The communication process between the political elites and the general public, crucial as it is in a democratie system, is suffering increasingly from an information overlaad. The best way to tackle this problem seems to be the improvement of the communication medium, i.e. ofthe political language. Ideology is the most «rational» political language available : it can carry more information about elite decision-making to a relatively modest cost.This problem-definition suggest a sequence of three critical questions. Do the decisionmakers have a (...) political ideology? If so, is it instrumental in the actual decision-making process? If so, why does this ideological factor rarely reach the general public? The article deals with the two last questions from a format point of view. It can be shown, after the necessary conceptual clarifications and contrary to current opinion, that ideology can hold its own in the private forum of political decision-making and fades away when the elites address the public in the public forum.The private forum is dominated by the need for policy output and by the necessity of coalition-formation. The adaptation of ideology to this situation depends on its degree of articulation and on the type of coalition-formation. In general the «salience» aspect of ideology is likelyto suffer less than its «position» aspect.The public forum is dominated by the needs of recruiting support and legitimizing proposals. Generally ideology is too costly a device to be used for these purposes. (shrink)

Following the distinctions proposed by Gamson and Easton the complex phenomenon of political alienation among the young was empirically subdivided in several dimensions. Within the 'input'dimension of political alienation we distinguished between the ability to process information and the ability to participate. Within the 'output'dimension we distinguished between two referents of distrust, political actors and authorities on the one hand, and the political system on the other. We succeeded in constructing reliable scales for each of these dimensions which were then (...) used as dependent variables in regression models. When turning to the explanation of the phenomenon our attention was focused first and foremost on the cultural factors. This was amply rewarded. Some of the normative aspects of culture, namely 'presenteism' and 'dionysianism', have a significant influence on various dimensions of political alienation. The impact of cognitive aspects appears to be even more significant. This means that an effective policy to counter the rise of political alienation wilt have to cope with a phenomenon solidly embedded in contemporary culture. (shrink)

The Belgian civil servants who are involved in the working groups of the European Council of Ministers on a full-time basis are a small elite corps which is hardly typical for the Belgian civil service as a whole. Most of its members belong to the Ministry of Foreign Affairs or to other ministries as these have delegates in the Permanent Representation. Their responsibilities too are rather different from those of the normal Belgian civil servant. The latter are typically engaged in (...) the implementation of the policies designed by their political masters, the farmer are largely autonomous policy makers and negotiators, though mostly in matters of minor political importance. In one regard though, these Euro-Belgians are still recognizable as typically Belgian. Their political culture is characterized, tough to a lesser degree than that of the other senior civil servants in Belgium, by a technocratism which is very distrustful of political actors and by a remarkable level of distrust of their organisational infrastructure. Such a culture should lead to a poor performance in the working groups of the Council of Ministers. But it does not. That is the paradox this contribution intends to examine. (shrink)

The Belgian senior civil servants do have a political ideology which, with respect to coherence and constraint, is not inferior to that of the members of Parliament and, therefore, far superior to that of the common man. The first characteristic of this ideology is its centrism: senior civil servants tend to shun the extremes, especially the socio-economic extremes. A second characteristic is its bias toward the center-right. But the latter may be an effect of recruitment and promotion practices under the (...) recent Belgian governing coalitions, rather than of the bureaucratic experience under all kinds of governments.That the bureaucratie experience leaves its mark on the ideological constructs of the bureaucratie elite can also be inferred from other data. They are inclined to centralism because the recent federalisation process imposes a heavy burden on their routines. They do not have a distinctive ideological profile with respect to religious and philosophical issues because these rarely appear on the agenda of most of the civil servants.The consequences of these characteristic ideological options are not to be underestimated. There is a clear affinity between a leftist ideology and a less technocratic and less alienated political attitude. At the same time leftist civil servantsare more inclined to commit themselves to active partisan politics. Their colleagues of the right tend more to up hold the traditional distance between bureaucracy and partisan politics. The optimal prescription for administrative reform would, perhaps, consist in furthering a more political, less technocratic style of administrative policy making, and in maintaining the traditional wariness of partisan politics. The level of political alienation is high among higher civil servants in Belgium, at least when we compare them to their colleagues in Germany. Explanatory factors should, then, have a noticeable impact on both the intra- and the inter-country variance. Early academie and political socialization seems to matter little except for the socialisation in ideological and general culture : Belgian higher civil servants are less egalitarian and more "materialistic" and therefore, it seems, more politically alienated. Another promising factor appears to (...) be the opportunity to participate in actual policy making : in this respect too the Belgian officials are not well served. However, the most striking factor is the degree of technocratism which breeds an attitude of disrespect for politicians. But how to explain that the Belgian higher civil servants grew up to be such technocrats? (shrink)

