The administrative practices of officials who process the admission of immigrants show severe variations in the ways in which migration policy is enforced on the ground. For the author, inequality of treatment lies in the very hierarchy of tasks and services of what he dubs, following Pierre Bourdieu, the immigration "field". According to the author, the governments’ securitizing priorities favour the sort of suspicion towards foreigners that the media then reproduces, thus authorizing so-called street-level bureaucrats to act with great leeway (...) with regard to immigrants. Under pressure, governments implement what the author calls a "trompe-l’oeil policy" that explores the ambivalence between international and domestic law: while the state enforces repressive laws that apparently comply with fundamental human rights, it leaves to low-ranking civil servants enough discretion to make those rights ineffective. This point is the author’s central contention. The arbitrariness of these officials is neither contingent nor accidental: it actually constitutes a purposive "front-line policy" to enlarge the discretionary power of street-level bureaucrats in charge of regulating admissions. Unequal treatment comes in three flavours in this context. First, officials are asked to ensure that each right granted to a foreigner will not threaten the national order, which means the economic, social and political order. They are therefore in a position to judge the suitability of each application in view of their own arbitrary interpretation of what such "threats" consist of. The question of discretionary power is in this way intimately linked to the problem of equality before the law. Second, the scarcity of material and human resources allocated to services in charge of welcoming migrants starkly contrasts with the expenditure incurred to deport foreigners. Inequality also arises from how agents perceive users and the leeway they have to implement the law. Third, inequality is related to foreigners’ abilities and means to challenge discretionary power, especially through the legal tools they use or through legal intermediaries. The author thus concludes that such "front-line policy" has increasingly been used as a weapon against migrants, especially since the early 2000s, when immigration and detention policies were generalized in France. More broadly, in Europe as well as in United States, immigration reforms have made greater use of detention and focused on enforcement rather than on hosting programs and services for asylum seekers. But they have also strengthened the role of legal intermediaries. Hence the need to investigate how discretionary power is challenged as it sheds light on the power relations between states and migrants. For a long time, the concept of moral integrity in politics has been highly controversial. While many look at it from a moralist perspective demanding absolute observance of moral values and principles, some scholars, chiefly Niccolò Machiavelli and his many followers, believe that politics is typically devoid of moral considerations. Others, such as Demetris Tillyris, consider politics to be a distinct way of life with a moral yardstick distinct from ordinary moral standards. All these viewpoints are grounded on divergent understandings (...) of the purpose of political power and how politicians ought to behave. This paper attempts to provide an exposition and critical analysis of the various contestations on integrity in politics. Through a normative ethical approach, it explores diverse theoretical perspectives with the aim of arriving at a comprehensive understanding of moral integrity in politics. This type of 'sky colonization' or climate militarization is a profanation of language as much as of nature: to "sow the clouds" (or "grow meat")—even language tells us something is wrong…)It took a great amount of time and much denial before widespread bodily infection and industrial pollution's public health effects could be recognized. Industrialists may object (at times with doctors), but in the most working-class regions, bodies know: "lungs and our sense of smell protest in their own way against any conclusive evidence which would exonerate factories" (Zimmer 23).The history of pollution is, in fact, also a question of exploitation as well as a social history: that of the unequal distribution of air and the inequitable exposure (depending on one's living milieux) to what is oppressive, stifling—in a word, unbreathable. In this paper, I critically examine Stephen Turner's critique of practice theory in light of recent neurophysiological discoveries regarding the “mirror neuron system” in the pre-frontal mo-tor cortex of humans and other primates. I argue that two of Turner's strongest objections against the sociological version of the practice-theoretical account, the