This article draws attention to struggles inherent in discourse about the meaning of participation in a Flemish participatory technology assessment (pTA) on nanotechnologies. It explores how, at the project’s outset, key actors (e.g., nanotechnologists and pTA researchers) frame elements of the process like ‘the public’ and draw on interpretive repertoires to fit their perspective. The examples call into question normative commitments to cooperation, consensus building, and common action that conventionally guide pTA approaches. It is argued that pTA itself must reflect (...) an awareness of competing interests and perspectives inherent in the discourse associated with the meaning of ‘participation’ if it is to incite action beyond vested interests and ensure genuine mutual learning. In the first phase of the research project Nanotechnologies for Tomorrow's Society (www.nanosoc.be), the research consortium explored a variety of futuristic visions or technoscientific imaginaries. This exploration took the form of a Policy Delphi, adapted to the particular objective of jointly constructing nano-imaginaries, taking participants' personal visions of possible future applications and societal issues as a starting point. The participants were nanoresearchers, as well as societal experts and primary involved citizens. In this article, the authors describe the theoretical frame that (...) inspired their methodological approach, present the analytical results obtained, and bring some reflections to the fore that arose as a result of the performance and analysis of this Delphi-exercise. This article examines how incidents are governed in a Belgian Nuclear Research Center by way of an incident reporting system named Retour d’Experiences. Drawing on a documentary analysis of incident reports, interviews, and focus groups with personnel, it illustrates how REX enacts a safety governmentality centered on identifying incident causes and culprits. As this governmentality mode obscures the epistemic and political character of incidents, it closes down important opportunities for collective learning about safety and safety governance. It is argued that (...) joint reflection about incidents and resistances toward incident reporting serve as fruitful starting points for a more reflexive safety governance that makes explicit how decisions are made in high-risk contexts. Social scientists can enhance governance of this kind by pointing to different perceptions and evaluations of incidents and by insisting that contending interpretations are confronted and accounted for. Drawing on a documentary analysis of two socioeconomic policy programs, one Flemish (“Vlaanderen in Actie”), the other Walloon (“Marshall Plans”), and a discourse analysis of how these programs are received in one Flemish and one Francophone quality newspaper, this article illustrates how Flanders and Wallonia both seek to become top-performing knowledge-based economies (KBEs). The article discerns a number of discursive repertoires, such as “Catching up,” which policy actors draw on to legitimize or question the transformation of Flanders and Wallonia into (...) KBEs. The “Catching up” repertoire places Flanders resolutely ahead of Wallonia in the global race toward knowledge, excellence, and growth, but suggests that Wallonia may, in due course, overtake Flanders as a top competitive region. Given the expectations and fears that “Catching up” evokes among Flemish and Walloon policy actors, the repertoire serves these actors as a flexible discursive resource to make sense of, and shape, their collective futures and their regional identities. The article’s findings underline the simultaneity of, and the interplay between, globalizing forces and particularizing tendencies, as Flanders and Wallonia develop with a global KBE in region-specific ways. In this article, we inquire into two contemporary participatory formats that seek to democratically intervene in scientific practice: the consensus conference and participatory technology assessment. We explain how these formats delegitimize conflict