Duke University Press, 2021. 288 pp. The COVID-19 pandemic has secured its place as a 21st century global public health disaster. It has killed more than 6.2 million and infected close to 500 million people worldwide. Acknowledging Wuhan’s wildlife market as the ground zero of the pandemic and the devastation caused by SARS 17 years earlier, China’s Communist authorities made the long overdue decision on February 24, 2020 and outlawed (...) wildlife breeding and trade for the country’s exotic food market. This decision was commendable. Yet, breeding of wildlife for the exotic food market was only one of the five-piece captive farming operation that generated a revenue of $78 billion a year. What the Chinese authorities have retained is captive breeding for Traditional Chinese Medicine, the third largest component of the country’s controversial industry. Called a ‘national treasure’, TCM, in the minds of many, brooks no questioning. Liz P.Y. Chee’s Mao’s Bestiary: Medicinal Animals and Modern China steps in this minefield with questions not about the efficacy of TCM but about the drivers of its faunal medicalization in the last seven decades. Developmental states are criticized for rapid “industrialization without enlightenment.” In the last 30 years, China’s breathtaking growth has been achieved at a high environmental and food safety cost. This article, utilizing a recent survey of China’s livestock industry, illustrates the initiating role of China’s developmental state in the exponential expansion of the country’s livestock production. The enthusiastic response of the livestock industry to the many state policy incentives has made China the world’s biggest animal farming nation. Shortage of meat and (...) dairy supply is history. Yet, the Chinese government is facing new challenges of no less a threat to political stability. Production intensification has created a welfare crisis impacting the world’s biggest number of farm animals. The resulting food safety incidents are affecting consumer confidence and health. Untreated waste contributes to the nation’s environmental degradation. Developmental states may have a proud record of growth in the initial stage of industrialization. Their prospects for sustained development have long been questioned. China has come to an important juncture to march towards a sustained development. (shrink)

DBS Think Tank IX was held on August 25–27, 2021 in Orlando FL with US based participants largely in person and overseas participants joining by video conferencing technology. The DBS Think Tank was founded in 2012 and provides an open platform where clinicians, engineers and researchers can freely discuss current and emerging deep brain stimulation technologies as well as the logistical and ethical issues facing the field. The consensus among the DBS Think Tank IX speakers was that DBS expanded in (...) its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. After collectively sharing our experiences, it was estimated that globally more than 230,000 DBS devices have been implanted for neurological and neuropsychiatric disorders. As such, this year’s meeting was focused on advances in the following areas: neuromodulation in Europe, Asia and Australia; cutting-edge technologies, neuroethics, interventional psychiatry, adaptive DBS, neuromodulation for pain, network neuromodulation for epilepsy and neuromodulation for traumatic brain injury. © 2015 Elsevier Inc.Toxoplasma gondii is a protozoan pathogen in the phylum Apicomplexa that resides within an intracellular parasitophorous vacuole that is selectively permeable to small molecules through unidentified mechanisms. We have identified GRA17 as a Toxoplasma-secreted protein that localizes to the parasitophorous vacuole membrane and mediates passive transport of small molecules across the PVM. GRA17 is related to the putative Plasmodium translocon protein EXP2 and conserved across PV-residing Apicomplexa. The PVs of GRA17-deficient parasites have aberrant morphology, reduced permeability to (...) small molecules, and structural instability. GRA17-deficient parasites proliferate slowly and are avirulent in mice. These GRA17-deficient phenotypes are rescued by complementation with Plasmodium EXP2. GRA17 functions synergistically with a related protein, GRA23. Exogenous expression of GRA17 or GRA23 alters the membrane conductance properties of Xenopus oocytes in a manner consistent with a large non-selective pore. Thus, GRA17 and GRA23 provide a molecular basis for PVM permeability and nutrient access. (shrink)

