Neuroethics applies cognitive neuroscience for prescribing alterations to conceptions of self and society, and for prescriptively judging the ethical applications of neurotechnologies. Plentiful normative premises are available to ground such prescriptivity, however prescriptive neuroethics may remain fragmented by social conventions, cultural ideologies, and ethical theories. Herein we offer that an objectively principled neuroethics for international relevance requires a new meta-ethics: understanding how morality works, and how humans manage and improve morality, as objectively based on the brain and social sciences. This (...) new meta-ethics will simultaneously equip neuroethics for evaluating and revising older cultural ideologies and ethical theories, and direct neuroethics towards scientifically valid views of encultured humans intelligently managing moralities. Bypassing absolutism, cultural essentialisms, and unrealistic ethical philosophies, neuroethics arrives at a small set of principles about proper human flourishing that are more culturally inclusive and cosmopolitan in spirit. This cosmopolitanism in turn suggests augmentations to traditional medical ethics in the form of four principled guidelines for international consideration: empowerment, non-obsolescence, self-creativity, and citizenship. Abstract:An integrated and principled neuroethics offers ethical guidelines able to transcend conventional and medical reliance on normality standards. Elsewhere we have proposed four principles for wise guidance on human transformations. Principles like these are already urgently needed, as bio- and cyberenhancements are rapidly emerging. Context matters. Neither “treatments” nor “enhancements” are objectively identifiable apart from performance expectations, social contexts, and civic orders. Lessons learned from disability studies about enablement and inclusion suggest a fresh way to categorize modifications to the body (...) and its performance. The term “enhancement” should be broken apart to permit recognition of enablements and augmentations, and kinds of radical augmentation for specialized performance. Augmentations affecting the self, self-worth, and self-identity of persons require heightened ethical scrutiny. Reversibility becomes the core problem, not the easy answer, as augmented persons may not cooperate with either decommissioning or displacement into unaccommodating societies. We conclude by indicating how our four principles of self-creativity, nonobsolescence, empowerment, and citizenship establish a neuroethics beyond normal that is better prepared for a future in which humans and their societies are going so far beyond normal. We estimate that 208,000 deep brain stimulation (DBS) devices have been implanted to address neurological and neuropsychiatric disorders worldwide. DBS Think Tank presenters pooled data and determined that DBS expanded in its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. The DBS Think Tank was founded in 2012 providing a space where clinicians, engineers, researchers from industry and academia discuss current and emerging DBS technologies and logistical and ethical issues facing the field. (...) The emphasis is on cutting edge research and collaboration aimed to advance the DBS field. The Eighth Annual DBS Think Tank was held virtually on September 1 and 2, 2020 (Zoom Video Communications) due to restrictions related to the COVID-19 pandemic. The meeting focused on advances in: (1) optogenetics as a tool for comprehending neurobiology of diseases and on optogenetically-inspired DBS, (2) cutting edge of emerging DBS technologies, (3) ethical issues affecting DBS research and access to care, (4) neuromodulatory approaches for depression, (5) advancing novel hardware, software and imaging methodologies, (6) use of neurophysiological signals in adaptive neurostimulation, and (7) use of more advanced technologies to improve DBS clinical outcomes. There were 178 attendees who participated in a DBS Think Tank survey, which revealed the expansion of DBS into several indications such as obesity, post-traumatic stress disorder, addiction and Alzheimer’s disease. DBS Think Tank IX was held on August 25–27, 2021 in Orlando FL with US based participants largely in person and overseas participants joining by video conferencing technology. The DBS Think Tank was founded in 2012 and provides an open platform where clinicians, engineers and researchers can freely discuss current and emerging deep brain stimulation technologies as well as the logistical and ethical issues facing the field. The consensus among the DBS Think Tank IX speakers was that DBS expanded in (...) its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. After collectively sharing our experiences, it was estimated that globally more than 230,000 DBS devices have been implanted for neurological and neuropsychiatric disorders. As such, this year’s meeting was focused on advances in the following areas: neuromodulation