Across the globe, radical conservative political forces and ideas are influencing and even transforming the landscape of international politics. Yet IR is remarkably ill-equipped to understand and engage these new challenges. Unlike political theory or domestic political analyses, conservatism has no distinctive place in the fields’ defining alternatives of realism, liberalism, Marxism, and constructivism. This paper seeks to provide a point of entry for such engagement by bringing together what may seem the most unlikely of partners: critical theory and the (...) New Right. Important parts of today’s New Right represent self-conscious appropriations of Critical themes and thinkers—turning them to self-declared “reactionary” ends. Developing outside the confines of the academy, these forms of thought have woven insights from across Critical theory into new and mobilizing forms of conservative ideology, seeking to link that ideology to social forces that play increasingly active roles in global politics. Our intention here is not to somehow blame Critical perspectives for the ideas of the New Right, either directly or by association. Rather, we seek to show how an engagement with Critical theory helps us understand the New Right, while also demonstrating some of the direct challenges the New Right poses for critical perspectives. This article explores how Francois Guizot's critique of democracy was part of a serious contribution to discussions about moral theory that dominated French political thought in the first decades of the nineteenth century. It analyses how Guizot's reflections on selfhood and moral psychology were central to that critique, and shows how Guizot and other doctrinaires, including Pierre-Paul Royer Collard and Philibert Damiron, believed that the political and social instability that marked France from the time of the Revolution stemmed logically from (...) the materialist doctrines and ideas on political sovereignty of the philosophes and their nineteenthcentury successors the ideologues. The article charts the evolution of Guizot's and the doctrinaires' philosophical reflections and pays special attention to the dialogue that developed between them and the philosopher Maine de Biran on Thomas Reid's philosophy of Common Sense and its political implications. It shows how Guizot and the doctrinaires were drawn to Reid's philosophy because it offered the ideal foundation to the moderate liberalism they sought to establish. (shrink)

This article compares and contrasts the work of Quentin Skinner and Jacques Derrida on power and the State. It argues that despite Skinner's explicit repudiation of Derrida's method of philosophising, he has come to advocate an approach to the history of ideas that bears important and striking similarities to Derrida's thought. I attribute this intellectual gravitation toward Derrida as the logical outcome of a shared understanding on the nature of the cosmos and man's place within it-an understanding profoundly indebted to (...) the philosophy of Friedrich Nietzsche and the genealogical history of Michel Foucault. As a means to illustrate the narrowing intellectual gulf between Skinner and Derrida, I compare their respective thoughts on the nature of the modern and contemporary State, a State that both intellectuals see as emerging from a dominant western philosophical tradition that, at its core, is marked by the idea of fear. For both Skinner and Derrida this has profound consequences for the possibilities open to individuals and societies for free thought and political action. (shrink)

Available from UMI in association with The British Library. ;A study of three concepts of liberty, the thesis argues that Isaiah Berlin's text 'Two Concepts of Liberty', seeks to expand the limits of the contemporary Anglo-American debate on the idea of liberty by linguistically shifting the terrain of the debate such that its participants are prompted to view the nineteenth century French Post-Revolutionary debate on the idea of liberty. The first section, dealing with Berlin's text and the contemporary Anglo-American debate (...) on the idea of liberty, contends that the misunderstanding of Berlin's text is due to an empiricist epistemology that sees liberties as causally grounded rather than grounded through social norms. In this respect, the intention of Berlin's text is lost. The second section, dealing with the French nineteenth century Post-Revolutionary debate on the idea of liberty, analyses the importance of language in the formation of a new socio-political order and in the conceptualisation of new forms of liberty that are constitutive of that order. The third section deals with Tocqueville's sociological analysis of the profound historical tendency of equality that marks the new socio-political order of Democracy and how that tendency can be linked to the concrete realisation of the forms of liberty conceptualised within the Post-Revolutionary debate. A brief conclusion argues that the very nature of democracy is such that the concrete realisation of the forms of liberty viewed within the French nineteenth century Post-Revolutionary debate and by Tocqueville, will furnish humanity with a greater understanding of itself. This essay examines the intellectual origins of Tocqueville's thoughts on political economy. It argues that Tocqueville believed political economy was crucial to what he called the ‘new science of politics’, and it explores his first forays into the discipline by examining his studies of J.-B. Say and T.R. Malthus. The essay shows how Tocqueville was initially attracted to Say's approach as it provided him with a rigorous analytical framework with which to examine American democracy. Though he incorporated important aspects of (...) Say's work in Democracy in America , he was troubled by elements of it. He was unable to articulate clearly these doubts until he began studying Malthus. What he learned from Malthus caused him to move away from the more formalised approach to political economy advocated by Say and his disciples and move towards an approach advocated by Christian political economists, such as Alban Villeneuve-Bargemont. This shift would have important consequences for the composition of Democracy in America. (shrink)