and disagreement by making a strong appeal to consensus. Based on our direct involvement in these formats and informed both by political philosophy and science and technology studies, we outline conceptions that contrast with the consensus ideal, including dissensus, disclosure, conflictual consensus and agonistic democracy. Drawing on the notion (...) of meta-consensus and a distinction between four models of democracy, we elaborate how a more positive valuation of conflict provides opportunities for mutual learning, the articulation of disagreement, and democratic modulation—three aspirations that are at the heart of most pTAs and consensus conferences. Disclosing the strengths and weaknesses of these different models is politically and epistemically useful, and should therefore be an integral part of the development of participation theory and process in science and technology. The main objective of the Flemish research project ‘Nanotechnologies for tomorrow’s society’ (NanoSoc) is to develop and try out an interactive process as a suitable methodology for rendering nanoresearchers aware of underlying assumptions that guide nanotech research and integrating social considerations into the research choices they face. In particular, the NanoSoc process should sustain scientists’ capacities to address growing uncertainties on the strategic, scientific and public acceptance level. The article elaborates on these uncertainties and involved dilemmas scientists are facing and (...) proposes a process approach which addresses strategic uncertainty by alternating between ‘visioning’ and ‘technology assessment’; a process design which manages complexity by promoting reflexivity among scientists by exposing them to deliberations in civil society (social experts, stakeholders, citizens) on plausible futures with nanotechnologies; and as an answer to societal ambivalence, certain process quality requirements such as an attitude of perplexity or openness towards ‘plurality’ and an attitude of ‘temporary closure’, both in support of understanding and learning from differences. It has been hypothesized that illusory agency detection is at the basis of belief in supernatural agents and paranormal beliefs. In the present study a biological motion perception task was used to study illusory agency detection in a group of skeptics and a group of paranormal believers. Participants were required to detect the presence or absence of a human agent in a point-light display. It was found that paranormal believers had a lower perceptual sensitivity than skeptics, which was due to (...) a response bias to ‘yes’ for stimuli in which no agent was present. The relation between paranormal beliefs and illusory agency detection held only for stimuli with low to intermediate ambiguity, but for stimuli with a high number of visual distractors responses of believers and skeptics were at the same level. Furthermore, it was found that illusory agency detection was unrelated to traditional religious belief and belief in witchcraft, whereas paranormal beliefs were strongly related to illusory agency detection. These findings qualify the relation between illusory pattern perception and supernatural and paranormal beliefs and suggest that paranormal beliefs are strongly related to agency detection biases. In this editorial contribution, two issues relevant to the question, what should be at the top of the research agenda for ethics and technology, are identified and discussed. Firstly: can, and do, engineers make a difference to the degree to which technology leads to morally desirable outcomes? What role does professional autonomy play here, and what are its limits? And secondly, what should be the scope of engineers’ responsibility; that is to say, on which issues are they, as engineers, morally (...) obliged to reflect? The research agendas proposed by the authors contributing to this special section, implicitly, give different answers to these questions. We suggest that an explicit discussion of these issues would greatly help in constructing a common research agenda. (shrink)

