases that are likely to affect moral intuitions and judgments about CE: status (...) quo bias, loss aversion, risk aversion, omission bias, scope insensitivity, nature bias, and optimistic bias. We find that there are more well-documented biases that are likely to cause irrational aversion to CE than biases in the opposite direction. This suggests that common attitudes about CE are predominantly negatively biased. Within this new perspective, we hope that subsequent research will be able to elaborate this hypothesis and develop effective de-biasing techniques that can help increase the rationality of the public CE debate and thus improve our ethical decision-making. Many parents are hesitant about, or face motivational barriers to, vaccinating their children. In this paper, we propose a type of vaccination policy that could be implemented either in addition to coercive vaccination or as an alternative to it in order to increase paediatric vaccination uptake in a non-coercive way. We propose the use of vaccination nudges that exploit the very same decision biases that often undermine vaccination uptake. In particular, we propose a policy under which children would be vaccinated (...) at school or day-care by default, without requiring parental authorization, but with parents retaining the right to opt their children out of vaccination. We show that such a policy is likely to be effective, at least in cases in which non-vaccination is due to practical obstacles, rather than to strong beliefs about vaccines, ethically acceptable and less controversial than some alternatives because it is not coercive and affects individual autonomy only in a morally unproblematic way, and likely to receive support from the UK public, on the basis of original empirical research we have conducted on the lay public. If one believes the French philosopher Gilles Deleuze, Alfred North Whitehead's work is one of the most important events in the exploration of the universes of thought in recent times. Whitehead's text confronts us with the feeling of existing in a world that cannot be defined by any creed or method, but offers us unexpected friends: ideas--ideas that unleash and alleviate, play and mitigate despair, swim in the rough waters, but without effort let go of us if we cannot fathom (...) them. For adventurers who risk the encounter with Whitehead's text, its treasures feel like balm on the overheated, burning sensation of wounds of division. A way out. A new way. A revolution--not of violent overturning, but of gentle reorientation in which compassionate thinking breathes. It is not about systems, but permeated with musical rhythms and harmonics, composing significance with impermanence. It does not arrive at a promised land, but perhaps is a harbinger of things to come, sensing a universe that will surprise our descendants. This paper explains conceptual modeling within the framework of Frame-Based Terminology (Faber, 2012; 2015; 2022), as applied to EcoLexicon (ecolexicon.ugr.es), a specialized knowledge base on the environment (León-Araúz, Reimerink &, Faber, 2019; Faber & León-Araúz, 2021). It describes how a frame-based terminological resource is currently being restructured and reengineered as an initial step towards its formalization and subsequent transformation into an ontology. It also explains how the information in EcoLexicon can be integrated in environmental ontologies such as (...) ENVO (Buttigieg, Morrison, Smith, Mungall & Lewis, 2013; Buttigieg, Pafilis, Lewis, Schildhauer, Walls & Mungall, 2016), particularly at the bottom tiers of the Ontology Learning Layer Cake (Cimiano, 2006; Cimiano, Maedche, Staab & Volker, 2009). The assumption is that frames, as a conceptual modeling tool, and information extracted from corpora can be used to represent the conceptual structure of a specialized domain. (shrink)

ABSTRACT This article advances a critical approach to the analysis of social policy texts drawing on the philosophical perspectives of hyperrealism, surrealism, ethics, and Critical Discourse Analysis. Drawing on official government texts and speeches on the continuing development of Singapore’s education policy, the paper examines the way metaphors of flexibility, diversity, choice, and opportunity are used within an evolving ideological context that work to continually produce truth conditions as justifications for inequality. In doing this, the analysis foregrounds a functional aspect (...) of policy metaphors as divisive mechanisms of neo-liberalism through associating individuals with the appearance of discriminatory forms of economic materiality which does not in fact exist in reality. Here I use aspects of Phil Graham’s discourse analytical work to examine forms of e/valuations and critically analyse the formulation of truths in the constitution of Artificial Intelligence (hereafter, AI). This paper focuses on two 2019 documents: Ethics guidelines for trustworthy AI (AI HLEG, Citation2019a) and Policy and investment recommendations for trustworthy AI (AI HLEG, Citation2019b). My aim here is to provide a timely contribution to contemporary philosophical–methodological innovations in documenting the constellation of values that are prefigured in human-centric constructions (...) of AI. The analysis is informed primarily by principles from Graham’s distinctive approach to critical discourse analysis (CDA), which I take to be the philosophical study of valuation. In that approach, political economy is taken as a composite formulation of values whereby neo-liberalism is discursively