The neuroanatomical substrates controlling and regulating sleeping and waking, and thus consciousness, are located in the brain stem. Most crucial for bringing the brain into a state conducive for consciousness and information processing is the mesencephalic part of the brain stem. This part controls the state of waking, which is generally associated with a high degree of consciousness. Wakefulness is accompanied by a low-amplitude, high-frequency electroencephalogram, due to the fact that thalamocortical neurons fire in a state of tonic depolarization. Information (...) can easily pass the low-level threshold of these neurons, leading to a high transfer ratio. The complexity of the electroencephalogram during conscious waking is high, as expressed in a high correlation dimension. Accordingly, the level of information processing is high. Spindles, and alpha waves in humans, mark the transition from wakefulness to sleep. These phenomena are related to drowsiness, associated with a reduction in consciousness. Drowsiness occurs when cells undergo moderate hyperpolarizations. Increased inhibitions result in a reduction of afferent information, with a lowered transfer ratio. Information processing subsides, which is also expressed in a diminished correlation dimension. Consciousness is further decreased at the onset of slow wave sleep. This sleep is controlled by the medullar reticular formation and is characterized by a high-voltage, low-frequency electroencephalogram. Slow wave sleep becomes manifest when neurons undergo a further hyperpolarization. Inhibitory activities are so strong that the transfer ratio further drops, as does the correlation dimension. Thus, sensory information is largely blocked and information processing is on a low level. Finally, rapid eye movement sleep is regulated by the pontine reticular formation and is associated with a ''wake-like'' electroencephalographic pattern. Just as during wakefulness, this is the expression of a depolarization of thalamocortical neurons. The transfer ratio of rapid eye movement sleep has not yet been determined, but seems to vary. Evidence exists that this type of sleep, associated with dreaming, with some kind of perception and consciousness, is involved in processing of ''internal'' information. In line with this, rapid eye movement sleep has higher correlation dimensions than slow-wave sleep and sometimes even higher than wakefulness. It is assumed that the ''near-the-threshold'' depolarized state of neurons in the thalamus and cerebral cortex is a necessary condition for perceptual processes and consciousness, such as occurs during waking and in an altered form during rapid eye movement sleep. Merker suggests that the thalamocortical system is not an essential system for consciousness, but, instead, that the midbrain reticular system is responsible for consciousness. Indeed, the latter is a crucial system for consciousness, when consciousness is regarded as the waking state. However, when consciousness is regarded as phenomenal consciousness, for which experience and perception are essential elements, the thalamocortical system seems to be indispensable. The validity of dream recall is discussed. What is the relation between the actual dream and its later reflection? Nielsen proposes differential sleep mentation, which is probably determined by dream accessibility. Solms argues that REM sleep and dreaming are double dissociable states. Dreaming occurs outside REM sleep when cerebral activation is high enough. That various active sleep states correlate with vivid dream reports implies that REM sleep and dreaming are single dissociable states. Vertes & Eastman reject that REM sleep is (...) involved in memory consolidation. Considerable evidence for this was obtained by REM deprivation studies with the dubious water tank technique. Walker's target article proposes a refinement of the well known two-stage model of memory formation to explain the positive effects of sleep on consolidation. After a first stage in which a labile memory representation is formed, a further stabilisation of the memory trace takes place in the second stage, which is dependent on (REM) sleep. Walker has refined the latter stage into a stage in which a consolidation-based enhancement occurs. It is not completely clear what consolidation-based enhancement implies and how (...) it can be dissociated from a stage for memory-stabilisation. A more serious consideration, however, is whether a second stage in memory consolidation that is solely dependent on sleep, is really necessary. The classical, passive, interference theory is able to explain adequately the findings related to the effects of sleep and memory, and can lead perhaps better to an understanding of the highly variable data in this field. Human enhancement issues are not merely academic: the technologies and trends involved give rise to new needs and social demands, provide opportunities for individuals and society, and present new risks. They also challenge crucial cultural notions, social concepts and views of the human condition, and may cause new forms of social pressure and social exclusion. This chapter reports on a systematic attempt by the European Technology Assessment Group (ETAG), conducted on behalf of the Science and Technology Options Assessment (STOA) panel (...) of the European Parliament, to suggest policy options on the issue of human enhancement. It outlines and discusses a number of strategies for dealing with the issue in a European policy context, identifying a reasoned pro‐enhancement approach, a reasoned restrictive approach, and a systematic case‐by‐case approach as viable options. La persistance de l'opposition entre l'individualisme méthodologique et le holisme méthodologique entrave tout progrès réel de la connaissance sociologique. Ni les méthodes individualistes ni les méthodes holistes ne fournissent des explications entièrement satisfaisantes du comportement humain. Seule une combinaison de ces approches peut faire progresser la théorie générale, tout en assurant l'indispensable contact avec la recherche empirique. This paper takes a stand on Hamblin semantics and its relation to the semantics-to-pragmatics interface. Biased questions, where the speaker finds one of the options more likely and expects the confirmation that p is true, raise a concern about the limits of Hamblin semantics. I argue that biased questions have modified Hamblin semantics, while unbiased questions have unconstrained Hamblin semantics. The optional bias feature explains compositionally. It is triggered by likelihood presuppositions ranging Hamblin sets and highlighting the preferred alternative(s). Biased (...) effects are exceptionally possible in alternative and wh-questions, but only in polar questions, they can be encoded lexically and grammatically. I argue that Hamblin semantics covers all core types of questions, while some of its applications for non-questions are problematic. (shrink)

