These facts are well documented in the recent Report on violence and Health published by the World Health Organization. An astrologer (McRitchie) replied to our article criticizing the claims of astrologers who hold that psychic or supernatural factors play a role in astrological readings (JCS, 2003). However, McRitchie mistakes our 2003 JCS article 'Is Astrology Relevant to Consciousness and Psi' for an attack on astrology when it merely asks if the performance of astrologers has implications for consciousness and psi. For example, he attempts to validate astrology by citing studies we ignored and by highlighting the supposed flaws that made (...) our tests useless. A proper scientific validation of astrology or any other practical field would critically review the existing empirical studies and then demonstrate replication of effect sizes commensurate with the claims. But McRitchie does not do this, which is most easily explained by the seeming impossibility of doing so. Our conclusion that the performance of astrologers has no useful implications for consciousness and psi is unchanged by recent or previously missed studies, whose outcomes we describe. (shrink)

RNA localization is a powerful strategy used by cells to localize proteins to subcellular domains and to control protein synthesis regionally. In germ cells, RNA targeting has profound implications for development, setting up polarities in genetic information that drive cell fate during embryogenesis. The frog oocyte offers a useful system for studying the mechanism of RNA localization. Here, we discuss critically the process of RNA localization during frog oogenesis. Three major pathways have been identified that are temporally and spatially separated (...) in oogenesis. Each pathway uses a different mechanism to effect RNA localization. In some cases, localization elements within the 3' untranslated region have been identified and have provided unique insights into the localization process. A simple Weberian agglomeration is developed and then extended as an innovative fixed-charged, colocation model over a large set of locational possibilities. The model is applied to cases in which external economies (EE) arise due to colocation alone and also cases in which EE arise due to city size. Solutions to the model are interpreted in the context of contemporary equilibrium analysis, which allows Weberian agglomeration to be interpreted in a more general way than in previous analyses. Within that context, (...) the Nash points and Pareto efficient points in the location patterns derived in the model are shown to rarely coincide. The applications consider agglomeration from two perspectives: one is the colocation behavior of producers as the agents of agglomeration and the other is the interaction between government and those agents in the interest of agglomeration policy. Extending the analysis to games, potential Pareto efficiency and Hicks optimality are considered with respect to side payments between producers and with respect to appropriate government incentives toward agglomeration. Human culture is uniquely complex compared to other species. This complexity stems from the accumulation of culture over time through high- and low-fidelity transmission and innovation. One possible reason for why humans retain and create culture, is our ability to modulate teaching strategies in order to foster learning and innovation. We argue that teaching is more diverse, flexible, and complex in humans than in other species. This particular characteristic of human teaching rather than teaching itself is one of the reasons (...) for human’s incredible capacity for cumulative culture. That is, humans unlike other species can signal to learners whether the information they are teaching can or cannot be modified. As a result teaching in humans can be used to support high or low fidelity transmission, innovation, and ultimately, cumulative culture. (shrink)

Randomized controlled trial trial designs exist on an explanatory-pragmatic spectrum, depending on the degree to which a study aims to address a question of efficacy or effectiveness. As conceptualized by Schwartz and Lellouch in 1967, an explanatory approach to trial design emphasizes hypothesis testing about the mechanisms of action of treatments under ideal conditions, whereas a pragmatic approach emphasizes testing effectiveness of two or more available treatments in real-world conditions. Interest in, and the number of, pragmatic trials has grown substantially (...) in recent years, with increased recognition by funders and stakeholders worldwide of the need for credible evidence to inform clinical decision-making. This increase has been accompanied by the onset of learning healthcare systems, as well as an increasing focus on patient-oriented research. However, pragmatic trials have ethical challenges that have not yet been identified or adequately characterized. The present study aims to explore the views of key stakeholders with respect to ethical issues raised by the design and conduct of pragmatic trials. It is embedded within a large, four-year project that seeks to develop guidance for the ethical design and conduct of pragmatic trials. As a first step, this study will address important gaps in the current empirical literature with respect to identifying a comprehensive range of ethical issues arising from the design and conduct of pragmatic trials. By opening up a broad range of topics for consideration within our parallel ethical analysis, we will extend the current debate, which has largely emphasized issues of consent, to the range of ethical considerations that may flow from specific design choices. Semi-structured interviews with key stakeholders, across multiple jurisdictions, identified based on their known experience and/or expertise with pragmatic trials. We expect that the study outputs will be of interest to a wide range of knowledge users including trialists, ethicists, research ethics committees, journal editors, regulators, healthcare policymakers, research funders and patient groups. The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. Computational complexity theory is a subfield of computer science originating in computability theory