Cosmopolitanism is said by many critics to be arrogant. In emphasizing universal principles and granting no fundamental moral significance to national or other group belonging, it wrongly treats those making non-universalist claims as not authorized to speak, while treating those in non-Western societies as not qualified. This book works to address such objections. It does so in part by engaging the work of B.R. Ambedkar, architect of India's 1950 Constitution and revered champion of the country's Dalits (formerly "untouchables"). Ambedkar cited (...) universal principles of equality and rights in confronting domestic exclusions and the "arrogance" of caste. He sought to advance forms of political humility, or the affirmation of equal standing within political institutions and openness to input and challenge within them. This book examines how an "institutional global citizenship" approach to cosmopolitanism could similarly advance political humility, in supporting the development of input and challenge mechanisms beyond the state. It employs a grounded normative theory method, taking insights for the model from field research among Dalit activists pressing for domestic reforms through the UN human rights regime, and from their critics in the Hindu nationalist Bharatiya Janata Party. Insights also are taken from Turkish protesters challenging a rising domestic authoritarianism, and from UK Independence Party members demanding "Brexit" from the European Union-in part because of possibilities that predominantly Muslim Turkey will join. Overall, it is shown, an appropriately configured institutional cosmopolitanism should orient fundamentally to political humility rather than arrogance, while holding significant potential for advancing global rights protections and more equitable rights specifications. In recent years, some scholars and prominent political figures have advocated the deepening of North American integration on roughly the European Union model, including the creation of new political institutions and the free movement of workers across borders. The construction of such a North American Union, if it included even a very thin trans-state citizenship regime, could represent the most significant expansion of individual entitlements in the region since citizenship was extended to former slaves in the United States. With such (...) a possibility as its starting point, this article explores some striking parallels between the mass, legally prohibited movement across boundaries by fugitive slaves in the pre-Civil War period, and that by current unauthorized migrants to the United States. Both were, or are, met on their journeys by historically parallel groups of would-be helpers and hinderers. Their unauthorized movements in both periods serve as important signals of incomplete entitlements or institutional protections. Most crucially, moral arguments for extending fuller entitlements to both groups are shown here to be less distinct than may be prima facie evident, reinforcing the case for expanding and deepening the regional membership regime. In this novel account of global citizenship, Luis Cabrera argues that all individuals have a global duty to contribute directly to human rights protections and to promote rights-enhancing political integration between states. The Practice of Global Citizenship blends careful moral argument with compelling narratives from field research among unauthorized immigrants, activists seeking to protect their rights, and the 'Minuteman' activists striving to keep them out. Immigrant-rights activists, especially those conducting humanitarian patrols for border-crossers stranded in the brutal Arizona (...) desert, are shown as embodying aspects of global citizenship. Unauthorized immigrants themselves are shown to be enacting a form of global 'civil' disobedience, claiming the economic rights central to the emerging global normative charter while challenging the restrictive membership regimes that are the norm in the current global system. Cabrera also examines the European Union, seeing it as a crucial laboratory for studying the challenges inherent in expanding citizen membership. (shrink)

Many normative political theorists have engaged in the systematic collection and/or analysis of empirical data to inform the development of their arguments over the past several decades. Yet, the approach they employ has typically not been treated as a distinctive mode of theorizing. It has been mostly overlooked in surveys of normative political theory methods and methodologies, as well as by those critics who assert that political theory is too abstracted from actual political contestation. Our aim is to unearth this (...) grounded normative theory (GNT) approach – to identify its definitive practices and highlight its potential significance. We detail four overlapping commitments characteristic of GNT. These include commitments to expanding the comprehensiveness of input for normative arguments through original empirical research and/or analysis, recursivity in the development of normative claims, attentiveness to the systematic inclusion of a range of voices and ways of knowing, and accountability to those engaged by the theorist in empirical contexts. We discuss methodological distinctions within GNT, including between more- and less-solidaristic approaches. We discuss how GNT answers calls for theorists to engage more closely with empirical political dynamics and we consider responses to possible critiques. (shrink)