Since it is now broadly acknowledged that ethics should receive early consideration in discourse on emerging technologies, ethical debates tend to flourish even while new fields of technology are still in their infancy. Such debates often liberally mix existing applications with technologies in the pipeline and far-reaching visions. This paper analyses the problems associated with this use of ethics as “preparatory” research, taking discourse on human enhancement in general and on pharmaceutical cognitive enhancement in particular as an example. The paper (...) will outline and discuss the gap between the scientific and technological state of the art and the ethical debates, pointing out epistemic problems in this context. Furthermore, it will discuss the future role of genuine ethical reflection in discourse on human enhancement, arguing also that such discourse needs to include a technology assessment—in the broad sense of the term—which encompasses, inter alia, anthropological perspectives and aspects of social theory. To answer this question, I compare the method of Anscombe’s Intention with that of Frege’s Foundations of Arithmetic—another classic work of analytic philosophy that consciously opposes itself to psychological explanations. On the one hand, positively, I aim to identify and elucidate the kind of account of intentional action that Anscombe attempts to provide. Foucault’s twofold attack on the modem concept of power gives us something to think about. Backed by ingenious historical analyses he devises an idea of systemic and productive power, abstracted from the conceptual connections between power and individual power-sources, viz. power and restrictions of freedom. The article probes Foucault’s historical sketches on. these two tasks. It defends the less radical view of power as constraining interests and freedom.

Since Hobbes' Leviathan was published in 1651, the 'problem of order' has been known for some time. Despite this long gestation period for social theory even today we do not have a universally agreed upon answer to this 'problem'. One of the reasons behind this lacuna may be the overly dispersed work being done in the economic and sociological traditions. Whereas one tradition favours 'collective action' as a central answer, the other thinks of the problem itself being dissolved by the (...) acceptance of 'socialized man'. Here, an attempt is made to offer the phenomenon of 'cooperation' as a promising middle ground for both traditions. To underline the importance of cooperation as an elementary social activity, first, cooperation is shown as working in tandem with its rival 'competition'. Secondly, several conceptual analyses of what is included in collective action and cooperation are offered. These analyses, thirdly, are deepened by an overview of the motivational bases potentially advancing cooperation. Overall, an awareness of the self-creating character of cooperation is explored, and put forward as the most feasible way of answering the classical problem of order. (shrink)

This paper introduces and discusses three models of future: a determinist model, a stochastic model, and the model of True Prophetic Knowledge. All three models coexist in natural languages and are represented both in their grammatical systems and in the text-building discourse strategies speakers and authors apply to.

In contrast to the theories of relativity, quantum mechanics is not yet based on a generally accepted conceptual foundation. It is proposed here that the missing principle may be identified through the observation that all knowledge in physics has to be expressed in propositions and that therefore the most elementary system represents the truth value of one proposition, i.e., it carries just one bit of information. Therefore an elementary system can only give a definite result in one specific measurement. The (...) irreducible randomness in other measurements is then a necessary consequence. For composite systems entanglement results if all possible information is exhausted in specifying joint properties of the constituents. (shrink)

We discuss the difference between formal and natural languages, and argue that should the language metaphor have any foundation, it’s analogy with natural languages that should be taken into account. We discuss how such operation like reading, writing, sign, interpretation, etc., can be applied in the realm of the living and what can be gained, by such an approach, in order to understand the phenomenon of life.