problem of transmission and the problem of sameness, are substantially undermined when examined from the perspective of re-cently systematized accounts of embodied learning and intersubjective action understanding in-spired by these developments. In addition, I show that the practice-theoretical framework out-lined by Pierre Bourdieu in the Logic of Practice and other works is, in contrast to Turner's por-trayal of a confused hodgepodge of logical errors and empirical impossibilities, largely consistent with the latest neurophysiological evidence and as such fundamentally foreshadowed more recent understandings of the neurocognitive foundations of the perception, understanding and structure of the motor schemes productive of action in the world. Also in line with these newer neurosci-entific developments, the practice-theoretical focus on the body as the central matrix generative of tacit understandings and analogical operations responsible for “higher order” systems of classi-fication emerges as the key to solving some of the thorniest problems in the theory of action: eliminating to need to resort to unwarranted “collective object” explanations for the origins of shared presuppositional frameworks. The emergence of the term ‘Plebanski’ as a topic trend in the scientific literature is studied as a significant communication event resulting from its use by authors to refer to the relevant aspects of Jerzy Plebanski scientific work in the area of mathematical physics. We searched the ‘Plebanski’ topic included in the titles, abstracts and key words of the papers registered in five databases: ADS/NASA, MathSciNet, SCOPUS, SPIRES and Web of Science. Our results clearly show the evolution of the JP’s (...) scientific work from a cited reference to a recognized term in the indexes of the published literature, then to a nodal concept in the scientific communication process and finally as an eponym in the Latin American scholar literature. It was to some extent a personal affair in that both protagonists overstepped the scholarly bounds set for an exchange of (...) arguments, the heat at times reaching the boiling point. Billeter reproached Jullien for no less than instrumentalizing China, fashioned as the absolute Other and instrumentalized for almost no other purpose than to continue a philosophical discourse established by Jullien himself, a discourse that became ever more auto-referential, furthering only the most dubious of ideological interests. In one passage, Billeter goes so far as to claim that, rather than allowing the “Chinese authors” their own voice and letting them develop their own arguments, in the end “it is always him [i.e. Jullien] who talks” (Billeter 2006a, p. 45). Regardless of just how personal Billeter’s opposition to Jullien was meant to be—and at least one commentator claims that beyond the polemical title the text offers a “rigorous argumentation” (Danjou 2006; cf. also Zufferey 2006)—Jullien certainly took it personally, asking himself in his riposte, Chemin faisant, just why Billeter was so angry at him (Jullien 2007, p. 137).His riposte is marketed on the title page in big letters as a “Réplique à ***,” which is explained by the series editors, Alain Badiou and Barbara Cassin, in terms of the reaction to a splinter that more often than not swiftly removed is quickly forgotten but that occasionally provokes a considerable reflexive gesture, of just the kind that Jullien offers, thanks to ***. Then it feels the longing to express itself for the very sake of expression. Then (...) comes art, and we forget the claims of necessity, the thrift of usefulness; the spires of our temples try to kiss the stars and the notes of our music to fathom the depth of the ineffable.1Abraham Maslow points to a similar state of being:Transcendence refers to the very highest and most inclusive or holistic levels of human consciousness, behaving and relating, as ends rather than as means, to oneself, to significant others, to human beings in general, to other species, to nature, and to the cosmos.2 [End Page 143]One deep, the other beyond, both direct attention toward something richer, exceeding technical competence and excellent rendition of the score. Yet, the very realms where these qualities reside seem to be above our ability to assess other than to say, "we know it when we experience it."3 Is there some realization that we have transcended the mundane, passed over to another plane of existence and gone beyond an egocentric mind-frame? And could subjective reports satisfy any objective criteria that the event truly happened? Moreover, could one's experience be distinguished qualitatively from another's? This is one of the quandaries when attempting to assess experience of such an elusive nature. Although, these questions lie at the foundation of such an inquiry as this, answers await