in Europe, Asia and Australia; cutting-edge technologies, neuroethics, interventional psychiatry, adaptive DBS, neuromodulation for pain, network neuromodulation for epilepsy and neuromodulation for traumatic brain injury. Scientists use models to understand the natural world, and it is important not to conflate model and nature. As an illustration, we distinguish three different kinds of populations in studies of ecology and evolution: theoretical, laboratory, and natural populations, exemplified by the work of R.A. Fisher, Thomas Park, and David Lack, respectively. Biologists are rightly concerned with all three types of populations. We examine the interplay between these different kinds of populations, and their pertinent models, in three examples: the notion (...) of “effective” population size, the work of Thomas Park on /Tribolium/ populations, and model-based clustering algorithms such as /Structure/. Finally, we discuss ways to move safely between three distinct population types while avoiding confusing models and reality. (shrink)

Neurosurgeon Sergio Canavero proposed the HEAVEN procedure – i.e. head anastomosis venture – several years ago, and has recently received approval from the relevant regulatory bodies to perform this body-head transplant in China. The BHT procedure involves attaching the donor body to the head of the recipient, and discarding the body of R and head of D. Canavero’s proposed procedure will be incredibly difficult from a medical standpoint. Aside from medical doubt, the BHT has been met with great resistance from (...) many, if not most bio- and neuroethicists.Given both the known challenges and unknown outcomes of HEAVEN, several important neuroethical and legal questions have emerged should Canavero be successful, including: What are the implications for transplantology in the U.S., inclusive of issues of expense, distributive justice, organizational procedures, and the cost of novel insight? How do bioethical and neuroethical principles, and legal regulations of human subject research apply? What are the legal consequences for Canavero performing a BHT? What are the tentative implications for the metaphysical and legal identity of R should they survive post-BHT? These questions are analyzed, issues are identified, and several solutions are proposed in an attempt to re-configure HEAVEN into a safe, clinically effective, and thus realistically viable procedure.Notably, the permissibility of conducting the BHT in China fosters additional, important questions, focal to whether Western ethics and professional norms be used to guide the BHT – or any neuroscientific research and its use - in non-Western countries, such as China; if the models of responsible conduct of research are identical, similar, or applicable to the intent and conduct of research in China; and what economic and political implications are fostered if/when such avant garde techniques are successful.These questions are discussed as a further impetus to develop a globally applicable neuroethical framework that would enable both local articulation and cosmopolitan inquiry and oversight of those methods and approaches deemed problematic, if and when rendered in more international settings. Dame Frances Yates is highly respected as a reliable guide through the eclectic labyrinths of Renaissance intellectual history, and her latest book is a further exploration of themes now thoroughly familiar to those who have followed her work. It is difficult to convey in a phrase the unity of a life’s study that links theatre architecture, memory devices, iconology, French academies, hermetic thought, royal processions, rosicrucian symbolism, Jacobean drama, and, now, the cabalistic tradition in a convincing chain of arguments. Nevertheless, (...) no one who is aware of her pursuit of such figures as Giordano Bruno, Cornelius Agrippa, Robert Fludd, and John Dee can fail to see that the interconnections are not simply produced by her scholarly imagination. The Renaissance was an age with a philosophical climate radically different from our own, and its thought submits more readily to unravelling than to pigeonholing. Yates’s main labors have been exerted in an effort to recover the sense of that tangled complexity without losing the stupendous vitality of a power-hungry, magic-haunted era. Her inquiries lead to an emphasis that may seem bizarre to those whose idea of Renaissance philosophy is closer to that of Paul Oskar Kristeller. (shrink)

Scholars have long debated the sources John Toland used to compose Pantheisticon: or the Form of Celebrating the Socratic-Society. In contrast to suggestions that point to the mystic worldview of the Renaissance thinker Giordano Bruno or a revival of Epicurean atomism, this paper puts forth the pre-Socratic philosopher Anaxagoras as an inspiration force on Toland. This is based on Toland's known reading of Anaxagoras and the close parallels between Pantheisticon and the extant fragments of Anaxagoras.