Ernst Fehr’s experimental research on altruistic behaviour aims at superseding the classical homo oeconomicus in micro-economic behaviour theory. This essay discusses Fehr’s results from two points of view: first, in regard to the understanding of social action associated with the term “altruism”; second, in regard to the ‘anthropological’ strategy of research that is based on the laboratory method. Against the emphasis on altruism it will be argued that it misleads into providing a distorted description of social acting, and that, due (...) to insufficient clarity about motives for acting, Fehr’s empirical results give evidence not of altruism but rather of phenomena of social recognition. The objection against the anthropological strategy will be that it makes visible only local phenomena within prevailing social conditions and that it thus assumes more than it explains. (shrink)

I discuss the foundations of predicate ontologies based on two model notions – elementary states of affairs and eventualities, i.e. ordered pairs of initial and end states of affairs. Vendlerian classifications are oriented towards elementary states and tense logic, while Davidsonian classifications deal with eventualities and event logic. There are two kinds of atemporal predicates - fact and properties. Facts are propositional arguments of second-order predicates which add a special meaning that the embedded proposition was verified. Properties are atemporal first-order (...) predicates that lack eventive interpretation and are not associated with factive frames. Davidsonian states are homogeneous durable spatiotemporal things distinct both from atemporal properties and spatiotemporal dynamic predicates. Davidsonian states are causally independent, while resultatives are causally determined as they reconstruct a preceding event that has caused the end state p. I discuss the contrast between external and internal Davidsonian states. The former lack a priority argument and can be quantified extensionally. The latter have a priority experiential argument and can only be quantified intensionally. External states can be observed, while internal states cannot. (shrink)

Some goods cannot, according to MacLean, be dealt with adequately by cost-benefit analysis. An explanation for this thesis is given, linking these goods to the altruism implied in intimate social relations. MacLean’s argument is then shown to be insufficient when extended to matters of public relevance. The integration of political values and economic costs should be possible, on a level doing justice to both.

This article considers natural signs and their role in the origin of language. Natural signs, sometimes called primary signs, are connected with their signified by causal relationships, concomitance, or likeliness. And their acquisition is directed by both objective reality and past experience (memory). The discovery and use of natural signs is a required prerequisite of existence for any living systems because they are indispensable to movement, the search for food, regulation, communication, and many other information-related activities. It is argued that (...) the birth of conventional signs, sometimes called secondary signs, was determined by a connotative use of natural signs and that, regulated and maintained by them, human language developed. At the same time, the origin and development of human language presupposes a ‘rational turn’ from the given and external reality of natural signs to the rationally constructed reality of artificial signs and rules that are internally maintained by the subjects’ deliberate activities, and actual and inherited social tradition (social memory). In view of this, language is defined as a dynamic system that must both be natural and artificial, empirical and a priori, inductive and deductive. This bilateral origin and regulation of language is the dual-inference of language. (shrink)

Agency is a power, but what is it a power to do? The tradition presents us with three main answers: (1) that agency is a power to affect one’s own will, consequent upon which act further events ensue, beginning with the movement of a part of one's body; (2) that agency is a power to affect one’s own body, consequent upon which act further events ensue, beginning with the movement of an object that one touches; and (3) that agency is (...) a power to affect that material upon which one brings one's action to bear---e.g. the apple one is peeling (with a knife in one's hand). These three answers correspond to three increasingly expansive conceptions of the province of human agency. I refer to them, respectively, as volitionalism, corporealism and materialism. Only the first two are seriously considered in contemporary action theory. Favoring the third, and hoping to sharpen the conflict between the third and the first, I criticize the second. Corporealism has been a popular position—arguably, the default position in the philosophy of action—since Donald Davidson’s classic paper “Agency” (1971). Although it seems to occupy a sensible middle ground between volitionalism and materialism, corporealism is, I argue, indefensible: it shares the vulnerabilities of both its two rivals, without possessing the strengths of either. Nevertheless, reflection on corporealism lights the road to materialism, which, in the end, is the only possible alternative to volitionalism. (shrink)

