Joseph Raz accepts the ‘normative/explanatory nexus’ which states, roughly, that ‘necessarily normative reasons can explain the actions, beliefs, and the like of rational agents’ (From Normativity to Responsibility, 34). I agree with this rough statement, but I disagree with Raz on the details of the nexus. I further argue that, once we see the correct version of the nexus and the reasons why it is true, we must accept an account of the nature of normative reasons that goes against another (...) central commitment of Raz's. Specifically, we must reject Raz's view that ultimately, normative reasons for action are provided by the value of the relevant action. Instead, what it is to be a normative reason is to be a premise in good reasoning, of a certain sort. Actions supported by normative reasons may be valuable in some way, but it is not ultimately because of their value that we have normative reasons to perform them. I also briefly gesture at why the resulting type of ‘good reasoning’ view of normative reasons offers a more unified and explanatorily satisfying view of normative reasons for action, belief, and other responses than Raz's view. I defend the relatively orthodox view that reasons for action are premises in good practical reasoning, against recent counterexamples that suggest that, like “government house” moral justifications, some reasons are to be ignored in deliberation. I also explain, positively, what is right about the orthodoxy. Unless reasons are premises in good practical reasoning, reasons cannot be normative in the way they are usually taken to be, and relatedly, are unfit to play certain familiar theoretical and related everyday roles that give (...) many appeals to reasons their distinctive point. Consider normative properties and facts, such as facts consisting in something's being what you ought to do, or the property of being morally wrong. Normative naturalism is the view that normative properties and facts such as these exist, and that they are natural properties and facts. Some suspect, however, that normativity is incompatible with a wholly naturalistic worldview: that the normative couldn't be natural because it's somehow “just too different” from the natural. I critically examine recent forms of this “just (...) too different” objection to normative naturalism, with a view to making the debate accessible to a general philosophical audience. (shrink)

Constitutivists attempt to ground reasons for action in the constitutive features of agency. Central to Enoch's famous “shmagency” objection to constitutivism is the idea that constitutivists should worry about the question whether there is reason to be an agent rather than a “shmagent”-where a shmagent is a non-agent being who lacks the constitutive features of agency, but is otherwise as similar to agents as can be. I explain why constitutivism isn’t in trouble even if there’s no reason to be an (...) agent. The nature of agency can in principle ground authoritative reasons for agents to act, even if there isn’t, in addition, a reason to be an agent. Relatedly, I explain why a prominent strand in previous responses to Enoch is misleading in focusing on whether the request for reasons to be an agent, as posed by the shmagent, is even possible or intelligible. Even if the shmagent’s request for reasons is possible and intelligible-as I argue it is-this doesn’t matter for constitutivists, for the request is misguided: constitutivists need no reasons to be an agent. ABSTRACT Broome criticizes reasons-responsiveness conceptions of rationality by arguing that while rationality supervenes on non-factive mental states, reasons-responsiveness in the relevant sense does not. I give a limited defence of reasons-responsiveness conceptions of rationality against Broome’s criticisms. I argue that Broome fails to show that reasons-responsiveness conceptions of rationality are barred from regarding non-factive mental duplicates as equally rational in the sorts of ‘New Evil Demon’ scenarios that tend to motivate the intuition that rationality supervenes on non-factive mental states. Still, (...) while reasons-responsiveness conceptions may be able to save our intuitions in such global deception scenarios, I also argue that reasons-responsiveness conceptions have to make surprisingly large concessions in cases of more local deception. Indeed, supervenience failures in local deception cases look rampant. Nonetheless, it is not clear why reasons-responsiveness conceptions should be concerned about this. This is because it is not clear why the idea that rationality supervenes on non-factive mental states should be the kind of non-negotiable starting point for theorizing about rationality that Broome thinks it is. For example, Errol Lord, a recent proponent of a reasons-responsiveness conception of rationality, self-consciously rejects a perfectly general supervenience thesis, regarding it as more important that our conception of rationality satisfies different desiderata: namely, that rationality is normatively significant, and that evaluations of rationality or irrationality imply person-level praise or criticism. Interestingly, Broome regards these latter desiderata as less important, and they are also desiderata that his own conception of rationality has more trouble satisfying. Ultimately, then, disputes between different conceptions of rationality turn in part on disputes concerning which desiderata for a conception of rationality are most important and why. (shrink)