additional investigation at a later time. For the present, this study will be limited to laying the groundwork for these future explorations.A clarification of terms preceding this essay is imperative. To begin, the discourse will use 'spirituality' and 'transcendence' interchangeably. Various readings suggest that there is sufficient agreement that these terms describe the same noumenal experience. For example, physicist Fritjof Capra states that:Spiritual experience is an experience of aliveness of mind and body as a unity. Moreover, this experience of unity transcends not only the separation of mind and body, but also the separation of self and world. The central awareness in these spiritual moments is a profound sense of oneness with all, a sense of belonging to the universe as a whole.4This essay continues in this vein and that of my previous article on the subject5 that the religious and doctrinal are not part of the discussion. Therefore, an effort will be made to distance spirituality, as used here, from religion. In that light, a brief comparison will prove helpful.Spirituality has its roots in the Latin: "in + spirare (Latin to breathe). Archaic: to breathe or blow into or upon; to infuse (as life) by breathing."6 This "blowing upon" is no better illustrated than in the account in Genesis. Chapter 2, verse 4, line 7 reads: "Then the Lord God formed man of dust from the ground, and breathed into his nostrils the breath of life; and man became a living being."7 Psyche in Greek and atman in Sanskrit have essentially the same meaning of breath and being alive, that is, embodying an animating force.This animating force, in my view, is not of metaphysical origins, but rather inherent in the evolution of the human species. Spirituality is a human quality as a product of supreme levels of consciousness. Additionally, it has the quality of knowing that we are conscious. C. G. Jung's statement is appropriate in describing this seemingly incomprehensible characteristic.Were organized religion to disappear by some quirk of social process, the human community still cannot and must not do without cultivating the spiritual, [End Page 144] what Jung calls the "attitude peculiar to a consciousness which has been changed by experience of the numinosum."8Diane Ackerman supports the non-metaphysical origins of the impulse.Our sensitivity to religion means that at some stage in human history, our chance of mating and surviving increased... Even until recently the practice of giving the silent treatment has persisted, as when Jullien in the interview with Martin and Spire simply observes “that the sinologists who criticize me … have themselves produced nothing since that critique—do you need names?” (Martin and Spire 2011, p. 209; italics in original), before referring the reader to the many books he has written since Chemin faisant. Needless to add, this point is premised on quantity trumping quality, which is at least slightly disconcerting given that Jullien’s works have been found as early as 1996 to be marked by “a great deal of overlapping if not outright repetition (or at least rewriting)” (Reding 1996, p. 162)—something that apparently still is the case in his many books “produced” since then.From one standpoint, Botz-Bornstein is also right in referring to the affair as mainly a French debate, involving a sizable number of participants and spanning a considerable period of time, from Billeter and Jullien’s 1989 and 1990 exchange in the pages of Études chinoises over how to read Wang Fuzhi (see Billeter 2006a, p. 37 n. 1); to several volumes on and in co-operative works with Jullien (Jullien and Marchaisse 2000, Marchaisse 2003, Cornaz and Marchaisse 2004, Chartier and Marchaisse 2005, Jousset 2006, and Serrurier and Bricout 2011); to the publication of the partisan Oser Construire: Pour Jullien (Chartier 2007) and Billeter’s answer to it (Billeter 2007); to the many discussions of Jullien that continue to take as their starting point the exchange with Billeter (cf. Keck 2009). The text by Martin and Spire, for instance, makes ample reference to the debate, as Botz-Bornstein mentions, and speaks out in favor of Jullien (Martin and Spire 2011, pp. 77–97). In September 2006, when 45 scholars and activists from 19 countries around the world gathered amid the spires and gargoyles of Oxford for a conference entitled, “Hope: Probing the Boundaries,” complex dialectics of hope and despair circulated through the meeting rooms by day, and the conversations in quadrangles and pubs late into the night. On the one hand, the remarkable social and political openings and possibilities of the previous decade, from Berlin to Johannesburg, Leningrad to the Lacandon jungle of Chiapas, (...) seemed to be ever-more constrained by political and economic forces as brutal as those that preceded them, but, on the other hand, there were the Zapatistas and a thousand other movements persisting in the belief that, to echo the mantra of the World Social Forums, “another world is possible,” and there we were from around the world, to do the work of theorizing, describing, and enacting the persistence of individual and collective hope despite grim realities. The essays developed from that conference and collected here reflect both the theoretical and philosophical underpinnings and the cultural and political praxes of “hope against hope.”. (shrink)