This essay examines Tocqueville's interest in statistics, and how it informed his analysis of democracy. It explores his early engagement with the discipline and shows how this proved critical to his and Beaumont's 1833 study of the American penitentiary system. It shows that Tocqueville's interest in statistics was long lasting. And it pays particular attention to his links with the British Association for the Advancement of Science, examining his attendance at the statistical section meetings of the BAAS conference in Dublin (...) in 1835. It shows how material presented at this conference appeared in a number of Tocqueville's works. The essay argues against the thesis that Tocqueville resisted the primacy of the social. Rather, it shows that his interest in statistics underscored the importance he attached to the social in his analysis of modern democracy. (shrink)

This article examines the work of the nineteenth-century legal theorist, philosopher, and political radical, Joseph Rey (1799-1855). It explores Rey’s serious engagement with Benthamite utilitarianism, philosophical radicalism, and Owenism. It examines how Rey radically re-theorised the principle of utility by fundamentally re-thinking the individual and her creative potentialities, situating both within a radically egalitarian system of co-operation that was inspired both by Owenism and the radical egalitarianism of the democratic communism of the 1790s. Rey’s long-neglected fusion of utility and equality (...) represented a thoroughgoing and novel transformation of utilitarianism that far surpassed in its originality J.S. The introduction describes how Owen’s ideas attracted significant interest in the years following the Napoleonic Wars, particularly in France, and discusses how the French reception of his ideas served as a filter and medium through which his ideas were disseminated throughout Continental Europe. The article describes the individual contributions to this special issue and traces the (...) story of how Owen’s ideas never attracted in Continental Europe the widespread interest they enjoyed in Britain, Ireland, or America. ABSTRACT This article examines the impact of Robert Owen’s educational ideas in France. It traces how his ideas attracted the attention of French liberals, particularly Charles de Lasteyrie, Alexandre de Laborde and Joseph-Marie de Gérando, and republicans associated with Marc-Antoine Jullien’s Revue Encyclopédique. The article focuses in particular on the work of one of Owen’s early French followers, the leading radical egalitarian political and social theorist Joseph Rey (1779–1855). The article examines how Owen’s reflections on education served as the foundation (...) for Rey’s own theoretical and practical contributions to educational philosophy and pedagogical reform. Drawing extensively from unpublished archive material, the article describes and analyses Rey’s detailed egalitarian critique of the work of educational theorist Joseph Jacotot, and explores how Rey advanced a far more ambitious philosophy of education that, when translated into practice, eliminated the traditional divide between manual skills and intellectual ability, resulting in a genuinely inclusive and comprehensive educational system. In Beyond Tragedy and Eternal Peace, Jean-François Drolet provides a synoptic interpretation of Nietzsche's reflections on politics and international relations in the context of the late nineteenth century. Revolving around questions concerning conflict and political violence, the study examines the symbiotic relationship between Nietzsche's critique of Western metaphysics and his analyses of the political processes, institutions and dominant ideologies shaping public life in Germany and Europe during the 1870s and 1880s. This includes the Franco-Prussian War and the unification of (...) Germany under Bismarck, the advent of mass democracy and the rise and transformation of European nationalism. In the German-speaking world, these developments were also central to the emergence of what would come to be known as "Geopolitik" (geopolitics)--a distinct set of intellectual and political initiatives driven by growing anxieties over the more permanent aspects of German political geography and the destabilizing consequences of techno-scientific innovations for world order. Drolet exposes and analyses Nietzsche's account of these developments against the backdrop of Nietzsche's engagement with Kantian thought and "European nihilism"--an all-consuming crisis of meaning triggered by the dissolution of the structuring ideals which had connected the exercise of power with purpose and determined questions of human co-existence under Christianity. Through this reconstructive exegesis, he shows that Nietzsche's philosophy channels a powerful and still greatly under-appreciated account of the changing political processes and agencies that culminated in the momentous collapse of the European society of states during the first half of the twentieth century. The urgent drive for vaccine development in the midst of the current COVID-19 pandemic has prompted public and private organisations to invest heavily in research and development of a COVID-19 vaccine. Organisations globally have affirmed the commitment of fair global access, but the means by which a successful vaccine can be mass produced and equitably distributed remains notably unanswered. Barriers for low-income countries include the inability to afford vaccines as well as inadequate resources to vaccinate, barriers that are exacerbated during (...) a pandemic. Fair distribution of a pandemic vaccine is unlikely without a solid ethical framework for allocation. This piece analyses four allocation paradigms: ability to develop or purchase; reciprocity; ability to implement; and distributive justice, and synthesises their ethical considerations to develop an allocation model to fit the COVID-19 pandemic. This book defends a form of ethical intuitionism, according to which (i) there are objective moral truths; (ii) we know some of these truths through a kind of immediate, intellectual awareness, or "intuition"; and (iii) our knowledge of moral truths gives us reasons for action independent of our desires. The author rebuts all the major objections to this theory and shows that the alternative theories about the nature of ethics all face grave difficulties.