In this paper we present a semantic analysis of the imperfective paradox based on the Event Calculus, a planning formalism characterizing a class of models which can be computed by connectionist networks. We report the results of a questionnaire that support the semantic theory and suggest that different aspectual classes of VPs in the progressive give rise to different entailment patterns. Further, a processing model is outlined, combining the semantic analysis with the psycholinguistic principle of immediacy in the framework of (...) recurrent networks. The model is used to derive predictions concerning the electrophysiological correlates of the computations described by the Event Calculus. (shrink)

We show how sequent calculi for some generalized quantifiers can be obtained by generalizing the Herbrand approach to ordinary first order proof theory. Typical of the Herbrand approach, as compared to plain sequent calculus, is increased control over relations of dependence between variables. In the case of generalized quantifiers, explicit attention to relations of dependence becomes indispensible for setting up proof systems. It is shown that this can be done by turning variables into structured objects, governed by various types of (...) structural rules. These structured variables are interpreted semantically by means of a dependence relation. This relation is an analogue of the accessibility relation in modal logic. We then isolate a class of axioms for generalized quantifiers which correspond to first-order conditions on the dependence relation. (shrink)

This essay attempts to develop a psychologically informed semantics of perception reports, whose predictions match with the linguistic data. As suggested by the quotation from Miller and Johnson-Laird, we take a hallmark of perception to be its fallible nature; the resulting semantics thus necessarily differs from situation semantics. On the psychological side, our main inspiration is Marr's (1982) theory of vision, which can easily accomodate fallible perception. In Marr's theory, vision is a multi-layered process. The different layers have filters of (...) different gradation, which makes vision at each of them approximate. On the logical side, our task is therefore twofold • to formalise the layers and the ways in which they may refine each other, and • to develop logical means to let description vary with such degrees of refinement. The first task is formalised by means of an inverse systems of first order models, with reality appearing as its inverse limit. The second task is formalised by means of so-called conditional quantifiers, a new form of generalised quantification which can best be described as resource bounded quantification. We show that the logic provides for a semantics and pragmatics of direct perception reports. In particular, direct perception reports have a possibly nonveridical, approximative semantics, which becomes veridical only by virtue of our pragmatic expectation that what is perceived would continue to be the case, were we to perceive more accurately. It is a general feature of resource bounded logics that the underlying logics are weak, but that stronger principles can be obtained pragmatically, by strengthening the resource. For the logic of vision this feature is clarified by showing how changes in the resource capture different notions of partiality, and by studying how the perception verb interacts with connectives and quantifiers in different visual contexts. The inference Veridicality, which is now viewed rather as a nonmonotonic inference, is also studied in depth. We end with an attempt to buttress the proposed model by comparing it with suggestions put forward in Cognitive or Conceptual Semantics, in the literature on evidentials, and in Husserl's philosophy of perception. ADHD is a psychiatric disorder characterised by persistent and developmentally inappropriate levels of inattention, impulsivity and hyperactivity. It is known that children with ADHD tend to produce incoherent discourses, e.g. by narrating events out of sequence. Here the aetiology of ADHD becomes of interest. One prominent theory is that ADHD is an executive function disorder, showing deficiencies of planning. Given the close link between planning, verb tense and discourse coherence postulated in van Lambalgen and Hamm (The proper treatment of events, (...) 2004), we predicted specific deviations in the verb tenses produced by children with ADHD. The value of Plutarch’s perception of physical reality and his attitude towards the natural spectacle Plutarch was very interested in the natural world around him, not only in terms of its elementary composition and physical processes, but also with respect to its providential ordering and marvels. His writings teach us a lot about his perception of physical reality and about his attitude to the natural spectacle. He found his greatest inspiration in the ontological and epistemological framework of Plato’s Timaeus, but (...) a wide range of other authors were also of seminal interest to his project. Moreover, the highly literary value of Plutarch’s natural philosophical writings should not be underrated. It is therefore not surprising that recently scholars have started to reassess the ancient scientific value of Plutarch’s natural philosophical writings. Natural Spectaculars aims to give further impetus to this dynamic by treating several aspects of Plutarch’s natural philosophy which have remained unexplored up to now. (shrink)

The history of twentieth-century American psychology is often depicted as a history of the rise and fall of behaviorism. Although historians disagree about the theoretical and social factors that have contributed to the development of experimental psychology, there is widespread consensus about the growing and declining influence of behaviorism between approximately 1920 and 1970. Since such wide-scope claims about the development of American psychology are typically based on small and unrepresentative samples of historical data, however, the question rises to what (...) extent the received view is justified. This paper aims to answer this question in two ways. First, we use advanced scientometric tools to quantitatively analyze the metadata of 119.278 papers published in American journals between 1920 and 1970. We reconstruct the development and structure of American psychology using co-citation and co-occurrence networks and argue that the standard story needs reappraising. Second, we argue that the question whether behaviorism was the ‘dominant’ school of American psychology is historically misleading to begin with. Using the results of our bibliometric analyses, we argue that questions about the development of American psychology deserve more fine-grained answers. (shrink)

In this paper we report on our experiences with using network analysis to discern and analyse ethical issues in research into, and the development of, a new wastewater treatment technology. Using network analysis, we preliminarily interpreted some of our observations in a Group Decision Room session where we invited important stakeholders to think about the risks of this new technology. We show how a network approach is useful for understanding the observations, and suggests some relevant ethical issues. We argue that (...) a network approach is also useful for ethical analysis of issues in other fields of research and development. The abandoning of the overarching rationality assumption, which is central to network approaches, does not have to lead to ethical relativism. (shrink)