This contribution should be seen as an attempt to retrieve information from restcategories, such as «does not know» and «no answer». From these, and from other data as well, we constructed 10, mostly summating, indexes of political ignorance. Among them is an index of objective ignorance, that is about political events, persons and situations. The others aim at more subjective dimensions. Does the respondent feel informed about the political process : about government and party performance, partisan congeniality, modalities of voting, (...) local politics social problems, political issues?There seems to be some evidence in favor of the following hypotheses.1. The indexes tend to compensate each other: respondents who score low on one index, do not necessarily score low on the next one.2. I t is difficult to ascertain the validity of an index of objective ignorance. Moreover it does by no means express all the dimensions of political information.3. A mong indexes of subjective ignorance one should distinguish between «policy» and «political» information ; the latter seems to refer to a situation where strictly political rules of the game, a.o. those of political conflict, prevail.4. Of all indexes the «political issues» index showed the most discriminating power, as well as the most expected associations. (shrink)

The management of conflicts in society is perhaps the main function of parliamentary systems. lts success, as estimated by the extent of problem-solving and by the limitation of conflict costs, has to be explainedby the mildness of the challenge to the system and/or by the strength of its response. Among the resources available to the system too little credit is given to the factional elements in political culture, especially to the ideology of the decision-makers. The most promising feature appears to (...) be the differentiation of the ideological space in which political conflict-managers have to operate.The ideological space of the membership of parliament is «differentiated» when it is pluridimensional, when none of these ideological dimensions attains dominating salience, and when the most sensitive political issues are located on different dimensions. The data from a comparative research project show that the Italian parliament with its notoriously weak conflict-management record, fails the first and crucial test: its ideological space is strongly unidimensional. The Swiss parliamentary system with its excellent record passes all the tests. Belgium features a pluridimensional space which is impaired by the dominating salience of one of its dimensions. Other aspects of this space can only partially compensate this weakness. This might contribute to explain the mixed record of political conflict-management in our country. (shrink)

Most attempts at parliamentary reform in Belgium are prompted by the desire to support a Parliament which is being marginalized by political actors such as the government and the parties. These efforts are inspired by traditional constitutional thinking. Initially parliaments were designed as democratie bodies which should challenge the aristocratie government. Nowadays, parliament has quite another function. It has to facilitate the political information and to counteract the incompetence of citizens who are willing but unable to participate in an increasingly (...) complex political system.Reform should aim at restoring the significance ofpublic debates in parliament.In order to be informative these debates should focus on important issues of the political agenda and catch the attention of the general public. Within the constraints of our political system it should be possible to upgrade the early debates on budget allocations and the late debates on the evaluation of public policy effectiveness. The hypothesis to explain the often puzzling variability of political language in Parliament is that phenotypical elements of political speech such as emotionality, hostility, and oratorical style can be explained by structuralelements, that is by various aspects of the issues under debate.The data led us to criticize the more common cultural hypothesis, which would explain the variations of political language by linking it to the political culture of the members of parliament. As a result the evolutionof political language would be (...) a global one, appearing in all policy domains. This was by no means the case. The evolution of political language between 1950 and 1970 is on the contrary a strongly differentiated one.The structural hypothesis performs much better both for the short- and for the medium-term variations. The expression of hostility during parliamentary debates can be explained satisfactorily by the stakes of the game. The expression of emotion seems to stem both from these stakes and from the level of aggregation of the issue. Finally, various aspects of oratorical style, such as the invocation of values, the principled motivation of proposals and the deductive logic used to legitimize the position taken, all seem to be derived from the level of aggregation and, most of the time, from the ideological contents of the issue as well. As a result we get a profile of political language which is rather tightly controlled by the opportunities and the necessities of the political agenda and much less by all kinds of extraneous factors. A political science program at the licenciate level is currently offered by the Department of the Political and the Social Sciences at the Universitaire Instelling Antwerpen. It was able to do so with the cooperation of staff-members of other departments and other institutes of the University of Antwerp. The prÓgram is mainly focused on international polities and more specifically on European integration, North-South and East-West relations, as seen from the perspective of Belgian and West-European policy-makers. lts methodology is multidisciplinary and (...) encompasses politological and juridical as well as historical and economical perspectives. In the wake of the first encouraging from the student population, the Department has decided to strenghten further this Political Science branch of its program. It intends to invest more in full-time academie personnel and to add some more theoretical background courses to the present courses which emphasize mainly practical knowledge. Last but not least, it has initiated what it hopes shall be a new tradition of empirical research into the political culture and behaviour of international and supranational policy makers. (shrink)