entwined and progressed through a system of principles of e/valuation. This paper presents a roadmap to demonstrate the usefulness of a philosophically grounded interdisciplinary piece of linguistic research through which evaluative semantic categories can be usefully synthesised with CDA to systematically expose the assumptions which underpin current truth claims and values – in this case, about and around the ethics of AI. Kommentierend wandte er sich auch biblischen Schriften zu. Die hier vorgelegte Studie wählt einen werkgenetischen Ansatz, um die tiefgreifenden Entwicklungen dieses facettenreichen Werkes zu analysieren. Im Fokus stehen Zusammenhänge und Umbrüche zwischen den religionsphilosophischen Perspektiven und dem theologischen Schrifttum unter Beachtung der ignatianischen Einflüsse. Zugleich erschliesst sich so das theologische (...) Schaffen Przywaras, das trotz seiner Originalität zu Unrecht wenig bekannt ist. Seine kreative Sprache schafft neue Zugänge zu wichtigen Themen ebenso wie zu biblischen Texten. Alfred North Whitehead’s interpreters usually pay less attention to his later monographs and essays. Process and Reality is taken to be the definitive center of the Whiteheadian universe and the later works, thereby, appear to many only as applications or elaborations of themes already introduced earlier. Yet, is it also possible that the dominance of this perspective has obscured or even distorted further creative developments of Whitehead’s thought? This volume offers a sort of Copernican revolution in Whitehead interpretation, methodologically and (...) conceptually inviting its contributors to observe Whitehead’s work from the perspective of his later works. The aim of this preferencing is meant not to invalidate earlier approaches to Whitehead’s thought nor is the inference that the later works are more authoritative. Yet, just as the first space-based images of our planet forever changed humanity’s understanding of its place in the universe, shifting the alleged center of, or even decentering of the view on, Whitehead’s “philosophy of organism” to the later works, we might discover previously obscured ideas or new vistas of thought relevant not only to our current philosophical landscape, but also to the pressing issues of our fragile and endangered world. This paper explores how philosophical inquiry and Critical Discourse Analysis can mutually benefit from each other to produce new methodological and reflexive directions in neo-liberal policy research to examine the phenomenon of 'What is '. Through this we argue that augmenting linguistic analysis with philosophical perspectives develops and supports CDA scholarship more broadly by accommodating the shifting complexity of social problems of ideologically driven inequality that are inbuilt through, in our case, social policy texts. In discussing philosophical-methodological issues, the paper (...) argues for the need to continually adapt CDA to the particular data so as to remain sensitive to and avoid hegemonic tendencies in analysis. Through adopting the principles of a working methodology, we discuss a micro-meso-macro CDA framework that draws on the analytical concepts of movement, metaphorical superfluidity, thematic condensation, and surrealism to conceive of a research approach capable of examining and comprehending evolving discourses of political economies. The most immediate benefit of this framework is its capacity to illustrate how forms of valuations perpetuated by and through policy discourse are the motivational locus of meaning making insofar as they strongly inform the moral underpinning the ideology of economic growth. There are numerous ways people can improve their cognitive capacities: good nutrition and regular exercise can produce long-term improvements across many cognitive domains, whilst commonplace stimulants such as coffee temporarily boost levels of alertness and concentration. Effects like these have been well-documented in the medical literature and they raise few ethical issues. More recently, however, clinical research has shown that the off-label use of some pharmaceuticals can, under certain conditions, have modest cognition-improving effects. Substances such as methylphenidate and modafinil can (...) improve capacities such as working memory and concentration in some healthy individuals. Unlike their more mundane predecessors, these methods of “cognitive enhancement” are thought to raise a multitude of ethical issues. This paper presents the six principal ethical issues raised in relation to pharmacological cognitive enhancers —issues such as whether: the medical safety-profile of PCEs justifies restricting or permitting their elective or required use; the enhanced mind can be an “authentic” mind; individuals might be coerced into using PCEs;, there is a meaningful distinction to be made between the treatment vs. enhancement effect of the same PCE; unequal access to PCEs would have implications for distributive justice; and PCE use constitutes cheating in competitive contexts. In reviewing the six principal issues, the paper discusses how neuroscientific research might help advance the ethical debate. In particular, the paper presents new arguments about the contribution neuroscience could make to debates about justice, fairness, and cheating, ultimately concluding that neuroscientific research into “personalized enhancement” will be essential if policy is to be truly informed and ethical. We propose an “ethical agenda” for neuroscientific research into PCEs. (shrink)