We estimate that 208,000 deep brain stimulation (DBS) devices have been implanted to address neurological and neuropsychiatric disorders worldwide. DBS Think Tank presenters pooled data and determined that DBS expanded in its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. The DBS Think Tank was founded in 2012 providing a space where clinicians, engineers, researchers from industry and academia discuss current and emerging DBS technologies and logistical and ethical issues facing the field. (...) The emphasis is on cutting edge research and collaboration aimed to advance the DBS field. The Eighth Annual DBS Think Tank was held virtually on September 1 and 2, 2020 (Zoom Video Communications) due to restrictions related to the COVID-19 pandemic. The meeting focused on advances in: (1) optogenetics as a tool for comprehending neurobiology of diseases and on optogenetically-inspired DBS, (2) cutting edge of emerging DBS technologies, (3) ethical issues affecting DBS research and access to care, (4) neuromodulatory approaches for depression, (5) advancing novel hardware, software and imaging methodologies, (6) use of neurophysiological signals in adaptive neurostimulation, and (7) use of more advanced technologies to improve DBS clinical outcomes. There were 178 attendees who participated in a DBS Think Tank survey, which revealed the expansion of DBS into several indications such as obesity, post-traumatic stress disorder, addiction and Alzheimer’s disease. Progressive supranuclear palsy is a movement disorder with prominent tau neuropathology. Brain diseases with abnormal tau deposits are called tauopathies, the most common of which is Alzheimer's disease. Environmental causes of tauopathies include repetitive head trauma associated with some sports. To identify common genetic variation contributing to risk for tauopathies, we carried out a genome-wide association study of 1,114 individuals with PSP and 3,247 controls followed by a second stage in which we genotyped 1,051 cases and 3,560 controls for the (...) stage 1 SNPs that yielded P ≤ 10-3. We found significant previously unidentified signals associated with PSP risk at STX6, EIF2AK3 and MOBP. We confirmed two independent variants in MAPT affecting risk for PSP, one of which influences MAPT brain expression. The genes implicated encode proteins for vesicle-membrane fusion at the Golgi-endosomal interface, for the endoplasmic reticulum unfolded protein response and for a myelin structural component. © 2011 Nature America, Inc. Epistemic defeat is standardly understood in either evidentialist or responsibilist terms. The seminal treatment of defeat is an evidentialist one, due to John Pollock, who famously distinguishes between undercutting and rebutting defeaters. More recently, an orthogonal distinction due to Jennifer Lackey has become widely endorsed, between so-called doxastic (or psychological) and normative defeaters. We think that neither doxastic nor normative defeaters, as Lackey understands them, exist. Both of Lackey’s categories of defeat derive from implausible assumptions about epistemic responsibility. Although Pollock’s (...) evidentialist view is superior, the evidentialism per se can be purged from it, leaving a general structure of defeat that can be incorporated in a reliabilist theory that is neither evidentialist nor responsibilist in any way. The case of very young children is a test case for the plausibility of reductionism about testimonial warrant. Reductionism requires reductive reasons, reductively justified and actively deployed for testimonial justification. Though nascent language-users enjoy warranted testimony based beliefs, they do not meet these three reductionist demands. This paper clearly formulates reductionism and the infant/child objection. Two rejoinders are discussed: an influential conceptual argument from Jennifer Lackey’s paper “Testimony and the Infant/Child Objection” and the growing empirical evidence from developmental psychology on (...) selective trust in children. Historically, the hypothesis driving emotion research has been that emotion’s data-base—in language, physiology, and behavior— is organized around specific mental states, as reflected in evaluative language. It is suggested that this approach has not greatly advanced a natural science of emotion and that the developing motivational model of emotion defines a better path: emotion is an evolved trait founded on motivational neural circuitry shared by mammalian species, primitively prompting heightened perceptual processing and reflex mobilization for action to appetitive or threatening (...) survival cues. As the field moves forward with increasingly sophisticated measurement technology and assessing more complex affective functioning, scientific understanding of human emotion will proceed best within the framework of this mammalian brain model. Social knowledge, for the most part, is knowledge through testimony. This essay is an overview of the epistemology of testimony. The essay separates knowledge from justification, characterizes testimony as a source of belief, explains why testimony is a source of knowledge, canvasses arguments for anti-reductionism and for reductionism in the reductionism vs. anti-reductionism debate, addresses counterexamples to knowledge transmission, defends a safe basis account of testimonial knowledge, and turns to social norms as a partial explanation for the reliability of testimony.