This paper studies proof systems for the logics of super-strict implication ST2–ST5, which correspond to C.I. Lewis’ systems S2–S5 freed of paradoxes of strict implication. First, Hilbert-style axiomatic systems are introduced and shown to be sound and complete by simulating STn in Sn and backsimulating Sn in STn, respectively(for n=2,...,5). Next, G3-style labelled sequent calculi are investigated. It is shown that these calculi have the good structural properties that are distinctive of G3-style calculi, that they are sound and complete, and (...) it is shown that the proof search for G3. Modal knowledge accounts that are based on standards possible-worlds semantics face well-known problems when it comes to knowledge of necessities. Beliefs in necessities are trivially sensitive and safe and, therefore, trivially constitute knowledge according to these accounts. In this paper, I will first argue that existing solutions to this necessity problem, which accept standard possible-worlds semantics, are unsatisfactory. In order to solve the necessity problem, I will utilize an unorthodox account of counterfactuals, as proposed by Nolan, on which we also (...) consider impossible worlds. Nolan’s account for counterpossibles delivers the intuitively correct result for sensitivity i.e. S’s belief is sensitive in intuitive cases of knowledge of necessities and insensitive in intuitive cases of knowledge failure. However, we acquire the same plausible result for safety only if we reject his strangeness of impossibility condition and accept the modal closeness of impossible worlds. In this case, the necessity problem can be analogously solved for sensitivity and safety. For some, such non-moderate accounts might come at too high a cost. In this respect, sensitivity is better off than safety when it comes to knowing necessities. (shrink)

Discrimination is a central epistemic capacity but typically, theories of discrimination only use discrimination as a vehicle for analyzing knowledge. This paper aims at developing a self-contained theory of discrimination. Internalist theories of discrimination fail since there is no compelling correlation between discriminatory capacities and experiences. Moreover, statistical reliabilist theories are also flawed. Only a modal theory of discrimination is promising. Versions of sensitivity and adherence that take particular alternatives into account provide necessary and sufficient conditions on discrimination. Safety in (...) contrast is not sufficient for discrimination as there are cases of safety that are clearly instances of discrimination failure. The developed account of discrimination between objects will be extended to discrimination between kinds and between types. (shrink)