This paper addresses the problem of ‘ignorance’ in philosophy and science, particularly with respect to the conceptualization, study and solution of environmental problems. We begin by distinguishing between ‘risk’, ‘uncertainty’ and ‘ignorance’. We then offer a categorization of ignorance, and use these categories to assess the role of science as a means of reducing ignorance. We note that to proceed with science, several 'acts of faith' are necessary. We conclude with a discussion of the importance of an attitude of openness (...) in science and philosophy, especially regarding environmental problems. Throughout, we illustrate our discussion of ignorance, and the problems involved in its reduction, by reference to environmental issues. (shrink)

Identifying, classifying, and analyzing arguments in legal discourse has been a prominent area of research since the inception of the argument mining field. However, there has been a major discrepancy between the way natural language processing (NLP) researchers model and annotate arguments in court decisions and the way legal experts understand and analyze legal argumentation. While computational approaches typically simplify arguments into generic premises and claims, arguments in legal research usually exhibit a rich typology that is important for gaining insights (...) into the particular case and applications of law in general. We address this problem and make several substantial contributions to move the field forward. First, we design a new annotation scheme for legal arguments in proceedings of the European Court of Human Rights (ECHR) that is deeply rooted in the theory and practice of legal argumentation research. Second, we compile and annotate a large corpus of 373 court decisions (2.3M tokens and 15k annotated argument spans). Finally, we train an argument mining model that outperforms state-of-the-art models in the legal NLP domain and provide a thorough expert-based evaluation. Zusammenfassung Die rasanten Entwicklungen im Bereich der Künstlichen Intelligenz und Robotik stellen nicht nur die Ethik, sondern auch das Recht vor neue Herausforderungen, gerade im Bereich der Medizin und Pflege. Grundsätzlich hat der Einsatz von KI dabei das Potenzial, sowohl die Heilbehandlungen als auch den adäquaten Umgang im Rahmen der Pflege zu erleichtern, wenn nicht sogar zu verbessern. Verwaltungsaufgaben, die Überwachung von Vitalfunktionen und deren Parameter sowie die Untersuchung von Gewebeproben etwa könnten autonom ablaufen. In Diagnostik und Therapie können Systeme (...) die behandelnde Ärztin unterstützen. Intelligente Betten ermöglichen eine Frühmobilisierung der Patient:innen bei gleichzeitig geringerem Personalaufwand. Gleichwohl birgt der Einsatz der Systeme rechtliche Herausforderungen. So besteht das Risiko einer Verletzung der beteiligten Personen. Im Gegensatz zu herkömmlichen Technologien „leidet“ KI unter der „Black-Box-Problematik“: Die von den Systemen generierten Ergebnisse sind nicht mehr vollständig vorhersehbar und nachvollziehbar. Der Einsatz birgt unbekannte und unkalkulierbare Risiken, was sich insbesondere auf die zivilrechtliche Haftung und strafrechtliche Verantwortung auswirkt. Wem die Entscheidungen der Systeme normativ zuzurechnen sind, ist eine Kernfrage des juristischen Diskurses. Die aus praktikabilitätsgründen naheliegende Wahl, dem letztentscheidenden Menschen das Verhalten eines KI-Systems zuzurechnen, überzeugt nicht in allen Fällen, sondern degradiert ihn häufig zum symbolischen Haftungsknecht und legt ihm einseitig die Risiken der Technologien auf. Weiterhin ergeben sich im Bereich der Medizin und Pflege Fragen hinsichtlich der Zulassung von KI-Systemen, da die Maschinen während der Nutzung weiterlernen und so ihren strukturellen Aufbau kontinuierlich verändern. Es ist daher angebracht, sich frühzeitig mit dem Konfliktpotential aus ethischer und rechtlicher Sicht auseinander zu setzen, um einer potenziellen gesellschaftlichen Angst vor derartigen Systemen vorzubeugen und einen praxisgerechten Handlungsrahmen zu schaffen. This article presents a systematic literature review documenting how technical investigations have been adapted in value sensitive design (VSD) studies from 1996 to 2023. We present a systematic review, including theoretical and applied studies that either discuss or conduct technical investigations in VSD. This systematic review contributes to the VSD community when seeking to further refine the methodological framework for carrying out technical investigations in VSD.

This article analyses the nature of mental imagery in metaphoric thought as envisaged by the contemporary theory of metaphor in Cognitive Linguistics (Lakoff, Cambridge University Press, 1993). Our study of metaphor in the field of marine biology draws on two crucial aspects of mental imagery, namely dynamicity and pervasiveness. Image metaphors and behaviour-based metaphors have generally been regarded as two different types of resemblance metaphor. In our view, the dynamicity of certain mental images highlights inherent similarities between these two types (...) of metaphor, and makes the differences between them more apparent than real. For this reason, we propose a more refined description of resemblance metaphors in terms of the static or dynamic nature of the mental images underlying them. Our study also underlines the fact that mental images permeate all classes of metaphor, and that the pervasiveness and dynamicity of mental images affords insights into both resemblance metaphors and non-resemblance metaphors.