In the context of academic research, a diversity of ethical issues, conditioned by the different roles of members within these institutions, arise. Previous studies on this topic addressed mainly the perceptions of researchers. However, to our knowledge, no studies have explored the transversal ethical issues from a wider spectrum, including other members of academic institutions as the research ethics board (REB) members, and the research ethics experts. The present study used a descriptive phenomenological approach to document the ethical issues experienced (...) by a heterogeneous group of Canadian researchers, REB members, and research ethics experts. Data collection involved socio-demographic questionnaires and individual semi-structured interviews. Following the triangulation of different perspectives (researchers, REB members and ethics experts), emerging ethical issues were synthesized in ten units of meaning: (1) research integrity, (2) conflicts of interest, (3) respect for research participants, (4) lack of supervision and power imbalances, (5) individualism and performance, (6) inadequate ethical guidance, (7) social injustices, (8) distributive injustices, (9) epistemic injustices, and (10) ethical distress. This study highlighted several problematic elements that can support the identification of future solutions to resolve transversal ethical issues in research that affect the heterogeneous members of the academic community. In the past, several researchers in the field of physiotherapy have asserted that physiotherapy clinicians rarely use ethical knowledge to solve ethical issues raised by their practice. Does this assertion still hold true? Do the theoretical frameworks used by researchers and clinicians allow them to analyze thoroughly the ethical issues they encounter in their everyday practice? In our quest for answers, we conducted a literature review and analyzed the ethical theoretical frameworks used by physiotherapy researchers and clinicians to discuss the (...) ethical issues raised by private physiotherapy practice. Our final analysis corpus consisted of thirty-nine texts. Our main finding is that researchers and clinicians in physiotherapy rarely use ethical knowledge to analyze the ethical issues raised in their practice and that gaps exist in the theoretical frameworks currently used to analyze these issues. Consequently, we developed, for ethical analysis, a four-part prism which we have called the Quadripartite Ethical Tool (QET). This tool can be incorporated into existing theoretical frameworks to enable professionals to integrate ethical knowledge into their ethical analyses. The innovative particularity of the QET is that it encompasses three ethical theories (utilitarism, deontologism, and virtue ethics) and axiological ontology (professional values) and also draws on both deductive and inductive approaches. It is our hope that this new tool will help researchers and clinicians integrate ethical knowledge into their analysis of ethical issues and contribute to fostering ethical analyses that are grounded in relevant philosophical and axiological foundations. Virtually all philosophers agree that for a belief to be epistemically justified, it must satisfy certain conditions. Perhaps it must be supported by evidence. Or perhaps it must be reliably formed. Or perhaps there are some other "good-making" features it must have. But does a belief's justification also require some sort of awareness of its good-making features? The answer to this question has been hotly contested in contemporary epistemology, creating a deep divide among its practitioners. Internalists, who tend to focus (...) on scientific or theoretical beliefs as the ideal, insist that such awareness is required for justification. Externalists, who think children's ordinary beliefs in obvious facts are paradigm cases of justified belief, say it isn't required. Michael Bergmann's book offers a decisive refutation of internalism and a sustained defense of externalism. (shrink)

Externalist theories of justification create the possibility of cases in which everything appears to one relevantly similar with respect to two propositions, yet one proposition is justified while the other is not. Internalists find this difficult to accept, because it seems irrational in such a case to affirm one proposition and not the other. The underlying internalist intuition supports a specific internalist theory, Phenomenal Conservatism, on which epistemic justification is conferred by appearances.