Some ways of updating belief have more epistemic merit than others. Paul Boghossian and Christopher Peacocke have defended varieties of the view that the epistemic merit of certain ways of updating belief is explained by facts about the conditions of possessing certain concepts. In particular, they argue that if it is a condition of possessing a concept C that one must be disposed to update one’s beliefs in accord with a norm N, then beliefs updated in accord with N are (...) thereby epistemically warranted. Following Peacocke, this chapter calls such strategies of vindicating N by appeal to conditions of concept-possession “metasemantic.” Might a parallel metasemantic approach be made to work in vindicating practical norms, norms for updating intentions? After rejecting some blind alleys, it argues for a qualified “yes.” Working with the example of the concept OUGHT TO Φ and an enkratic norm for updating intentions, it argues that we can validly get from premises about the conditions of possessing OUGHT TO Φ to the conclusion that updating intentions enkratically is rationally permissible. The argument generalizes, so that updating intentions in accord with any concept-constituting norm is rationally permissible. (shrink)

Some of the most challenging questions in philosophical ethics concern the justification of action. Can you have reasons to do something that you are not, and perhaps cannot be, motivated to do? If reasons rest on desires, why respect the rights and interests of others when doing so prevents us from getting what we want? In other words, why be moral? In his 1979 essay, "Internal and External Reasons," Bernard Williams framed the dispute about reason and motivation in a way (...) that captured the philosophical imagination. An explosion of work on reasons and action followed, with influential responses by Christine Korsgaard, John McDowell, and Michael Smith. In an important and widely cited paper, Zerilli, Knott, Maclaurin, and Gavaghan (2019) argue that opaque AI decision makers are at least as transparent as human decision makers and therefore the concern that opaque AI is not sufficiently transparent is mistaken. I argue that the concern about opaque AI should not be understood as the concern that such AI fails to be transparent in a way that humans are transparent. Rather, the concern is that the way in which opaque AI (...) is opaque is very different than the way in which humans are opaque. What matters is the degree to which the opaque processes of a class of decision makers are stable, uniform, and safe. The degree to which such processes have these features in humans is higher than the degree to which such processes have these features in opaque AI. And therefore we should require AI to be more transparent than humans. (shrink)

Hill argues that perceptual experience constitutively involves representations of worldly items, and that the relevant form of representation can be explained in broadly biological terms. He then maintains that the representational contents of perceptual experiences are perceptual appearances, interpreted (...) as relational, viewpoint-dependent properties of external objects. There is also a complementary explanation of how the objects that possess these properties are represented. Hill maintains that perceptual phenomenology can be explained reductively in terms of the representational contents of experiences, and uses this doctrine to undercut the traditional arguments for dualism. This treatment of perceptual phenomenology is expanded to encompass cognitive phenomenology, the phenomenology of moods and emotions, and the phenomenology of pain. Hill also offers accounts of the various forms of consciousness that perceptual experiences can possess. One aim is to argue that phenomenology is metaphysically independent of these forms of consciousness, and another is to de-mystify the form known as phenomenal consciousness. The book concludes by discussing the relations of various kinds that perceptual experiences bear to higher-level cognitive states, including relations of format, content, and justification or support. The "natural law" worldview developed over the course of almost two thousand years beginning with Plato and Aristotle and culminating with St. Thomas Aquinas in the thirteenth century. This tradition holds that the world is ordered, intelligible and good, that there are objective moral truths which we can know and that human beings can achieve true happiness only by following our inborn nature, which draws us toward our own perfection. Most accounts of the natural law are based on a God-centered (...) understanding of the world. After the Natural Law traces this tradition from Plato and Aristotle to Thomas Aquinas and then describes how and why modern philosophers such as Descartes, Locke and Hobbes began to chip away at this foundation. The book argues that natural law is a necessary foundation for our most important moral and political values – freedom, human rights, equality, responsibility and human dignity, among others. Without a theory of natural law, these values lose their coherence: we literally cannot make sense of them given the assumptions of modern philosophy. Part I of the book traces the development of natural law theory from Plato and Aristotle through the crowning achievement of Thomas Aquinas. Part II explores how modern philosophers have systematically chipped away at the only coherent foundation for these values. As a result, our most important moral and political ideals today are incoherent. Modern political and moral thinkers have been led either to dilute the meaning of such terms as freedom or the moral good – or abandon these ideas altogether. Thus, modern philosophy and political thought are leading us either toward anarchy or totalitarianism. The conclusion, entitled "Why God Matters", shows how even the philosophical assumptions of the natural law depend on a personal God. (shrink)