Hassin recently proposed the “Yes It Can” (YIC) principle to describe the division of labor between conscious and unconscious processes in human cognition. According to this principle, unconscious processes can carry out every fundamental high-level cognitive function that conscious processes can perform. In our commentary, we argue that the author presents an overly idealized review of the literature in support of the YIC principle. Furthermore, we point out that the dissimilar trends observed in social and cognitive psychology, with respect to (...) published evidence of strong unconscious effects, can better be explained by the way how awareness is defined and measured in both research fields. Finally, we show that the experimental paradigm chosen by Hassin to rule out remaining objections against the YIC principle is unsuited to verify the new default notion that all high-level cognitive functions can unfold unconsciously. While the debate on values in science focuses on normative questions on the level of the individual (e.g. should researchers try to make their work as value free as possible?), comparatively little attention has been paid to the institutional and professional norms that researchers are expected to follow. To address this knowledge gap, we conduct a content analysis of leading national codes of conduct for research integrity of European countries, and structure our analysis around the question: do these documents allow (...) for researchers to be influenced by “non-epistemic” (moral, cultural, commercial, political, etc.) values or do they prohibit such influence in compliance with the value-free ideal (VFI) of science? Our results return a complex picture. On the one hand, codes of conduct consider many non-epistemic values to be a legitimate influence on the decision-making of researchers. On the other, most of these documents include what we call _VFI-like positions_: passages claiming that researchers should be free and independent from any external influence. This shows that while many research integrity documents do not fully endorse the VFI, they do not reject it and continue to be implicitly influenced by it. This results in internal tensions and underdetermined guidance on non-epistemic values that may limit some of the uses of research integrity codes, especially for purposes of ethical self-regulation. While codes of conduct cannot be expected to decide how researchers should act in every instance, we do suggest that they acknowledge the challenges of how to integrate non-epistemic values in research in a more explicit fashion. The book aims at a comprehensive account of the relationship between Wittgenstein s Tractatus Logico-Philosophicus and Russell s philosophy as it developed between 1903 and 1918. The focus is on the central nucleus of the Tractatus, i.e., on its ontology and the picture theory of language. On Russell s side, the multiple-relation theory of judgment has been chosen as the leading theme around which the presentation of several other issues is organized. Whereas the similarity between Russell s and Wittgenstein s (...) problems is pointed out, the deep difference between their solutions is acknowledged, in particular with reference to the opposition between objects and names on the one hand, and facts and propositions on the other.". Vogel argues that sensitivity accounts of knowledge are implausible because they entail that we cannot have any higher-level knowledge that our beliefs are true, not false. Becker and Salerno object that Vogel is mistaken because he does not formalize higher-level beliefs adequately. They claim that if formalized correctly, higher-level beliefs are sensitive, and can therefore constitute knowledge. However, these accounts do not consider the belief-forming method as sensitivity accounts require. If we take bootstrapping as the belief-forming method, as the discussed (...) cases suggest, then we face a generality problem. Our higher-level beliefs as formalized by Becker and Salerno turn out to be sensitive according to a wide reading of bootstrapping, but insensitive according to a narrow reading. This particular generality problem does not arise for the alternative accounts of process reliabilism and basis-relative safety. Hence, sensitivity accounts not only deliver opposite results given different formalizations of higher-level beliefs, but also for the same formalization, depending on how we interpret bootstrapping. Therefore, sensitivity accounts do not fail because they make higher-level knowledge impossible, as Vogel argues, and they do not succeed in allowing higher-level knowledge, as Becker and Salerno suggest. Rather, their problem is that they deliver far too heterogeneous results. (shrink)