and the study of algorithms for solving practical mathematical problems. Amongst its aims is classifying problems by their degree of difficulty — i.e., how hard they are to solve computationally. This paper highlights the significance of complexity theory relative to questions traditionally asked by philosophers of mathematics while also attempting to isolate some new ones — e.g., about the notion of feasibility in mathematics, the $\mathbf{P} \neq \mathbf{NP}$ (...) problem and why it has proven hard to resolve, and the role of non-classical modes of computation and proof. ObjectivesTo describe reporting of informed consent in pragmatic trials, justifications for waivers of consent and reporting of alternative approaches to standard written consent. To identify factors associated with (1) not reporting and (2) not obtaining consent.MethodsSurvey of primary trial reports, published 2014–2019, identified using an electronic search filter for pragmatic trials implemented in MEDLINE, and registered in ClinicalTrials.gov.ResultsAmong 1988 trials, 132 (6.6%) did not include a statement about participant consent, 1691 (85.0%) reported consent had been obtained, 139 (7.0%) reported a (...) waiver and 26 (1.3%) reported consent for one aspect (eg, data collection) but a waiver for another (eg, intervention). Of the 165 trials reporting a waiver, 76 (46.1%) provided a justification. Few (53, 2.9%) explicitly reported use of alternative approaches to consent. In multivariable logistic regression analyses, lower journal impact factor (p=0.001) and cluster randomisation (p<0.0001) were significantly associated with not reporting on consent, while trial recency, cluster randomisation, higher-income country settings, health services research and explicit labelling as pragmatic were significantly associated with not obtaining consent (all p<0.0001).DiscussionNot obtaining consent seems to be increasing and is associated with the use of cluster randomisation and pragmatic aims, but neither cluster randomisation nor pragmatism are currently accepted justifications for waivers of consent. Rather than considering either standard written informed consent or waivers of consent, researchers and research ethics committees could consider alternative consent approaches that may facilitate the conduct of pragmatic trials while preserving patient autonomy and the public’s trust in research. It has become quite common for people to develop `personal'' relationships nowadays, exclusively via extensive correspondence across the Net. Friendships, even romantic love relationships, are apparently, flourishing. But what kind of relations really are possible in this way? In this paper, we focus on the case of close friendship. There are various important markers that identify a relationship as one of close friendship. One will have, for instance, strong affection for the other, a disposition to act for their well-being and (...) a desire for shared experiences. Now obviously, while all these features of friendship can gain some expression through extensive correspondence on the Net, such expression is necessarily limited –you cannot, e.g., physically embrace the other, or go on a picnic together. The issue we want to address here however, is whether there might be distinctive and important influences on the structure of interaction undertaken on the Net, that affect the kind of identity ``Net-friends'''' can develop in relation to one another. In the normal case, one develops a close friendship, and in doing so, one''s identity, in part, is shaped by the friendship. To some extent, through extensive shared experience, one comes to see aspects of the world (and of oneself) through the eyes of one''s friend and so, in part, one''s identity develops in an importantly relational way, i.e., as the product of one''s relation with the close friend. In our view, however, on account of the limits of, and/or the kind of, shared contact and experience one can have with another via correspondence on the Net, there are significant structural barriers to developing the sort of relational identity that is a feature of close friendship. In arguing our case here, and by using the case of Net ``friendship'''' as our foil, we aim to shed light on the nature and importance of certain sorts of self-expression and relational interaction found in close friendship. This work provides a thorough index of terms found in Ludwig Wittgenstein's On Certainty. The index includes not only every philosophical term found in Wittgenstein's text, but also many non-philosophical terms when they are used in highly charged philosophical contexts. In all, there are some 575 main entries. Moreover, a concerted effort is made to indicate in what connections a given term is used by adding subordinate qualifying phrases to the main entries. The formal semantics that we have proposed for definite and indefinite descriptions analyzes them both as variable-binding operators and as referring terms. It is the referential analysis which makes it possible to account for the facts outlined in Section 2, e.g. for the purely ‘instrumental’ role of the descriptive content; for the appearance of unusually wide scope readings relative to other quantifiers, higher predicates, and island boundaries; for the fact that the island-escaping readings are always equivalent to maximally wide scope (...) quantifiers; and for the appearance of violations of the identity conditions on variables in deleted constituents. We would emphasize that this is not a random collection of observations. They cohere naturally with each other, and with facts about other phrases that are unambigously referential.We conceded at the outset of this paper that the referential use of an indefinite noun phrase does not, by itself, motivate the postulation of a referential interpretation. Our argument has been that the behavior of indefinites in complex sentences cannot be economically described, and certainly cannot be explained, unless a referential interpretation is assumed. It could be accounted for in pragmatic terms only if the whole theory of scope relations and of conditions on deletion could be eliminated from the semantics and incorporated into a purely pragmatic theory.