Taxation policy is driven by many factors, including public opinion, but little research has examined the strength and stability of the public’s taxation preferences. This paper demonstrates one way in which preferences for progressiveness depend on the framing of the question asked. Participants indicated how they would share a fixed tax burden between two individuals who earned different amounts of money, either by adjusting the amount of tax paid by the two individuals, or by adjusting the amount of post-tax income (...) retained. The units in which tax was described — amount of money or percentage tax rate — were manipulated orthogonally. There was a strong metric effect: Participants favored progressiveness more when tax was described as a percentage rather than amount. However, there was also a clear interaction: for amounts, participants favored progressiveness significantly more when considering post-tax money retained rather than tax paid; for percentages, no such effect was found. Adam Smith wanted to increase happiness through this formula for a good life: equality, liberty, and justice. Free market interpretations of Smith, the book argues, grossly misrepresent his thought, emphasizing only liberty and not also equality and justice. Objectives: To explore how subjects in a placebo-controlled vitamin A supplementation trial among Ghanaian women aged 15–45 years perceive the trial and whether they know that not all trial capsules are the same, and to identify factors associated with this knowledge.Methods: 60 semistructured interviews and 12 focus groups were conducted to explore subjects’ perceptions of the trial. Steps were taken to address areas of low comprehension, including retraining fieldworkers. 1971 trial subjects were randomly selected for a survey measuring their knowledge (...) that not all trial capsules are the same. The subjects’ fieldworkers were also interviewed about their characteristics and trial knowledge. Factors associated with knowledge were explored using multi-level modeling.Results: Although subjects knew they were taking part in research, most thought they were receiving an active and beneficial medication. Variables associated with knowledge were education and district of residence. Radio broadcasts benefited those with some schooling. Fieldworkers’ characteristics were not associated with subjects’ knowledge.Conclusions: Research and debate on new or improved consent procedures are urgently required, particularly for subjects with little education. With the progress of science we become more and more aware of the undiscovered, and of our feebleness to visualize or express what is dimly known to us. Geologists estimate that man evolved some 1,000,000 years ago on an earth which astronomers say is some 2,000,000,000 years old. Caution is required in accepting such figures, for we must remember how far out Lord Kelvin was in estimating the age of the earth—before the discovery of radium. Man has been civilized for (...) some 5,000 years, and Galileo, with his telescope and revolutionary ideas, lived some 300 years ago. There may be, we are told, a million million years before the sun grows weak and the earth becomes farther from the sun so that all life freezes. Long before this man may use up the metals available for his machines, and those ready sources of energy now so wastefully used, by which he at present multiplies and swarms in cities. In such case he will return through birth control or famine, or both, to a simple, uncrowded, pastoral existence. There is little likelihood of his being able to use atomic energy, other than that which reaches the earth as sun radiation and is available directly or as energy stored in water-power, wood, coal, and oil.