BackgroundIn many countries health insurers, employers and especially governments are increasingly using pressure and coercion to enhance healthier lifestyles. For example by ever higher taxes on cigarettes and alcoholic beverages, and ever stricter smoke-free policies. Such interventions can enhance healthier behaviour, but when they become too intrusive, an unfree society can emerge. Which lifestyle interventions that use pressure or coercion are justifiable and which are not? We tried to develop an assessment model that can be used for answering this question, (...) on a generally acceptable way, for all sorts of lifestyle interventions.MethodsThe intended assessment model was developed in three phases. In the first phase the model was theoretically developed on the basis of literature study and reasoning. In the second phase the model was empirically tested by assessing two detailed cases from everyday practice using the model. The model was improved again and again. In the third phase the 10th version of the model was developed while writing this article.ResultsAn assessment model for the justification of intrusive lifestyle interventions. It comprises three components: 12 assessment criteria ; an assessment structure with three filters ; a way of assessing.ConclusionsWe have developed an assessment model for the justification of lifestyle interventions that use pressure or coercion to promote health. The correctness, completeness and practicality of the model are likely. Important principles for the justification are the logic and completeness of the underlying argumentation and the proper use of the available scientific information. Parties for and against a particular intervention could use the model to test and strengthen their argumentation and to improve the quality of the intervention. (shrink)

In the late summer of 1998, the authors, a cognitive scientist and a logician, started talking about the relevance of modern mathematical logic to the study of human reasoning, and we have been talking ever since. This book is an interim report of that conversation. It argues that results such as those on the Wason selection task, purportedly showing the irrelevance of formal logic to actual human reasoning, have been widely misinterpreted, mainly because the picture of logic current in psychology (...) and cognitive science is completely mistaken. We aim to give the reader a more accurate picture of mathematical logic and, in doing so, hope to show that logic, properly conceived, is still a very helpful tool in cognitive science. The main thrust of the book is therefore constructive. We give a number of examples in which logical theorizing helps in understanding and modeling observed behavior in reasoning tasks, deviations of that behavior in a psychiatric disorder (autism), and even the roots of that behavior in the evolution of the brain. Compositionality remains effective as an explanation of cases in which processing complexity increases due to syntactic factors only. It falls short of accounting for situations in which complexity arises from interactions with the sentence or discourse context, perceptual cues, and stored knowledge. The idea of compositionality as a methodological principle is appealing, but imputing the complexity to one component of the grammar or another, instead of enriching the notion of composition, is not always an innocuous move, leading to fully equivalent (...) theories. Compositionality sets an upper bound on the degree of informational encapsulation that can be posited by modular or component-based theories of language: simple composition ties in with a strongly modular take on meaning assembly, which is seen as sealed off from information streams other than the lexicon and the syntax. We sketch four applications of Marr's levels‐of‐analysis methodology to the relations between logic and experimental data in the cognitive neuroscience of language and reasoning. The first part of the paper illustrates the explanatory power of computational level theories based on logic. We show that a Bayesian treatment of the suppression task in reasoning with conditionals is ruled out by EEG data, supporting instead an analysis based on defeasible logic. Further, we describe how results from an EEG study on temporal prepositions (...) can be reanalyzed using formal semantics, addressing a potential confound. The second part of the article demonstrates the predictive power of logical theories drawing on EEG data on processing progressive constructions and on behavioral data on conditional reasoning in people with autism. Logical theories can constrain processing hypotheses all the way down to neurophysiology, and conversely neuroscience data can guide the selection of alternative computational level models of cognition. In this paper we provide a mathematical model of Kant’s temporal continuum that yields formal correlates for Kant’s informal treatment of this concept in theCritique of Pure Reasonand in other works of his critical period. We show that the formal model satisfies Kant’s synthetic a priori principles for time and that it even illuminates what “faculties and functions” must be in place, as “conditions for the possibility of experience”, for time to satisfy such principles. We then present a mathematically precise (...) account of Kant’s transcendental theory of time—the most precise account to date.Moreover, we show that the Kantian continuum which we obtain has some affinities with the Brouwerian continuum but that it also has “infinitesimal intervals” consisting of nilpotent infinitesimals; these allow us to capture Kant’s theory of rest and motion in theMetaphysical Foundations of Natural Science.While our focus is on Kant’s theory of time the material in this paper is more generally relevant for the problem of developing a rigorous theory of the phenomenological continuum, in the tradition of Whitehead, Russell, and Weyl among others. Lee and Schwarz interpret meta-analytic research and replication studies as providing evidence for the robustness of cleansing effects. We argue that the currently available evidence is unconvincing because publication bias and the opportunistic use of researcher degrees of freedom appear to have inflated meta-analytic effect size estimates, and preregistered replications failed to find any evidence of cleansing effects.

