In three studies, factors influencing the incidence of fraudulent financial reporting were assessed. We examined (1) the effects of personal values and (2) codes of corporate conduct, on whether managers misrepresented financial reports. In these studies, executives and controllers were asked to respond to hypothetical situations involving fraudulent financial reporting procedures. The occurrence of fraudulent reporting was found to be high; however, neither personal values, codes of conduct, nor the interaction of the two factors played a significant role in fraudulent (...) financial reporting. BackgroundWe conducted a survey to identify what types of health/medical research could be exempt from research ethics reviews in Australia.MethodsWe surveyed Australian health/medical researchers and Human Research Ethics Committee members. The survey asked whether respondents had previously changed or abandoned a project anticipating difficulties obtaining ethics approval, and presented eight research scenarios, asking whether these scenarios should or should not be exempt from ethics review, and to provide comments. Qualitative data were analysed thematically; quantitative data in R.ResultsWe received 514 responses. (...) Forty-three per cent of respondents to whom the question applied, reported changing projects in anticipation of obstacles from the ethics review process; 25% reported abandoning projects for this reason. Research scenarios asking professional staff to provide views in their area of expertise were most commonly exempted from ethics review ; scenarios involving surplus samples and N-of-1 studies were most commonly required to undergo ethics review. HREC members were 26% more likely than researchers to require ethics review. Need for independent oversight, and low risk, were most frequently cited in support of decisions to require or exempt from ethics review, respectively.ConclusionsConsiderable differences exist between researchers and HREC members, about when to exempt from review the research that ultimately serves the interests of patients and the public. It is widely accepted that evaluative research should be used to reduce clinical uncertainties—the same principle should apply to ethics reviews. (shrink)

For there must exist an eternal politics about which it is possible to philosophize instead of simply writing history. Therein, across the ages, could be found the central essence of politics; despite their diversity, political regimes (...) would have a functional analogy to one another which could be represented in a variety of ways: establishing justice, making men live in peace with one another, defending the group, exercising a domination of the master class over the forces of production. Human brains exhibit complex dynamic behaviour measured by external recordings of electric (EEG) and magnetic fields (MEG). These data reveal synaptic field oscillations in neocortex at millisecond temporal and centimetre spatial scales. We suggest that the neural networks underlying behaviour and cognition may be viewed as embedded in these synaptic action fields, analogous to social networks embedded in a culture. These synaptic fields may facilitate the binding of disparate networks to produce a behaviour and consciousness that appears unified to external (...) observers. EEG, MEG, anatomy, physiology, and complex physical systems are considered here to suggest fundamental physical and biological properties of human brains that may be required for human consciousness to occur. We do not claim that these tissue properties are necessarily causal; however, they appear to be strongly correlated with human consciousness. Emphasis is placed on the hierarchical structure of brains, non-local connections between distant cortical regions, and resonant interactions between networks. While several of these ideas are supported by both experimental data and mathematical theory, the mathematics is replaced by metaphor for this paper. One conjecture is that the schizophrenias and other diseases occur when neural networks fail to conform to global synaptic fields. Perhaps consciousness is a resonance phenomenon and only properly tuned brains can orchestrate the beautiful music of sentience. (shrink)

This paper is an investigation of the degree of incommensurability between Western scientific medicine and traditional Chinese medicine, focusing on the practice and theory of acupuncture. We describe the structure of traditional Chinese medicine, oriented around such concepts as yin, yang, qi, and xing, and discuss how the conceptual and explanatory differences between Western medicine and traditional Chinese medicine generate impediments to their comparison and evaluation. We argue that the linguistic, conceptual, ontological, and explanatory impediments can to a large extent (...) be overcome, and conclude that the dramatic differences between Western and traditional Chinese medicine do not provide insurmountable barriers to rational evaluation of acupuncture. The increasing shortage of donor kidneys available for transplantation combined with an ageing population has resulted in the use of expanded-criteria donor (ECD) kidneys. These kidneys are associated with an increased risk of delayed graft function, acute rejection and reduced graft survival. This paper will cover the use of ECDs and the presentation of risk to patients receiving these organs.