The norm of assertion, to be in force, is a social norm. What is the content of our social norm of assertion? Various linguistic arguments purport to show that to assert is to represent oneself as knowing. But to represent oneself as knowing does not entail that assertion is governed by a knowledge norm. At best these linguistic arguments provide indirect support for a knowledge norm. Furthermore, there are alternative, non-normative explanations for the linguistic data (as in recent work from (...) Van Elswyk). Direct arguments would rely on normative judgments about the permissibility or impermissibility of assertions with and without the speaker knowing the content asserted. John Turri's work experimental results purport to show that our norm of assertion is factive, and probably knowledge. But as a number of recent experimentalists (Kneer, Reuter and Broessel, Marsili and Wiegmann) have shown, Turri's results rely on the problemmatic use of 'should' as in 'Maria should assert that she owns a 1990 watch.' Correcting for this, these experimentalists provide strong evidence that our norm of assertion is not factive. The standard reply to evidence like this from the assertion of unlucky falsehoods is the excuse maneuver. But Marsili and Wiegmann, following Turri's protocol for testing for excuse validation, show that participants who judge that assertions unlucky falsehoods are permissible are not guilty of excuse validation. Given our current understanding of the experimental evidence, knowledge is not our norm of assertion. (shrink)

Although much has been written about the vigorous debates over science and religion in the Victorian era, little attention has been paid to their continuing importance in early twentieth-century Britain. Reconciling Science and Religion provides a comprehensive survey of the interplay between British science and religion from the late nineteenth century to World War II. Peter J. Bowler argues that unlike the United States, where a strong fundamentalist opposition to evolutionism developed in the 1920s (most famously expressed in the (...) Scopes "monkey trial" of 1925), in Britain there was a concerted effort to reconcile science and religion. Intellectually conservative scientists championed the reconciliation and were supported by liberal theologians in the Free Churches and the Church of England, especially the Anglican "Modernists." Popular writers such as Julian Huxley and George Bernard Shaw sought to create a non-Christian religion similar in some respects to the Modernist position. Younger scientists and secularists—including Rationalists such as H. G. Wells and the Marxists—tended to oppose these efforts, as did conservative Christians, who saw the liberal position as a betrayal of the true spirit of their religion. With the increased social tensions of the 1930s, as the churches moved toward a neo-orthodoxy unfriendly to natural theology and biologists adopted the "Modern Synthesis" of genetics and evolutionary theory, the proposed reconciliation fell apart. Because the tensions between science and religion—and efforts at reconciling the two—are still very much with us today, Bowler's book will be important for everyone interested in these issues. Despite his hostility to religion in his early career, since the turn of the century Habermas has devoted his research to the relationship between faith and knowledge. His two-volume Auch eine Geschichte der Philosophie is the culmination of this project. Spurred by the attacks of 9/11 and the growing conflict between religion and the forces of secularization, I argue that this philosophy of history is the centerpiece of an important turning point in Habermas’s intellectual development. Instead of interpreting religion merely (...) as part of the history of postmetaphysical thinking, Habermas now sees it as a crucial normative resource for both philosophy and social cohesion in the future aswell. Despite its backward-looking approach,my basic thesis is that this book is best understood as a forward-looking appeal for a tolerant, self-reflective democratic politics that brings religious and secular citizens together dialogically through the cooperative use of their rational freedom. It is beyond the scope of this paper to describe in detail the rise to popularity of the emboîtement theories during the last decades of the seventeenth century.51 Eventually the theories did gain great influence, but some points emerging from the above discussion indicate that the rise to popularity was not, perhaps, quite as rapid as has sometimes been assumed.52 Although the earlier preformation theories were sometimes regarded as the ancestors of the later ideas,53 there was little intellectual continuity between (...) the two movements, based as they were upon such divergent motivations. Nor can the preformation theories be regarded as the origin of the belief that a miniature can actually be seen within the egg, since the existence of metamorphosis as a perfectly valid alternative to epigenesis meant that the work of Malpighi and others, usually described as “preformationist,” was not always taken in this latter sense at the time it was published. The pre-existence theories developed in response to