Interpretation is the process whereby a hearer reasons to an interpretation of a speaker's discourse. The hearer normally adopts a credulous attitude to the discourse, at least for the purposes of interpreting it. That is to say the hearer tries to accommodate the truth of all the speaker's utterances in deriving an intended model. We present a nonmonotonic logical model of this process which defines unique minimal preferred models and efficiently simulates a kind of closed-world reasoning of particular interest for (...) human cognition. Byrne's “suppression” data (Byrne, 1989) are used to illustrate how variants on this logic can capture and motivate subtly different interpretative stances which different subjects adopt, thus indicating where more fine-grained empirical data are required to understand what subjects are doing in this task. We then show that this logical competence model can be implemented in spreading activation network models. A one pass process interprets the textual input by constructing a network which then computes minimal preferred models for (3-valued) valuations of the set of propositions of the text. The neural implementation distinguishes easy forward reasoning from more complex backward reasoning in a way that may be useful in explaining directionality in human reasoning. (shrink)

In this article we provide a mathematical model of Kant?s temporal continuum that satisfies the (not obviously consistent) synthetic a priori principles for time that Kant lists in the Critique of pure Reason (CPR), the Metaphysical Foundations of Natural Science (MFNS), the Opus Postumum and the notes and frag- ments published after his death. The continuum so obtained has some affinities with the Brouwerian continuum, but it also has ‘infinitesimal intervals’ consisting of nilpotent infinitesimals, which capture Kant’s theory of rest (...) and motion in MFNS. While constructing the model, we establish a concordance between the informal notions of Kant?s theory of the temporal continuum, and formal correlates to these notions in the mathematical theory. Our mathematical reconstruction of Kant?s theory of time allows us to understand what ?faculties and functions? must be in place for time to satisfy all the synthetic a priori principles for time mentioned. We have presented here a mathematically precise account of Kant?s transcendental argument for time in the CPR and of the rela- tion between the categories, the synthetic a priori principles for time, and the unity of apperception; the most precise account of this relation to date. We focus our exposition on a mathematical analysis of Kant’s informal terminology, but for reasons of space, most theorems are explained but not formally proven; formal proofs are available in (Pinosio, 2017). The analysis presented in this paper is related to the more general project of developing a formalization of Kant’s critical philosophy (Achourioti & van Lambalgen, 2011). A formal approach can shed light on the most controversial concepts of Kant’s theoretical philosophy, and is a valuable exegetical tool in its own right. However, we wish to make clear that mathematical formalization cannot displace traditional exegetical methods, but that it is rather an exegetical tool in its own right, which works best when it is coupled with a keen awareness of the subtleties involved in understanding the philosophical issues at hand. In this case, a virtuous ?hermeneutic circle? between mathematical formalization and philosophical discourse arises. (shrink)