This volume makes a bold and successful attempt to trace the historical roots of memory-art from the Greek era to the Middle Ages where the Art's role was central to all other arts—literary, architectural, etc. Yates concentrates on the Renaissance period with a detailed study of the memory theater of Giulio Camillo, the continuation of Lullism as an Art of Memory, the influence of Giordano Bruno and Peter Ramus. Several chapters are devoted to the Theatre Memory system of Robert (...) Fludd and the reconstruction of the Globe Theatre. A final chapter indicates that although the gradual birth of a new way of thinking—the scientific method of Bacon, Kepler, et alio—would seem to quiet forever mnemonic arts, this latter art played no small influence on the more scientific thinkers, especially Leibniz and his "dissertation on the art of combining." Thus they are not of divine appointment and their power, in any case limited by Scriptural precept and natural law, is strictly circumscribed. Since they are placed in their position by men, they can be judged and deposed by men if they misuse their power. Throughout his career Ockham (...) violently repudiated the Avignonese papacy because it "professed errors and manifest heresies" and practiced injustice both in Church and state. He likewise regarded the college of cardinals as a purely human administrative institution and denied that they, along with the pope, were successors of the apostles. Since the Roman Church as well as the general Council could err, Ockham held that on occasion it is necessary to defend the true faith against the Roman Church, the pope, the general Council, and all the bishops and clergy (p. 277). The chief bond of Christians is the true faith. This is found both in the Scriptures and in tradition. This faith is to be maintained in its purity by true popes and general Councils. Their fidelity to the faith is the only guarantee of their authority. Therefore, a denial of, or a deviation from, the orthodox faith is heresy which he regarded as the major crime. De Lagarde severely criticizes Ockham by claiming that he reduced the Church to an aggregate of individuals bound together by common faith alone. This was destructive of the Church considered as a hierarchical and ~cramental institution. He traces Ockham's influence upon the dominant personalities of the subsequent decades all the way to Luther. The outstanding nominalists like Pierre d'Ailly and Jean Gerson, and reformers like Dietrich of Niem, John Wyclif, and John Huss, were either his professed disciples or were deeply influenced by Ockham. It may be remarked that the two last-named thinkers can hardly be included in this category: de Lagarde was either poorly informed or biased. For although he quotes in his support the two-volume works of Dora Paul de Vooght (L'h~rgsle de Jean Huss and Huss/ana), he ignores the general characterizations and the careful distinctions de Vooght makes between the positions of these two men, and repeats the uncritical views against which de Vooght energetically protests. It may also be added that the author omits a bibliography which is essential to a work of this kind. Nevertheless, his work is a massive and enlightening contribution to the hitherto neglected study of the post-Thomistic thinkers of the fourteenth century, among whom William of Ockham occupies a dominant place. In many ways the Renaissance of western civilization is reminiscent of Graeco-Roman Hellenism. While it is true that this parallelism cannot be drawn too closely, the similarity of the cultural forces facing both eras is instructive. This parallel suggests the importance of the resurgence of Hermetic gnosticism during the period from the fifteenth through the seventeenth centuries for an understanding of the religious and scientific developments taking place at this time. It is to this point that Profes~r Yates has written a major work of scholarship in the history of ideas. The importance of the Hermetic tradition in the intellectual framework of Renaissance religion and science is placed in its historical evolution from the time of the recovery of the texts and their translation into Latin by Ficino until its gradual decay in the seventeenth century after the correct dating of the texts by Isaac Casaubon. Obviously with so broad an undertaking it would be impossible to treat adequately in one volume the philosophical import of the ideas of the Hermetic texts and their development. Professor Yates wisely chooses Giordano Bruno as the focal point for her penetrating analysis of the Hermetic tradition as a philosophical movement. The concept of “health”, in Nietzsche’s philosophy, is not opposed to that of disease but incorporates it within itself. The paper aims to show how being in “good health” has, according to Nietzsche, a physiological significance that is intimately connected to aesthetics. Richard Wagner’s music is the iconic example of how rhythm from medicine can become poison and lead a body to décadence. Even in some patients with neurological diseases, musical rhythm can function as medicine, which does not work equally (...) for everyone but according to individual, embodied laws. (shrink)