This chapter explores the notion of the Web‐extended mind, which is the idea that the technological and informational elements of the Web can sometimes serve as part of the mechanistic substrate that realizes human mental states and processes. It is argued that while current forms of the Web may not be particularly suited to the realization of Web‐extended minds, new forms of user interaction technology as well as new approaches to information representation do provide promising new opportunities for Web‐based forms (...) of cognitive extension. In addition, it is suggested that extended cognitive systems often rely on the emergence of social practices and conventions that shape how a technology is used. Web‐extended minds may thus depend on forms of socio‐technical co‐evolution in which social forces and factors play just as important a role as do the processes of technology design and development. Most scholars who write on social contract and classical natural law perceive an irreconcilable tension between them. Social contract theory is widely considered the political-theoretic concomitant of modern philosophy. Against the regnant view, The Social Contract in the Ruins, argues that all attempts to ground political authority and obligation in agreement alone are logically self-defeating. Political authority and obligation require an antecedent moral ground. But this moral ground cannot be constructed by human agreement or created by sheer will-human or divine. (...) All accounts of morality as constructed or made collapse into self-referential incoherence. Only an uncreated, real good can coherently ground political authority and obligation or the proposition that rightful government depends on the consent of the governed. Abstract:We analyzed data from a survey of employees of a large military base in order to assess possible differences in the whistle-blowing process due to type of wrongdoing observed. Employees who observed perceived wrongdoing involving mismanagement, sexual harassment, or unspecified legal violations were significantly more likely to report it than were employees who observed stealing, waste, safety problems, or discrimination. Further, type of wrongdoing was significantly related to reasons given by employees who observed wrongdoing but did not report it, across (...) all forms of wrongdoing. However, the primary reason that observers did not report it was that they thought nothing could be done to rectify the situation. Finally, type of wrongdoing was significantly related to the cost of the wrongdoing, the quality of the evidence about the wrongdoing, and the comprehensiveness of retaliation against the whistle-blower. These findings suggest that type of wrongdoing makes a difference in the whistle-blowing process, and it should be examined in future research. (shrink)

This book is the authorized political biography of Kenneth Waltz. The theoretical work of Kenneth Neal Waltz (June 8, 1924 - May 12, 2013) during the last half of the twentieth century in international relations theory is known by virtually everyone in this scholarly field. We propose using a bi-axial map as a heuristic for categorizing different dynamics involved in the relationship between quality and popularity. The east–west axis represents the degree to which an agent’s decision is influenced by those of other agents. This ranges from the extreme western edge, where an agent learns individually (no outside influence), to the extreme eastern edge, where an agent is influenced by a large number of other agents. The vertical axis represents how easy or difficult it is (...) for an agent to discern the relative quality of available choices. When a case study is located on the map, it becomes easier to select the range of tools to use for understanding and predicting the relation between quality and popularity. (shrink)

We hear that a glass of red wine prolongs life, that alcohol is a carcinogen, that pregnant women should drink not a drop of alcohol. Major medical journals first claimed that hormone replacement therapy reduces the risk of heart disease, then reversed themselves and said it increases the risk of heart disease. What are the effects caused by consuming alcohol or by receiving hormone replacement therapy? These are causal questions, questions about the effects caused by treatments, policies or preventable exposures. (...) Because randomized trials are not always practical, nor always ethical, many causal questions are investigated in non-randomized observational studies. An important challenge in bilingualism research is to understand the mechanisms underlying sentence processing in a second language and whether they are comparable to those underlying native processing. Here, we focus on verb-particle constructions (VPCs) that are among the most difficult elements to acquire in L2 English. The verb and the particle form a unit, which often has a non-compositional meaning (e.g., look up or chew out), making the combined structure semantically opaque. However, bilinguals with higher levels of English proficiency (...) can develop a good knowledge of the semantic properties of verb-particle constructions (Blais and Gonnerman, 2013). A second difficulty is that in a sentence context, the particle can be shifted after the direct object of the verb, (e.g., The professor looked it up). The processing is more challenging when the object is long (e.g. The professor looked the student’s last name up.). This shifted structure favors syntactic processing at the expense of VPC semantic processing. We sought to determine whether or not bilinguals’ reading time (RT) patterns would be similar to those observed for native monolinguals (Gonnerman and Hayes, 2005) when reading VPCs in sentential contexts. French-English bilinguals were tested for English language proficiency, working memory and explicit VPC semantic knowledge. During a self-paced reading task, participants read 78 sentences with verb-particle constructions that varied according to parameters that influence native speakers’ reading dynamics: verb-particle transparency, particle adjacency and length of the object noun phrase (NP; 2, 3, or 5 words). RTs in a critical region that included verbs, NPs and particles were measured. Results revealed that RTs were modulated by participants’ English proficiency, with higher proficiency associated with shorter RTs. Examining participants’ explicit semantic knowledge of VPCs and working memory, only readers with more native-like knowledge of VPCs and a high working memory presented RT patterns that were similar to those of monolinguals. Therefore, given the necessary lexical and computational resources, bilingual processing of novel structures at the syntax-semantics interface follows the principles influencing native processing. The findings are in keeping with theories that postulate similar representations and processing in L1 and L2 modulated by processing difficulty. (shrink)
