The “social licence to operate” has been invoked in science policy discussions including the 2007 Universal Ethical Code for scientists issued by the UK Government Office for Science. Drawing from sociological research on social licence and STS interventions in science policy, the authors explore the relevance of expectations of a social licence for scientific research and scientific contributions to public decision-making, and what might be involved in seeking to create one. The process of seeking a social licence is not the (...) same as trying to create public or community acceptance for a project whose boundaries and aims have already been fully defined prior to engagement. Such attempts to “capture” the public might be successful from time to time but their legitimacy is open to question especially where their engagement with alternative research futures is “thin”. The potential for public engagement to democratise science has come under increasing scrutiny amid concerns that conflicting motivations have led to confusion about what engagement means to those who mediate science and publics. This raises important yet relatively unexplored questions regarding how publics are constituted by different forms of engagement used by intermediary scholars and other actors. It is possible to identify at least two possible ‘rationalities of mediation’ that mobilise different versions of the public and the roles they are (...) assumed to play, as ‘citizens’ or ‘users’, in discussions around technology. The idea of conducting upstream public engagement over emerging technologies has been gaining popularity in Europe and North America, with nanotechnologies seen as a test case for this. For many of its advocates, upstream engagement is about a re-conceptualisation of the science–society relationship in which a variety of ‘publics’ are brought together with stakeholders and scientists early in the Research and Development process to co-develop technological trajectories. However, the concept, aims and processes of upstream engagement remain ill-defined, are often misunderstood, (...) and have undergone little critical analysis. This special issue of NanoEthics, entitled ‘Engaging with Nanotechnologies–Engaging Differently?’ takes a multi-nation, multi-case approach to explore this idea, drawing on work represented by four articles from the US and Europe, from ethnographic work in the nanotechnology lab through to analysis of a Citizens’ Jury and other attempts to move public debate ‘upstream’. An overall message from the papers is that without adequate critique ‘upstream engagement’ might end up re-producing out-dated forms of science communication or being rejected as a failed concept before it has even matured. They are curious about the mysteries of the human experience and about questions such as the meaning and purpose of being alive and whether we can know anything at all. Pre-college philosophy takes as a starting point young people's inherent interest in large questions about the human condition. The thought that empathy plays an important role in moral motivation is almost a platitude of contemporary folk psychology. Parallel themes were mooted in German moral philosophy and aesthetics in the 1700s, and versions of the empathy construct remained prominent in continental accounts of moral motivation through the nineteenth century and early twentieth centuries. This chapter elucidates the Empathic Motivation Hypothesis (EMH) and sets out some of the conceptual and empirical challenges it faces. My project is to explain why the question ‘How does it feel to be a white problem?’ cannot be answered in the fluttering grammar of white talk. The whiteness of white talk lies not only in its having emerged from white mouths, but also in its evasiveness—in its attempt to suppress fear and anxiety, and its consequential [if unintended] reinscription and legitimation of racist oppression. I White talk is designed, indeed scripted, for the purposes of evading, rejecting, and remaining ignorant (...) about the injustices that flow from whiteness and its attendant privileges. I want to suggest a new point of entry—a way to flip the script, so to speak. -/- I begin with some observations about the basic advantages and disadvantages of using white talk as a route into the white problem. My account develops an expanded version of Alice MacIntyre’s definition of white talk that is attentive to the racialized bodily scripts that accompany white talk. I argue that white talk persists because it has an enduring and powerful moral, ontological, and epistemic pay off for white folks. I explore each payoff with an eye towards clarifying how white talk functions to maintain the illusion that we are invulnerable beings. Next, I pause to reply to the popular objection that this particular critique of white talk silences white people in conversations on race. If we cannot address the question ‘how does it feel to be a white problem’ in the fluttering grammar of white talk, then how shall we begin? In closing, I suggest that we might reduce fluttering by replacing white talk with a discourse of vulnerability, where vulnerability is defined not as weakness, but as a condition for potential. I offer some brief guidelines for how we might start this conversation. (shrink)

This short article argues that an adequate response to the implications for governance raised by ‘Big Data’ requires much more attention to agency and reflexivity than theories of ‘algorithmic power’ have so far allowed. It develops this through two contrasting examples: the sociological study of social actors used of analytics to meet their own social ends and the study of actors’ attempts to build an economy of information more open to civic intervention than the existing one. The article concludes with (...) a consideration of the broader norms that might contextualise these empirical studies, and proposes that they can be understood in terms of the notion of voice, although the practical implementation of voice as a norm means that voice must sometimes be considered via the notion of transparency. It is no accident that white privilege designed to be both be invisible and weightless to white people. Alison Bailey’s “On White Privilege and Anesthesia: Why Does Peggy McIntosh’s Knapsack Feel Weightless?” extends a weighty invitation white readers to complete the unpacking task McIntosh (1988) began when she compared white privilege to an “invisible and weightless knapsack.” McIntosh focuses primarily making white privilege visible to white people. Bailey’s project continues the conversation by extending a ‘weighty invitation’ to white readers (...) to explore why the metaphorical knapsack, despite the weight of its contents, feels weightless. Here’s the short answer. The knapsack only feels weightless because white people have become anesthetized us to our own brokenness. We are more comfortable considering what white privilege does for us than what it does to us. People of color feel the weight of whiteness every day. The weighty invitation invites white readers to become sensitive to our own insensitivity. To do this Bailey (1) explores white resistance to unpacking the weight; (2) people of color’s testimonies to the daily impact of the weight on their bodies; and (3) how the anesthesia of white privilege distorts our humanity. The article concludes with a McIntosh style list of that the anesthesia of privilege distorts white people’s humanity. (shrink)