(in lieu of abstract, first paragraphs here) For philosophers, reading Richard Dawkins is often a frustrating experience. Many of Dawkins’ writings treat important philosophical topics, such as the existence of God, the meaning of life, the relationship of randomness to order. Dawkins has original ideas, but he lacks the philosophical training and vocabulary to articulate these ideas properly and to develop them coherently. In Believing in Dawkins, Eric Steinhart sets himself an ambitious task: to use the writings of Dawkins to (...) present a coherent, naturalistic alternative to religious metaphysics, specifically to Christian theism. Using an architectural metaphor, he summarizes the project of Believing in Dawkins as follows -/- It is helpful to think of the Dawkinsian texts in architectural terms. His fragmentary sketches for spiritual naturalism are like architectural drawings. Sometimes they depict little windows, while other times they portray enormous spires reaching towards the stars. The edifice is vast. But these architectural diagrams are often unclear, incomplete, and inconsistent. I want to clarify them, fill in their missing parts, and resolve their conflicts. So I’m using his writings to construct a novel building. … To fit his fragmentary plans into a coherent and self-supporting structure, I will add some large-scale frameworks (10). -/- Steinhart’s wide-ranging book covers many topics: complexity, ontology, possibility, humanity, spirituality, among many others. He does not sneak theism into Dawkins’ writings. In fact, Steinhart argues that many practices and ideas that he uses to construct the edifice of Dawkins’ spiritual naturalism have been hijacked by theism, such as the notion of an afterlife, sacredness, holiness, and even the notion of gratitude. The most valuable finding of my first sightseeing trip was that medieval Europe was the seat of Christendom and that Christianity defines the West. I was amazed to see that Europe reveals so much of its past. I had not had such an experience in the United States, where I had lived as a student and then as a professor of economics.As I glimpsed the West, I found myself rediscovering Confucian civilization and how much I am still Confucian, although I (...) was born into a Presbyterian family in Korea. But then, Korea is the most Confucian country. Curious about the West since my first trip, whenever I can I have toured Europe in search of the meaning of the West.While travelling in Europe, my mind often jumps back to my early life in Korea and Japan. I am struck by the vivid contrast in appearance between medieval European towns and Asian towns, which were grey and as flat as pancakes. Medieval towns are stony and solid. Nothing is flimsy. Shaped by spires, domes, and towers, a European town's silhouette rises and falls like a stock market graph. Europeans obviously loved the vertical emphasis. A traveller can see either a soaring church tower or a castle keep miles away on the horizon. Churches predominate, as if to emphasize that the main business of the town is the worship and glorification of God. (shrink)

In this book Sokolowski examines Husserl's basic phenomenological concepts, on the one hand, while proceeding from the perspective of Austin's linguistic analysis, on the other. His twofold concern is precisely indicated by the title and the subtitle re- spectively. This intellectual symbiosis makes the matter more comprehensible to a linguistic philosopher who wishes to be acquainted with Husserlian philosophy and also gives the book its particular style of exposition. It is indeed an excellent introduc- tion to Husserl's thoughts by means (...) of a sustained effort to clarify intricate notions through numerous concrete illustrations. This pedagogical method (which may be in- spired by the practice of teaching), far from being a shallow vulgarization, serves per- fectly the purpose of communicating a thorough knowledge as well as a correct under- standing of Husserrs texts, which substantiate the interpretations. Instead of generali- ties on Transcendental Idealism and trivialities on broad themes, the different chapters analyze successively the key notions of the Logical Investigations, the Phenomenology o] Internal Time Consciousness, Ideas, and the Formal and Transcendental Logic.