We aim to show that Kant’s theory of time is consistent by providing axioms whose models validate all synthetic a priori principles for time proposed in the Critique of Pure Reason. In this paper we focus on the distinction between time as form of intuition and time as formal intuition, for which Kant’s own explanations are all too brief. We provide axioms that allow us to construct ‘time as formal intuition’ as a pair of continua, corresponding to time as ‘inner (...) sense’ and the external representation of time as a line Both continua are replete with infinitesimals, which we use to elucidate an enigmatic discussion of ‘rest’ in the Metaphysical foundations of natural science. [OPEN ACCESS TARGET ARTICLE WITH COMMENTARIES AND RESPONSE] We develop a new model of how human agency-detection capacities and other socio-cognitive biases are involved in forming religious beliefs. Crucially, we distinguish general religious beliefs (such as *God exists*) from personal religious beliefs that directly refer to the agent holding the belief or to her peripersonal time and space (such as *God appeared to _me_ last night*). On our model, people acquire general religious beliefs mostly from their surrounding culture; however, people (...) use agency-intuitions and other low-level experiences to form personal religious beliefs. We call our model the Interactive Religious Experience Model (IREM). IREM inverts received versions of Hyperactive Agency-Detection Device Theory (HADD Theory): instead of saying that agency-intuitions are major causes of religious belief in general, IREM says that general belief in supernatural agents causes people to seek situations that trigger agency-intuitions and other experiences, since these enable one to form personal beliefs about those agents. In addition to developing this model, we (1) present empirical and conceptual difficulties with received versions of HADD Theory, (2) explain how IREM incorporates philosophical work on indexical belief, (3) relate IREM to existing anthropological and psychological research, and (4) propose future empirical research programs based on IREM. In this review, we provide an overview of the dynamic changes within the microbiota and its metabolites that are implicated in establishing and maintaining gastrointestinal homeostasis during various stages of microbial colonization. The gradual conversion of the gut microbiota toward a mutualistic microbial community involves replacement of pioneer gut colonizers with bacterial taxa that are characteristic for the adult gut. An important microbial signature of homeostasis in the adult gut is the prevalence and activity of a diverse spectrum of bacterial (...) species that produce beneficial metabolites through metabolic interactions between microbial groups. Deciphering these microbial signatures and their metabolites that govern short and long‐term equilibrium, as well as imbalances in host‐microbial relationships, may provide novel diagnostic tools and/or therapeutic targets for specific disorders associated with intestinal dysbiosis and loss of homeostasis. So-called climate-ready GM crops can be of great help in adapting to a changing climate. Climate change, caused in great part by anthropogenic greenhouse gases released in the atmosphere since the industrial revolution by the developed world, is felt much stronger in the developing world, causing unexpected droughts and floods that will cause large harvest loss, leading to more hunger and malnutrition, rising death tolls and disease vulnerability. The current intellectual property regime (IPR) strikes an unfair balance between profit oriented (...) seed industry giants and low-acreage farmers. The biotechnology industry, mainly headquartered in the developed world, has started to patent new seed varieties, taking biomaterials from developing countries, with the claim, that they will be more tolerant to flood, drought, heat, and cold. Special sales contracts prohibit saving seeds from the harvest for the next season, thus forcing the farmers to buy them every season anew, which goes against traditional farming. Using a widely accepted concept of global justice, that tackles the fact that around 10% of the world's population profits from 90% of the earth's resources, and by taking into account the feasibility of a fair IPR, we will discuss three issues. First, an ethically acceptable IPR should prevent unjust and unfair assignments of property rights (e.g. patents) that completely ignore small-scale farmers inventiveness and efforts to save agrobiodiversity. As a second task, this regime should encourage globally a just distribution of the objects of innovation that are covered by patents. Third, such a regime should encourage innovations at a rate that is effective to cope with climate change. (shrink)

Executive function has become an important concept in explanations of psychiatric disorders, but we currently lack comprehensive models of normal executive function and of its malfunctions. Here we illustrate how defeasible logical analysis can aid progress in this area. We illustrate using autism and attention deficit hyperactivity disorder (ADHD) as example disorders, and show how logical analysis reveals commonalities between linguistic and non-linguistic behaviours within each disorder, and how contrasting sub-components of executive function are involved across disorders. We present a faithful axiomatization of von Mises' notion of a random sequence, using an abstract independence relation. A byproduct is a quantifier elimination theorem for Friedman's "almost all" quantifier in terms of this independence relation.

This reply to Oaksford and Chater’s ’s critical discussion of our use of logic programming to model and predict patterns of conditional reasoning will frame the dispute in terms of the semantics of the conditional. We begin by outlining some common features of LP and probabilistic conditionals in knowledge-rich reasoning over long-term memory knowledge bases. For both, context determines causal strength; there are inferences from the absence of certain evidence; and both have analogues of the Ramsey test. Some current work (...) shows how a combination of counting defeaters and statistics from network monitoring can provide the information for graded responses from LP reasoning.