Causes always seem to come prior to their effects. What might explain this asymmetry? Causation's temporal asymmetry isn't straightforwardly due to a temporal asymmetry in the laws of nature—the laws are, by and large, temporally symmetric. Nor does the asymmetry appear due to an asymmetry in time itself. This Element examines recent empirical attempts to explain the temporal asymmetry of causation: statistical mechanical accounts, agency accounts and fork asymmetry accounts. Vladimir Putin's image functions as a political talisman far outside of the borders of his own country. By studying material objects, fan fiction and digital media, this book traces the satirical uses of Putin's public persona, notably how he stands as a foil for other world leaders. It argues that the internet is crucial to the creation of contemporary Putin memorabilia and that these items show a continued political engagement by young people, even as some political scientists and media experts (...) decry what they see as the opposite. The book further addresses the ways in which explicit sexual references about government officials are being used as everyday political commentary in the United States. Turning a critical eye to Putin kitsch shows how the number of such references skyrocketed during the 2016 US Presidential election campaign, and suggests that the phenomenon is likely to still be important when Americans next return to the polls. Finally, the internet makes possible a totally new kind of kitsch--the virtual kind. An examination of how the Russian president's image circulates via memes and parodies, as well as through apps and games, suggests that political culture has become increasingly participatory in the last decade. This paper problematises the ways women’s leadership has been understood in relation to male leadership rather than on its own terms. Focusing specifically on ethical leadership, we challenge and politicise the symbolic status of women in leadership by considering the practice of New Zealand Prime Minister Jacinda Ardern. In so doing, we demonstrate how leadership ethics based on feminised ideals such as care and empathy are problematic in their typecasting of women as being simply the other to men. We apply (...) different strategies of mimesis for developing feminist leadership ethics that does not derive from the masculine. This offers a radical vision for leadership that liberates the feminine and women’s subjectivities from the masculine order. It also offers a practical project for changing women’s working lives through relationality, intercorporeality, collective agency and ethical openness with the desire for fundamental political transformation in the ways in which women can lead. The author investigates the relationship between notions of Asian American citizenship and not-Blackness in vocal performance. By attending to sonic rhetorics through Awkwafina’s blaccent controversy, the article explores the condition of epistemic violence that position Asian American voices as “unhearable.”.

Norms applying to food interact with conceptions of nationhood, identity and law. This occurs through gastronomies and ethico-religious standards, recognition and conviviality, and the voice of communities in the sourcing and labelling of their food. Law, nation and identity intersect in the notion of citizenship. The chapter moves from the tight relationships by which persons are constrained within overdetermined categories of state law and national citizenship, to explore the possibilities unleashed by a loosening of the bonds between law, nation and (...) identity. Sections deal in turn with each of these “loosenings”, as we prize apart the knots that bind identity and nation, nation and law, and law and identity, each in relation to the cultural and legal context of food. With these loosenings, the unified jurisdiction of the nation-state gives way to plural and informal law; a single national identity expands into multiple ethical and ethnic associations; identity is no longer determined by state-centred legal interpellation but allows persons to “inhabit” a range of norms. By expanding the scope for participation and interaction in each of these areas, citizenship finds new networks for expansion, enrichment and reflexivity. The full spectrum of social justice can only be addressed by regimes and networks that ensure fair and adequate distribution of food, that respect the cultural demands as well as the biological needs of communities, and that ensure participation, through choices informed by personally relevant criteria and social and political structures. This is a long-overdue biography of the Huxleys: the Victorian natural historian T.H. Huxley ("Darwin's Bulldog") and his grandson, the scientist, conservationist, and zoologist Julian Huxley. Both T.H. and Julian suffered from depression, thinking and writing about the condition and genetic inheritance in highly curious ways. And between them, they communicated to the world the great modern story of the theory of evolution by natural selection. Many women wrote philosophy in nineteenth-century Britain, and they wrote across the full range of philosophical topics. Yet these important women thinkers have been left out of the philosophical canon and many of them are barely known today. The aim of this book is to put them back on the map. It introduces twelve women philosophers - Mary Shepherd, Harriet Martineau, Ada Lovelace, George Eliot, Frances Power Cobbe, Helena Blavatsky, Julia Wedgwood, Victoria Welby, Arabella Buckley, Annie Besant, Vernon Lee, and (...) Constance Naden. Alison Stone looks at their views on naturalism, philosophy of mind, evolution, morality and religion, and progress in history. She shows how these women interacted and developed their philosophical views in conversation with one another, not only with their male contemporaries. The rich print and periodical culture of the period enabled these women to publish philosophy in forms accessible to a general readership, despite the restrictions women faced, such as having limited or no access to university education. Stone explains how these women became excluded from the history of philosophy because there was a cultural shift at the end of the nineteenth century towards specialised forms of philosophical writing, which depended on academic credentials that were still largely unavailable to women. As Spinoza's near‐total omission from the history of physics reflects, Spinoza never produced a physics in this narrow sense: a careful and systematic investigation of bodies, forces, and their motions of the kind found in Descartes, Regius, or Huygens. Spinoza did have things to say about extension, motion, and the causal interactions of bodies. Understanding Spinoza's physics requires reckoning with his responses to Descartes. Like Descartes, Spinoza thinks that all and only bodies share an attribute, the attribute of Extension. Spinoza's (...) commitment to the “attribute‐neutrality” of some causal facts is reflected in his physics. Attribute‐neutrality can also make sense of some changes in the DPP. Physics investigates the nature and properties of bodies, so for Spinoza as for Descartes, it will involve an analysis of the attribute of Extension. Spinoza never drew out the detailed physical implications of his metaphysics of bodies. (shrink)