The concept underlying Prigogine's ideas is the asymmetric "lifetime" he introduces into thermodynamics in addition to the symmetric time parameter. By identifying processes by means of causal chains of genidentical events, we examine the intrinsic order of lifetime adopting Grunbaum's symmetric time order. Further, we define the physical meaning and the actuality of the processes under consideration. We conclude that Prigogine's microscopic temporal irreversibility is tacitly assumed at macroscopic level. Moreover, his "new" complementarity lacks any scientific foundation. According to predictive processing, an increasingly influential paradigm in cognitive science, the function of the brain is to minimize the prediction error of its sensory input. Conceptual engineering is the practice of assessing and changing concepts or word meanings. We contribute to both strands of research by proposing the first cognitive account of conceptual engineering, using the predictive processing framework. Our model reveals a new kind of implementation problem as prediction errors are only minimized if enough agents embrace conceptual changes. (...) That bootstrapping and Moorean reasoning fail to instantiate persuasive argumentation is an often informally presented but not systematically developed view. In this paper, I will argue that this unpersuasiveness is not determined by principles of justification transmission but by two straightforward principles of rationality, understood as a concept of internal coherence. First, it is rational for S to believe the conclusion of an argument because of the argument, only if S believes sufficiently many premises of the argument. Second, if S (...) doubts that a source O is reliable and believes that information i is delivered by O, then S rationally suspends judgment about the truth of i. This paper aims to accomplish two tasks. First, it provides a thorough analysis of why bootstrapping argumentation is not an instance of rational persuasion. Since the mid-1990s most EU Member States have established a national forensic DNA database. These mass repositories of DNA profiles enable the police to identify DNA stains which are found at crime scenes and are invaluable in criminal investigation. Governments have always brushed aside privacy objections by stressing that the stored DNA profiles do not contain sensitive genetic information on the included individuals and that they reside under the statutory privacy protection regulations. However, it has been generally overlooked that the (...) police also store the DNA samples from which the DNA profiles are derived. Although these DNA samples are actually a potential source of genetic information, they have so far scarcely been the subject of discussion. In this article we will show that both European and national regulations offer inadequate protection to completely prevent function creep, that is, the use of these forensic DNA samples for purposes beyond those envisaged at the time of collection. This paper provides a thorough analysis of two often informally stated claims. First, successful argumentation in the sense of persuasive argumentation requires agreement between the interlocutors about the rationality of arguments. Second, a general agreement about rationality of arguments cannot itself be established via argumentation, since such an attempt leads to an infinite meta‐regress. Hence, agreement about the rationality of arguments is a precondition for successful argumentation. As the paper argues, these plausible claims hold under the assumption that interlocutors are (...) subjectively rational and follow their own standards of rationality when engaging in argumentation. Modern society is challenged by a loss of efficiency in national governance systems values, and lifestyles. Corporate social responsibility (CSR) discourse builds upon a conception of organizational legitimacy that does not appropriately reflect these changes. The problems arise from the a-political role of the corporation in the concepts of cognitive and pragmatic legitimacy, which are based on compliance to national law and on relatively homogeneous and stable societal expectations on the one hand and widely accepted rhetoric assuming that all members (...) of society benefit from capitalist production on the other. We therefore propose a fundamental shift to moral legitimacy, from an output and power oriented approach to an input related and discursive concept of legitimacy. This shift creates a new basis of legitimacy and involves organizations in processes of active justification vis-à-vis society rather than simply responding to the demands of powerful groups. We consider this a step towards the politicization of the corporation and attempt to re-embed the debate on corporate legitimacy into its broader context of political theory, while reflecting the recent turn from a liberal to a deliberative concept of democracy. BackgroundScientific researchers are expected to follow the professional norms in their own domain. With a growing number of scientific publications retracted and research misconduct cases revealed in recent years, Chinese biomedical research integrity is questioned. As institutions educating and training future researchers, universities and the guidance they provide are important for the research quality and integrity of the country. Therefore, through a review of the guidance and policy documents on research integrity in Chinese universities, this work aims to investigate how (...) the professional norms are specified in these documents.MethodsAfter a stratified sampling, 53 universities were selected. Their guidance and policy documents on research integrity were collected via a web search of their official websites. The search was confirmed by these universities. Then the content of all the collected documents were analyzed using inductive content analysis.Results118 active university documents were collected and analyzed. Most of the Chinese universities we investigated had their own guidance or policy on research integrity. They listed principles or examples of desired and undesired academic practices, investigation procedures and punishments of academic misconduct, and put forward measures to promote research integrity. Differences on specific practices and principles were observed between university groups and with European university documents.ConclusionDespite the discrepancy they have, all these documents were designed to promote research integrity and cultivate a good research environment in Chinese biomedical domain. Nevertheless, there is still room for improvement, for example, through more consultation of international guidance. (shrink)

Recent empirical evidence has demonstrated that research misconduct occurs to a substantial degree in biomedical research. It has been suggested that scientific integrity is also of concern in China, but this seems to be based largely on anecdotal evidence. We, therefore, sought to explore the Chinese situation, by making a systematic review of published empirical studies on biomedical research integrity in China. One of our purposes was also to summarize the existing body of research published in Chinese. We searched the (...) China National Knowledge Infrastructure, Wanfang Data, PubMed and Web of Science for potentially relevant studies, and included studies meeting our inclusion criteria, i.e. mainly those presenting empirically obtained data about the practice of research in China. All the data was extracted and synthesized using an inductive approach. Twenty-one studies were included for review. Two studies used qualitative methods and nineteen studies used quantitative methods. Studies involved mainly medical postgraduates and nurses and they investigated awareness, attitudes, perceptions and experiences of research integrity and misconduct. Most of the participants in these 21 studies reported that research integrity is of great importance and that they obey academic norms during their research. Nevertheless, the occurrence of research misbehaviors, such as fabrication, falsification, plagiarism, improper authorship and duplicate submission was also reported. Strengthening research integrity training, developing the governance system and improving the scientific evaluation system were areas of particular attention in several studies. Our review demonstrates that a substantial number of articles have been devoted to research integrity in China, but only a few studies provide empirical evidence. With more safeguard measures of research integrity being taken in China, it would be crucial to conduct more research to explore researchers’ in-depth perceptions and evaluate the changes. (shrink)