At the University of Sheffield during 2011 and 2012, a leading group of philosophers, psychologists, and others gathered to explore the nature and significance of implicit bias. The two volumes of Implicit Bias and Philosophy emerge from these workshops. Each volume philosophically examines core areas of psychological research on implicit bias as well as the ramifications of implicit bias for core areas of philosophy. Volume I: Metaphysics and Epistemology is comprised of two parts: “The Nature of Implicit Attitudes, Implicit Bias, (...) and Stereotype Threat,” and “Skepticism, Social Knowledge, and Rationality.” The first part contains chapters examining the relationship between implicit attitudes and “dual process” models of the mind; the role of affect in the formation and change of implicit associations; the unity (or disunity) of implicit attitudes; whether implicit biases are mental states at all; and whether performances on stereotype-relevant tasks are automatic and unconscious or intentional and strategic. The second part contains chapters examining implicit bias and skepticism; the effects of implicit bias on scientific research; the accessibility of social stereotypes in epistemic environments; the effects of implicit bias on the self-perception of members of stigmatized social groups as rational agents; the role of gender stereotypes in philosophy; and the role of heuristics in biased reasoning. Hospital ethics committees (HECs) and ethicists generally describe themselves as engaged in four domains of practice: case consultation, research, education, and policy work. Despite the increasing attention to quality indicators, practice standards, and evaluation methods for the other domains, comparatively little is known or published about the policy work of HECs or ethicists. This article attempts to open the ?black box? of this health care ethics practice by providing two detailed case examples of ethics policy reviews. We also describe the (...) development and application of an evaluation strategy to assess the quality of ethics policy review work, and to enable continuous improvement of ethics policy review processes. Given the potential for policy work to impact entire patient populations and organizational systems, it is imperative that HECs and ethicists develop clearer roles, responsibilities, procedural standards, and evaluation methods to ensure the delivery of consistent, relevant, and high-quality ethics policy reviews. Policy work is often cited as one of the primary functions of Hospital Ethics Committees (HECs), along with consultation and education. Hospital policies can have far reaching effects on a wide array of stakeholders including, care providers, patients, families, the culture of the organisation and the community at large. In comparison with the wealth of information available about the emerging practice of ethics consultation, relatively little attention has been paid to the policy work of HECs. In this paper, we hope (...) to advance the development of best practices in HEC policy work by describing the quality improvement process that we undertook at Hamilton Health Sciences, Hamilton, Ontario, Canada. In the first section of the paper we describe the context of our HEC policy work, and the shortcomings of our historical review process. In subsequent sections, we detail the quality improvement project we undertook in 2010, the results of the project and the specific tools we developed to enhance the quality of HEC policy work. Our goal in sharing this organisational case study is to prompt other HECs to publish qualitative descriptions of their policy work, in order to generate a body of knowledge that can inform the development of best practices for ethics policy review. At the heart of ethics reside the concepts of good and bad; they are at work when we assess whether a person is virtuous or vicious, an act right or wrong, a decision defensible or indefensible, a goal desirable or undesirable. But there are many varieties of goodness and badness. At their core lie intrinsic goodness and badness, the sort of value that something has for its own sake. It is in virtue of intrinsic value that other types of value (...) may be understood, and hence that we can begin to come to terms with questions of virtue and vice, right and wrong, and so on. This book investigates the nature of intrinsic value: just what it is for something to be valuable for its own sake, just what sort of thing can have such value, just how such a value is to be computed. In the final chapter, the fruits of this investigation are applied to a discussion of pleasure, pain, and displeasure and also of moral virtue and vice, in order to determine just what value lies within these phenomena. While philosophers hold that it is patently absurd to blame robots or hold them morally responsible [1], a series of recent empirical studies suggest that people do ascribe blame to AI systems and robots in certain contexts [2]. This is disconcerting: Blame might be shifted from the owners, users or designers of AI systems to the systems themselves, leading to the diminished accountability of the responsible human agents [3]. In this paper, we explore one of the potential underlying reasons for (...) robot blame, namely the folk's willingness to ascribe inculpating mental states or "mens rea" to robots. In a vignette-based experiment (N=513), we presented participants with a situation in which an agent knowingly runs the risk of bringing about substantial harm. We manipulated agent type (human v. group agent v. AI-driven robot) and outcome (neutral v. bad), and measured both moral judgment (wrongness of the action and blameworthiness of the agent) and mental states attributed to the agent (recklessness and the desire to inflict harm). We found that (i) judgments of wrongness and blame were relatively similar across agent types, possibly because (ii) attributions of mental states were, as suspected, similar across agent types. This raised the question - also explored in the experiment - whether people attribute knowledge and desire to robots in a merely metaphorical way (e.g., the robot "knew" rather than really knew). However, (iii), according to our data people were unwilling to downgrade to mens rea in a merely metaphorical sense when given the chance. Finally, (iv), we report a surprising and novel finding, which we call the inverse outcome effect on robot blame: People were less willing to blame artificial agents for bad outcomes than for neutral outcomes. This suggests that they are implicitly aware of the dangers of overattributing blame to robots when harm comes to pass, such as inappropriately letting the responsible human agent off the moral hook.