Hyperpolitics and Political Commitment in the Twenty-First Century What do the January 6th invasion of the Capitol and the anti-racist demonstrations of mid-2020 have in common? Both birthed some of the largest protest movements in American history, but also diminished rapidly after their initial, pre-revolutionary peak. This article reads the recent political sequence through the concept of ‘hyperpolitics’. In contrast to previous types of post-politics or mass politics, ‘hyperpolitics’ stands for a distinctly novel mode of political commitment characteristic of the (...) 2010s, in which a formerly apolitical public sphere finds itself intensely repoliticized, imposing itself on other domains such as the private, cultural, or economic. The return in question yet also runs across parameters that are more low-cost, low-entry, and low-duration than previous twentieth-century types, in stark contrast Max Weber’s typology of politics as the ‘slow boring of hard boards.’. Problem: Visions of technology, future scenarios, guiding visions represent imaginations of future states of affairs that play a functional role in processes of technological research, development and innovation—e.g. as a means to create attention, communication, coordination, or for the strategic exertion of influence. Since a couple of years there is a growing attention for such imaginations of futures in politics, the economy, research and the civil society. This trend concerns technology assessment as an observer of these processes and a consultant (...) on the implications of technology and innovation. TA faces increasing demands to assess imaginations of futures that circulate in the present and to participate in shaping these through scenarios or foresights. More than ever, this raises the question, which propositions can be made based on these imaginations by TA and how this can be used in advisory practices. Imaginations of futures are relevant for TA not as predictions but in their significance and effectiveness in the present, which need to be understood and assessed.Contents: This discussion paper outlines how present significance and effects of imagined futures in technological research and innovation processes can be conceived and analyzed. In this paper, all forms of imaginations of technology futures will be called “socio-technical futures” because within them technological developments and social changes are interwoven and inseparably interrelated. In this paper, we discuss why TA should analyze socio-technical futures, how such analyses can grasp the societal conditions that are expressed in the imagined futures and how these become effective in processes of technology development, communication, decision making etc. We raise the question which self-reflexive positioning or possible realignment of TA is needed as a response to its increased concern with assessing and even co-producing socio-technical futures. The latter is often demanded regarding the growing attention by politics and publics to imaginations of futures with wide temporal and spatial reach.Addressee of this paper is the TA community in a broader sense. The aim is to sensitize colleagues for the topic and its challenges, to consolidate discussions and to provide theoretical and methodical suggestions for research in TA and related advisory practices with respect to socio-technical futures. This paper has been originally initiated during the workshop “The present of technological futures-theoretical and methodical challenges for Technology Assessment”, in which all of the paper’s authors participated. The conclusion of practical reasoning is commonly said to rest upon a diverse pair of representations—a “major” and a “minor” premise—the first of which concerns the end and the second, the means. Modern and contemporary philosophers writing on action and practical reasoning tend to portray the minor premise as a “means-end belief”—a belief about, as Michael Smith puts it, “the ways in which one thing leads to another,” or, as John McDowell puts it, “what can be relied on to bring (...) about what.” On this point there is little difference between followers of Davidson and followers of Anscombe, or between those who invoke Hume’s legacy and those who invoke Aristotle’s. But Aristotle himself held a very different position. According to him, the minor premise concerns particulars, a sphere controlled by perception. The perception of particulars—that is, of the really-existing people and things confronted in the field of action—plays no essential role in the modern account of rational agency. Because it does not, the modern account fails to explain how one could act for a reason, or how practical reasoning could deliver any conclusion. (shrink)

Due primarily to technological advances over the last decade, quantum research has become a key priority area for science and technology policy all over the world. With this manifesto, we wish to prevent quantum technology from running into fiascos of implementation at the interface of science and society. To this end, we identify key stumbling blocks and propose recommendations.

The article proposes to further develop the ideas of the Extended Evolutionary Synthesis by including into evolutionary research an analysis of phenomena that occur above the organismal level. We demonstrate that the current Extended Synthesis is focused more on individual traits (genetically or non-genetically inherited) and less on community system traits (synergetic/organizational traits) that characterize transgenerational biological, ecological, social, and cultural systems. In this regard, we will consider various communities that are made up of interacting populations, and for which the (...) individual members can belong to the same or to different species. Examples of communities include biofilms, ant colonies, symbiotic associations resulting in holobiont formation, and human societies. The proposed model of evolution at the level of communities revises classic theorizing on the major transitions in evolution by analyzing the interplay between community/social traits and individual traits, and how this brings forth ideas of top-down regulations of bottom-up evolutionary processes (collaboration of downward and upward causation). The work demonstrates that such interplay also includes reticulate interactions and reticulate causation. In this regard, we exemplify how community systems provide various non-genetic ‘scaffoldings’, ‘constraints’, and ‘affordances’ for individual and sociocultural evolutionary development. Such research complements prevailing models that focus on the vertical transmission of heritable information, from parent to offspring, with research that instead focusses on horizontal, oblique and even reverse information transmission, going from offspring to parent. We call this reversed information transfer the ‘offspring effect’ to contrast it from the ‘parental effect’. We argue that the proposed approach to inheritance is effective for modelling cumulative and distributed developmental process and for explaining the biological origins and evolution of language. Russia’s war against Ukraine has grave consequences in several political categories. These include: a reassessment of the school of ‘political realism’, one of whose proponents claims to have predicted the war. Was the West partly ‘responsible’ for the war? Second, to what extent does the war of aggression, as an undeniable violation of law, damage the status of international law and justice? Third, the war is embedded in political developments that stretch back a century. It is examined in its context (...) within American foreign policy since the Wilsonian peace programme, in relation to the dangerous reluctance of the EU to pursue a decisive geopolitical policy towards Russia, and interpreted in the light of Stalinist echoes within Russian politics.