Could global government be the answer to global poverty and starvation? Cosmopolitan thinkers challenge the widely held belief that we owe more to our co-citizens than to those in other countries. This book offers a moral argument for world government, claiming that not only do we have strong obligations to people elsewhere, but that accountable integration among nation-states will help ensure that all persons can lead a decent life. Cabrera considers both the views of those political philosophers who say (...) we have much stronger obligations to help our co-citizens than foreigners and those cosmopolitans who say our duties are equally strong to each but resist restructuring. He then outlines his own position, using the European Union as a partial model for the integrated alternative and advocating instituting EU-style supranational government, development aid, and free movement of persons in the Americas and other regions. Over time, Cabrera argues that the transformation of the global system into a cohesive network of democratic institutions would help ensure that anyone born anywhere could lead a decent life. A conception of global citizenship should not be viewed as separate from, or synonymous with, the cosmopolitan moral orientation, but as a primary component of it. Global citizenship is fundamentally concerned with individual moral requirements in the global frame. Such requirements, framed here as belonging to the category of individual cosmopolitanism, offer guidelines on right action in the context of global human community. They are complementary to the principles of moral cosmopolitanism — those to be used in assessing the justice (...) of global institutions and practices — that have been emphasised by cosmopolitan political theorists. Considering principles of individual and moral cosmopolitanism together can help to provide greater clarity concerning individual duties in the absence of fully global institutions, as well as clarity on individual obligations of justice in relation to emerging and still-developing trans-state institutions. Interviews, field observations and other qualitative methods are being increasingly used to inform the construction of arguments in normative political theory. This article works to demonstrate the strong salience of some kinds of qualitative material for cosmopolitan arguments to extend distributive boundaries. The incorporation of interviews and related qualitative material can make the moral claims of excluded others more vivid and possibly more difficult to dismiss by advocates of strong priority to compatriots in distributions. Further, it may help to promote (...) the kind of perspective taking that has been associated with actually motivating a willingness to provide aid by individuals. Illustrative findings are presented from field work conducted for a normative project on global citizenship, including interviews with unauthorized immigrants and the analysis of artefacts left behind on heavily used migrant trails. This chapter is divided into three parts. In the first, I ask whether there is a human right to be spared extreme poverty. The answer is ‘Not necessarily’ if a human right is a legal right, and I argue that ‘human right’ either means a right in international law and associated policy, or else the term has an unacceptably wide sense. In the second section I consider microcredit as a poverty-alleviating mechanism, distinguishing between extreme and relative poverty in developing countries. (...) I argue that credit may not be a good way of alleviating extreme poverty, and that methods of collecting debt used by microcredit providers may have moral drawbacks. In the third section I consider the fit between the class of agents currently involved in offering financial services to the poor, and the class of agents recognized as duty-bearers by human rights law and policy. Unless states become highly involved in microcredit, it is not clear that microfinance providers are or can be human rights duty bearers. (shrink)

It is argued here that adopting a form of institutional cosmopolitanism actually helps to meet this sort of objection. An appropriately configured such approach will have a conception of equal global citizenship at its core. It (...) will seek to place individuals in relations of political humility, understood not as plain deference to competing moral claims, but as concrete recognition of the equal moral status of others. It will seek to progressively empower as actual citizen equals those whose interests are often ‘arrogantly’ neglected in the current system, and to multiply mechanisms of input and challenge for them over time. Monique Deveaux’s book Poverty, Solidarity, and Poor-Led Social Movements is an important intervention in global justice dialogues. It explores with nuance the case for viewing persons facing poverty globally as potential agents of justice, and it does excellent work in offering exemplar groups where that potential is actualized. The book may put the final nail in framings of global justice as primarily transfers from ‘rich to poor.’ Yet, it also has a tendency to implicitly reinforce those same framings, in part (...) by adopting a Global North/South dichotomy, and in particular by treating ‘the poor’ as a category of persons. Such a label may homogenize, presenting persons in ways that do not fully acknowledge their agency and multifaceted humanity. It may also undermine one of the core aims in Deveaux’s account, reinforcing forms of global social distance rather than highlighting possibilities for solidarity across borders. El presente trabajo explora la conexión entre el argumento a favor de un universo infinito del filósofo y rabino barcelonés Hasdai Crescas (ca. 1340-1410) y el problema del espacio vacío. Mi objetivo es señalar de qué manera la refutación sistemática de los argumentos aristotélicos contra la existencia del vacío condujo a Crescas a sostener que el universo es infinito y que más allá de su circunferencia extrema se extiende un espacio vacío ilimitado. Puesto que los argumentos en contra del vacío (...) abordados por Crescas tienen que ver en su mayoría con la teoría aristotélica del movimiento natural, al rechazarlos, el filósofo y rabino catalán tuvo que considerar alternativas que lo aproximan de manera sorprendente a la física del Renacimiento y la Modernidad temprana. This article deals with the (...) work of Humanidades Médicas journal since its creation in 2001 up to the present, and the main actions implemented to contribute to the development of the scientific publication for increasing the professional competences of the authors, referees and editors, from the deficiencies detected during the editorial process and the need of counselling to specialists of other Cuban scientific journals that perform the process of marking for the SciELO project. Cosmopolitan political theorists hold that our obligations to distribute resources to others do not halt at state borders, but most do not advocate a restructuring of the global system to achieve their distributive aims. This article argues that promoting democratically accountable economic and political integration between states would be the most effective way to enable cosmopolitan, or routine, tax-financed, trans-state distributions. Movement toward a more integrated global system should encourage the view that larger sets of persons have interests in common (...) that should be protected and promoted in common. Democratically accountable integration also should enable those within less-affluent states to more vigorously press trans-state distributive claims. The still-evolving E.U. is examined as a partial model for the integrated alternative in other geographic regions, as well as, in the much longer term, for some form of democratic global government capable of ensuring that any person born anywhere would have access to adequate resources and life opportunities. ABSTRACTThis symposium brings together normative and empirical scholars in dialogue on Brooke Ackerly’s innovative and compelling recent monograph, Just Responsibility. Contributors discuss the book’s distinctive grounded normative theory methodology, its arguments for how individuals can take appropriate responsibility for global structural injustices, and its potential for practical impact.

