The New Transnational Activism shows how even the most prosaic activities can assume broader political meanings when they provide ordinary people with the experience of crossing transnational space. This means that we cannot be satisfied with defining transnational activists through the ways they think. The defining feature of transnationalism in this book is relational, and not cognitive. This emphasis on activism's relational structure means that even as they make transnational claims, transnational activists draw on the resources, the networks, and the (...) opportunities in which they are embedded, and only then - if at all - on more distant transnational links. But we can no more sharply draw a line between domestic and international politics in studying transnational activism than we could ignore local politics in studying its national equivalent. Not long after the completion of Michael Mann’s “quadrilogy” on The Sources of Social Power (1986–2012), social scientists began to interrogate the meaning of his concepts of “despotic” and “infrastructural” power. While we know that the former is the most evident sign of danger in times of war, less well understood is the role of infrastructural power in state/civil society relations. Most important is the ambiguous relationship between the two types of power and the possibility that—especially in times of war—infrastructural (...) power can become the vehicle for despotic ends. But infrastructural power is also reciprocal, offering firms and civil society groups channels with which to contest the state’s projects. In this article, I first explicate the different meanings that Mann gave to his concept of infrastructural power. In the second section, I turn to how the concept has been “received” in political science and historical sociology. In the third part, I argue that the main danger to American democracy in wartime lies not in its becoming a despotic state, but in the use of the state’s infrastructural channels for the exercise of despotic ends. The fourth part illustrates the complexities of infrastructural power in business/government/civil society relations in cybersecurity, which Mann—for understandable reasons—did not examine in his encompassing work. Not many years ago both anthropology and political science experienced internal disputes—in the first case over the publication of a book accusing a noted anthropologist of endangering indigenous subjects and in the second over the nature of the field. While the first led to polarization, the second produced a partial convergence and modest reforms. This article examines the two processes and seeks the key mechanisms that produced those differences, closing with a call for broadening the study of contentious politics to (...) cover non-public controversies like the ones examined in this article. Many scholars have investigated the relationship between protest and repression. Less often examined is the legislative suppression of protest by elites seeking to make protest more costly to protesters. Because state legislatures are largely invisible to the public, this “wholesale” suppression of protest is less likely to trigger public opposition than repression by the police. This study explains the sharp increase in the number and the severity of state legislative bills to repress the right to protest both before and after (...) the election of Donald Trump. In particular, it examines whether these can be attributed either to Republican control of state legislatures or to protest threat. Contrary to the findings in much of the literature, bills aimed at suppressing protest are less closely related to threat than to the realignment of state politics. The article also finds that these proposals were influenced by diffusion through policy brokerage. (shrink)

“Is the traditional divide between domestic and international politics breaking down?” and, if so, with what effects on transnational human rights activism? This paper argues that small and focused transnational campaigns can have dramatic short-term results that its large-scale and bureaucratic cousins are too slow-moving to effect; it illustrates the importance of often-fleeting political opportunities in opening windows for non-state public action; and using four different transnational campaigns, it shows how loosely coupled mechanisms and processes link domestic and international politics.

Although living conditions have improved throughout history, protest, at least in the last few decades, seems to have increased to the point of becoming a normal phenomenon in modern societies. Development projects in Sub-Saharan Africa propose to alleviate hunger in rural areas by introducing new agricultural practices and technologies, yet there is limited empirical evidence of how an agricultural intervention can lead farming households to transition to food security. Research on food security pathways considers agricultural interventions that increase farmers’ income to be particularly effective for reducing food insecurity. Consistent with this stance, Malawian agricultural policy aims to address hunger by encouraging smallholder farmers to intensify and commercialize maize production. This (...) paper explores if smallholders’ market and livelihood orientations do indeed lead them to favor an income pathway to food security. Qualitative analysis of 60 smallholder farmer interviews in Malawi found that, upon achieving improvements in production yields and diversity, rather than commercialize, many farmers re-organized their production and consumption to reduce market dependency. Farmers deployed this strategy to increase their food security, explaining that the choice to self-provision food and farming inputs was both an expression of farming identity and a lived understanding of their marginal position in commodity markets. The author finds that, in failing to consider how production relations affect food access, scholarship inadequately theorizes farm-level food security transitions and reproduces discursive framings of hunger. Food sovereignty narratives more accurately captured what mattered for Malawian smallholders’ food security, suggesting that engagement with this concept could improve scientific understandings of food security transitions. Despite the frequency of this presentation, little consistent, systematic information is provided to medical students or physicians about the treatment of pain. In addition, relatively little information is given about the recognition and prevention of drug abuse and about how to prescribe analgesics rationally to minimize the chances for abuse. This lack of educational preparation for both pain and addiction contributes to significant fear (...) and inability on the part of health professionals to diagnose and treat both conditions. It creates a barrier of fear to prescribe adequate doses of pain medications for patients who present with both acute and chronic pain problems.