Con "Fede e critica", saggio inedito del 1955-1956, Guido Morselli volle innanzitutto spiegare a se stesso, ragionando con quella lucidità ben nota ai lettori dei suoi romanzi, un passaggio decisivo della sua vita, in cui si sentì ricondotto, dalla sua posizione di «uomo qualsiasi... senza alcuna particolarità pia o edificante» a quella di uomo religioso. Piuttosto che darci ancora una volta «il racconto, drammatico o più spesso patetico, di una conversione», illuminato perciò da un punto d’arrivo, Morselli ha voluto (...) offrirci la sua vicenda «nella successione degli aspetti che le cose hanno mostrato via via che si presentavano». Perciò, al sorprendente manifestarsi di una ‘fede’ si accompagna qui a ogni passo la lama affilata della ‘critica’, una dura critica che vuole continuamente mettere «con le spalle al muro» le giustificazioni teologiche – innanzitutto per quanto riguarda il rapporto fra Dio e il male – e insieme mettere alla prova quell’ignoto personaggio che, all’interno del soggetto, dichiara appunto di credere. Nulla di apologetico, conciliativo o acquietante si troverà dunque in questo libro, che rivela l’altra parte, saggistica e speculativa, del narratore Morselli, ma una mobilissima e pulsante «fisiologia della vita religiosa», in forma di resoconto scritto da uno spirito disincantato sulla scoperta del mistero. Tutti i più grandi temi ed enigmi della religione cristiana vengono toccati in questo percorso: dalla carità al "Libro di Giobbe", dall’esistenza del male alla preghiera, dalla Trinità al peccato originale. E su tutti questi punti il ‘dilettante’ Morselli parla con rigoroso acume ‘critico’, ma soprattutto con una straordinaria capacità di rendere concreto ciò che ciascuno di quei grandi temi veniva a rappresentare, come d’improvviso, nella sua esperienza personale. Così egli ci offre un saggio che è anche un prezioso frammento di autobiografia e vuole consapevolmente «confermare la sentenza di Nietzsche: essere la nostra filosofia nient’altro che il compendio delle nostre memorie». I discuss Edouard Machery’s claim that philosophers and psychologists when using the term ‘concept’ are really theorizing about different things. This view is not new, but it has never been developed or defended in detail. Once spelled out, we can see that Machery is right that the psychological literature uses a different notion of concept. However, Machery fails to acknowledge that the two notions are not only compatible but complementary. This fits more with the traditional view according to which philosophers (...) and psychologists are merely interested in different aspects of the same kind. The main aim of this paper is then to show how precisely the two notions of ‘concept’ relate. Distinguishing them resolves the long-standing debate on whether concepts can be prototypes and allows me to formulate success conditions of a theory of categorization that are independent of the success conditions of a theory of concepts. Despite the ever increasing collaboration between industry and universities, the previous empirical studies on research integrity and misconduct excluded participants of biomedical industry. Hence, there is a lack of empirical data on how research managers and biomedical researchers active in industry perceive the issues of research integrity and misconduct, and whether or not their perspectives differ from those of researchers and research managers active in universities. If various standards concerning research integrity and misconduct are upheld between industry and universities, this (...) might undermine research collaborations. Therefore we performed a qualitative study by conducting 22 semi-structured interviews in order to investigate and compare the perspectives and attitudes concerning the issues of research integrity and misconduct of research managers and biomedical researchers active in industry and universities. Our study showed clear discrepancies between both groups. Diverse strategies in order to manage research misconduct and to stimulate research integrity were observed. Different definitions of research misconduct were given, indicating that similar actions are judged heterogeneously. There were also differences at an individual level, whether the interviewees were active in industry or universities. Overall, the management of research integrity proves to be a difficult exercise, due to many diverse perspectives on several essential elements connected to research integrity and misconduct. A management policy that is not in line with the vision of the biomedical researchers and research managers is at risk of being inefficient. (shrink)