Over the last few years, a new methodology to address the P versus NP problem has been developed, based on searching for borderlines between the nonefficiency of computing models and the presumed efficiency. These borderlines can be seen as frontiers of efficiency, which are crucial in this methodology. “Translating,” in some sense, an efficient solution in a presumably efficient model to an efficient solution in a nonefficient model would give an affirmative answer to problem P versus NP. In the framework (...) of Membrane Computing, the key of this approach is to detect the syntactic or semantic ingredients that are needed to pass from a nonefficient class of membrane systems to a presumably efficient one. This paper deals with tissue P systems with communication rules of type symport/antiport allowing the evolution of the objects triggering the rules. In previous works, frontiers of efficiency were found in these kinds of membrane systems both with division rules and with separation rules. However, since they were not optimal, it is interesting to refine these frontiers. In this work, optimal frontiers of the efficiency are obtained in terms of the total number of objects involved in the communication rules used for that kind of membrane systems. These optimizations could be easier to translate, if possible, to efficient solutions in a nonefficient model. (shrink)

This article explores how giving systematic attention to emotions could enhance grounded normative theory accounts. Grounded normative theory, and related approaches featuring an ‘ethnographic sensibility’, involve the conduct of original empirical research and/or analysis in the development of normative arguments. Each has been increasingly visible in normative political theory, focusing on moral claims in contexts such as migration, democratic practice, and grassroots struggles. Yet, while such approaches have sought to sensitively present experiences of injustice and exclusion within such contexts, they (...) have given relatively little attention to the emotional or ‘affective’ turn in normative theory and social science disciplines, where emotions are studied as integral to political/moral claims and the motivation of action. We highlight how a similar emphasis on emotions as integral to political and moral claims could enrich grounded normative theory, in part through presenting an illustrative analysis of emotional expressions by immigration detainees in the UK. We show how such analysis can expand normative inputs, and clarify or reveal normative issues arising in a given empirical context. We also highlight how grounded normative work could enrich normative treatments of political emotions. (shrink)

The fault prediction and abductive fault diagnosis of three-phase induction motors are of great importance for improving their working safety, reliability, and economy; however, it is difficult to succeed in solving these issues. This paper proposes a fault analysis method of motors based on modified fuzzy reasoning spiking neural P systems with real numbers for fault prediction and abductive fault diagnosis. To achieve this goal, fault fuzzy production rules of three-phase induction motors are first proposed. Then, the rMFRSNPS is presented (...) to model the rules, which provides an intuitive way for modelling the motors. Moreover, to realize the parallel data computing and information reasoning in the fault prediction and diagnosis process, three reasoning algorithms for the rMFRSNPS are proposed: the pulse value reasoning algorithm, the forward fault prediction reasoning algorithm, and the backward abductive fault diagnosis reasoning algorithm. Finally, some case studies are given, in order to verify the feasibility and effectiveness of the proposed method. (shrink)

Tissue P systems with evolutional communication rules are computational models inspired by biochemical systems consisting of multiple individuals living and cooperating in a certain environment, where objects can be modified when moving from one region to another region. In this work, cell separation, inspired from membrane fission process, is introduced in the framework of tissue P systems with evolutional communication rules. The computational complexity of this kind of P systems is investigated. It is proved that only problems in class P (...) can be efficiently solved by tissue P systems with cell separation with evolutional communication rules of length at most, for each natural number n≥1. In the case where that length is upper bounded by, a polynomial time solution to the SAT problem is provided, hence, assuming that P≠NP a new boundary between tractability and NP-hardness on the basis of the length of evolutional communication rules is provided. Finally, a new simulator for tissue P systems with evolutional communication rules is designed and is used to check the correctness of the solution to the SAT problem. (shrink)