particular philosophical problems, and were themselves responsible for the reinterpretation of the observations. In France, the thoughts of Malebranche and Perrault were probably already exerting influence before their written support for pre-existence appeared, but elsewhere the idea was not taken up so rapidly, and ovism, for instance, could develop without associating itself with emboîtement. Malpighi always seems to have remained opposed to pre-existence,54 but by the last decade of the century, the idea had become sufficiently powerful to influence Ray and Garden in Britain, and was receiving support from as influential a thinker as Leibniz.55 But Garden and Hartsoeker were responsible for dividing emboîtement between two schools, just as the concept itself was becoming popular. The work of both Malpighi and Leeuwenhoek served as the basis of the animalculist version, illustrating how the microscopic discoveries served as much to disrupt the intellectual development of the emboîtement concept as they did to promote it. *** DIRECT SUPPORT *** A8402051 00002. The launch of a revolutionary new scientific theory represents a rare occasion on which the apparently cumulative development of science might be influenced by particular events. Yet in the case of the Darwinian revolution it is often claimed that the theory of evolution by natural selection would have emerged more or less inevitably, given the scientific and cultural circumstances prevailing in mid-Victorian Britain. This essay challenges that claim by arguing that if Darwin had not been there to write his Origin (...) of Species the subsequent development of biology would have occurred along a line that steadily diverged from the sequence of events we actually experienced. There would certainly have been an evolutionary movement in the late nineteenth century, but there would have been no selection theory to disturb the progressionist assumptions of the time. A totally non-Darwinian evolutionism might not have generated the challenges that led to the emergence of modern genetics in the early twentieth century, resulting in a very different understanding of the relationship between development, heredity, and environment. Progress Unchained reinterprets the history of the idea of progress using parallels between evolutionary biology and changing views of human history. Early concepts of progress in both areas saw it as the ascent of a linear scale of development toward a final goal. The 'chain of being' defined a hierarchy of living things with humans at the head, while social thinkers interpreted history as a development toward a final paradise or utopia. Darwinism reconfigured biological progress as a 'tree of life' (...) with multiple lines of advance not necessarily leading to humans, each driven by the rare innovations that generate entirely new functions. Popular writers such as H. G. Wells used a similar model to depict human progress, with competing technological innovations producing ever-more rapid changes in society. Bowler shows that as the idea of progress has become open-ended and unpredictable, a variety of alternative futures have been imagined. (shrink)

The article sums up a number of points made by the author concerning the response to Darwinism in the late nineteenth and early twentieth centuries, and repeats the claim that a proper understanding of the theory's impact must take account of the extent to which what are now regarded as the key aspects of Darwin's thinking were evaded by his immediate followers. Potential challenges to this position are described and responded to.

Yugoslavia was the site of unorthodox thinking on multiple fronts during the postwar period. In addition to the geopolitical innovation of the “non-aligned movement” and its domestic attempt at “self-management socialism,” the intellectual environment in the country after Tito’s 1948 break with Stalin also allowed for the development of theoretical work that departed from the Marxism-Leninism of the rest of the communist bloc. One of the most important attempts to blend Marxism with decidedly non-Leninist elements comes from the Slovenian politician (...) and intellectual, France Bučar. In the postwar period, Bučar sought to link his political activity to his intellectual work by developing his own critical systems theory. Unlike the thinkers within the Soviet Union, he was able to explore theoretical resources beyond Karl Marx, focusing in particular the groundbreaking work of Max Weber. This resulted in an agent-centric approach to systems theory that highlights the importance of the individual and geopolitical ethics. This paper aims to situate Bučar’s work in the context of postwar Yugoslavia. In so doing, I bring Bučar into conversation with the most important movement that sought to bring Marx together with Weber from the Western side of the Iron Curtain, i.e. the Frankfurt School of critical theory. I argue that certain aspects of Bučar’s critical systems theory bear a striking resemblance to Habermas’s own attempts to integrate Weberian insights into his own version of critical theory. I conclude by reflecting on how Bučar’s work can be understood as a combination of Eastern praxis with Western critique. (shrink)