El trabajo tuvo como objetivo caracterizar los resultados de la gestión de la investigación en ciencias sociales y humanísticas aplicadas en salud en el contexto de su institucionalización a través del Centro para el desarrollo de las Ciencias Sociales y Humanísticas en salud. Con el fin de alcanzar el objetivo propuesto se determinaron los siguientes momentos: primero se fundamentó el proceso de gestión de la investigación en estas áreas de conocimientos en el Cendecsa; se presentaron los resultados de la gestión (...) de la investigación de 2013-2017; y por último se realizó una valoración de sus impactos científicos y sociales de la entidad. Se utilizó el enfoque de los estudios sociales de la ciencia y la tecnología, con el enfoque metodológico cuanticualitativo: la revisión bibliográfica y de documentos elaborados como informes de Balance anual de la ciencia, de los planes de ciencia del centro y de otros procesos como los expedientes presentados en el proceso de reordenamiento de las entidades de ciencia de 2013 y 2014, documentos normativos y entrevistas a informantes clave. The aim of the paper was to characterize the results of research management in Social and Humanistic Sciences applied to Health in the context of its institutionalization through the Center for the Development of Social and Humanistic Sciences in Health. To achieve this aim, the following moments were determined: first, the research management process in these areas of knowledge in Cendecsa were underpinned from the context which knowledge production; second, Social and Humanistic Sciences applied to health research management results from 2013 to 2017 were presented; finally, its scientific and social impacts were assessed. The social studies of science and technology approach was used, with the quantitative-qualitative methodological approach: bibliographic review and documents such as annual science assessment reports, science plans in the institution and other processes like files presented in the science organizations restructuring process and other normative documents. La bibliografía reporta amplitud en lo concerniente al campo de la edición de revistas científicas donde los avances científico tecnológicos aportaron una nueva dinámica. Las nuevas tecnologías de la información y la comunicación sirven de herramientas y han transformado radicalmente el escenario de la evaluación de la publicación científica. Variedad de perspectivas, instrumentos e indicadores impactan en los procesos de evaluación. El objetivo de este trabajo es ofrecer una valoración del proceso actual de evaluación de las publicaciones científicas seriadas. Los (...) procedimientos utilizados son la revisión bibliográfica, análisis de textos y síntesis de los hallazgos desde lo teórico. Se concluye que la publicación científica seriada ha pasado a ser, más que un proceso singular de la comunicación científica, el modo fundamental de evaluación de la calidad del trabajo científico, de ahí la importancia de tener claridad y propuestas propias de los indicadores de la evaluación. There is amplitude in bibliography, regarding the edition of scientific journals, where the scientific technological achievements that have been made in recent times have contributed with a new dynamic. The edition in digital format has its name due to the appearance of the new information and communication technologies. The recently emerged perspectives, instruments and indicators impact evaluation of publications processes and the accreditation in the higher education. The aim of this document is to offer an assessment on the current situation of the evaluation process of serialized scientific publications through the use of indicators. The text analysis and bibliographic review procedures were used to achieve the previous goal. In conclusion, the serialized scientific publications have become the main way quality of scientific research evaluation rather than a specific process of scientific communication. That is why is important to be certain of the combination of indicators for evaluating the scientific publications. (shrink)

There currently is sufficient scientific evidence directly linking acquisition, exposure and prevalence of the human papillomavirus to cervical cancer. The article addresses HPV in women by taking NaProTechnology into account, which makes it posible to combine scientific evidence with ethical approaches. It looks at both the biological aspect of sexuality and the ability to become a person within one’s sexual nucleus. There is an analysis of sex education programs based on preventive health and on the anthropology of sexuality, and supported (...) by family institutions, that have demonstrated better acceptance in dealing with the risk of sexually transmitted diseases, including HPV infection. Este colapso de lo complejo a lo simple en el cuento de Borges demuestra que la percepción de otras realidades, de otros universos, yace en la aparente insignificancia de lo cotidiano.: This article presents an approach to the short story “The Aleph” by Jorge Luis Borges based on the parallel universes subject from two perspectives, the mathematical concept of transfinite, and the everyday life observation. Following Max Tegmark’s hierarchy of the multiverse, it is set out to extend its philosophical content by defining how “The Aleph” argues the idea of the multiverse. On the one hand, this short story is capable of reflecting the motley spatio-temporal state of other simultaneous coexisting universes and, on the other hand, it can compress all its complexity into the simplest figure for its representation, the point. This collapse from the complex to the simple in Borges’ short story shows that the perception of other realities, of other universes, lies in the apparent insignificance of the everyday life. (shrink)
