The paper deals with the enactivist approach to the problem of consciousness. The problem of consciousness is the problem of naturalistic explanation of phenomenal aspects of our experience. According to classical cognitive science, we can explain all mental states as functional, representational states. Many philosophers disagree with this view. They demonstrate that phenomenal qualities of conscious states cannot be understood in terms of mental representations. Contemporary debates about the nature of phenomenal qualities are the debates between representationalists and anti-representationalists. The (...) arguments proposed by anti-representationalists demonstrate the insufficiency of classical representational approach. But it doesn't mean that we should accept the existence of qualia - special nonrepresentational phenomenal properties. It is possible to defend representationalism by reconsidering the nature of mental representations. This article examines the transformation of the concept of mental representation in cognitive science over the last few decades. It demonstrates that the notion of representation in action discussed in enactivist theories can help us to provide the foundation for naturalistic understanding of conscious experience. (shrink)

The paper deals with the analysis of Block's notion of two kinds of consciousness: phenomenal consciousness and access consciousness. Following Block, it is argued that insufficient attention has been paid to phenomenal aspects of our mental life in contemporary philosophy of mind. And it is exactly due to these aspects the task of explanation of consciousness turns out to be the hard problem. But Block's approach to phenomenal consciousness has a number of disadvantages. First of all it allows epiphenomenalism. To (...) avoid negative consequences of epiphenomenalism Dennett's suggestion to consider the problem of phenomenal consciousness as the matter of "richness of content" and "degree of influence" is adopted in the paper. In accordance with his ideas it is proposed to consider phenomenal consciousness as informational processes that achieve certain level of complexity and integrity. (shrink)

This article analyzes the extended mind hypothesis that has been discussed during the past two decades following the article “The Extended Mind” by Andy Clark and David Chalmers. It examines the position of active externalism and notes the shortcomings of the arguments supporting this position as proposed by Clark and Chalmers. It is demonstrated that the cultural-historical psychology developed by Vygotsky represents an alternative means of substantiating the extended mind hypothesis. Interpreting Vygotsky’s position as “active social externalism,” the author contrasts (...) Vygotsky’s theory with the active externalism of Clark and Chalmers, as well as with the classical externalism advocated by Putnam and Burge, showing the advantage of Vygotsky’s approach. This advantage has been seen in the ability of Vygotsky’s active social externalism to avoid the problems faced by other externalist approaches to explaining the mind. (shrink)

To explain evaluation we need to take into account the perspective of an evaluator, we need to turn to phenomenological approach in moral theory. This is the approach proposed by John McDowell. According to him, we need to approach to the question ‘How to live right?’ via the concept of a virtuous person. To lendsupport to his views McDowell employs Wittgensteinean philosophy that could be a good basis for establishing moral phenomenology as a metaethical approach to moral phenomena. First of (...) all, introducing the notion of language-game we can provide a metaethical explanation of moral terms referring to roles they play in certain language-games. From this point of view there is no difference between moral terms and other terms. But understanding a language-game not just as a model of a certain kind of behavior formed by external observer, but as a form of life we can capture moral phenomena form within. The language-game considered as the form of life allows us to discern certain phenomena as moral ones. That is why trying to answer the question about right livingfrom the virtuous person perspective we should be involved in a language game that carves moral phenomena from the brute stuff of the world and forms a certain kind of sensitivity in us to these properties. Wittgensteinean philosophy also allows us to answer the question: how can mere knowledge of situation make us behave? Following Wittgensteinean ideas, we can present moral knowledge as something uncodifiable, which is exhibited in our everyday life, in our way of living and ‘going on doing the same thing’. It is impossible to understand this knowledge from the external point of view. To see how this knowledge can motivate someone, we need to capture the way the person appreciates a particular situation. (shrink)

The article comprises three parts. Part I contains an overview of the areas in the analysis of modern French philosophy that have been of the greatest relevance to Russian researchers over the last years. We conclude that numerous aspects of the French philosophical thought of the twentieth century are well represented in the research of Russian authors, who also point out the emerging trends in its development. Part II deals with the development of analytic philosophy in Russia within the framework (...) of such areas as “critique of bourgeois philosophy”, a purely ideological stand only nominally related to philosophy, logic, and the history of philosophy and theoretical research. Part III contains a periodization of the history of phenomenology in Russia, pointing out the most important achievements of the contemporary Russian scholars of phenomenology as well as their understanding of the essence, the problems, and the aims of phenomenological philosophy. Most of the core concepts of the Western philosophical tradition originate in antiquity. Yet boredom is strikingly absent from classical thought. In this philosophical study, Dmitri Nikulin explores the concept's genealogy to argue that boredom is the mark of modernity. Nikulin contends that boredom is a specifically modern phenomenon. He provides a critical reconstruction of the concept of the modern subject as universal, rational, autonomous, and self-sufficient. Understanding itself in this way, this subject is at once the protagonist, playwright, director, (...) and spectator of the staged drama of human existence. It is therefore inevitably monological, lonely, and alone, and can neither escape its own presence nor get rid of it. In other words, it is bored-and this boredom is the fundamental expression and symptom of the modern condition. Considering such thinkers as Descartes, Pascal, Kant, Kierkegaard, Kracauer, Heidegger, and Benjamin, Critique of Bored Reason places boredom on center stage in the philosophical critique of modernity. Nikulin also considers the alternative to the notion of the autonomous subject in the-nonbored and nonboring-dialogic and comic subject capable of shared existence with others. (shrink)

While Western political scientists have a variety of opinions on democracy and how its institutions could be improved, they almost never argue about the validity of democracy as a form of government. Of course, it would be unfair here to ignore the presence of an authoritarian streak in Western thought. Thomas Hobbes comes to mind most immediately. Yet the views of those thinkers with an authoritarian bent have become marginalized in present-day discourse; or, to be more precise, it is assumed (...) that their views on the importance of a strong government are irrelevant to the present. The assumption that a strong regime might be necessary in non-Western societies is thought to be the product of these authoritarian/totalitarian societies' elite classes—that is, a justification for imposing the power of the elite upon the people. The solution of the problem of the future random events truth is considered in Vasil’ev’s logic. N. A. Vasil’ev graded the logic according to two levels—the level of facts, i.e. time fixed events, and the level of notions or rules, governing these facts. The mathematical construction previously suggested for imaginary Vasil’ev’s logic, extends to the early variant of his logic—a logic of notions. In the paper, we investigate the meaning of problematic and uncertain assertions introduced by Vasil’ev. As a result, (...) we developed a model of Vasil’ev’s logic of facts that resolves also the truth problem of future random events. The imaginary logic has also been extended to the level of notions, and the law of the excluded eighth is gotten in it. The correspondence between Vasil’ev’s terms “some” and “all” and modern quantifiers is discussed. (shrink)

Safronov’s Nietzsche’s Political Economy is a pioneering appraisal of Nietzsche’s critique of industrial culture and its unfolding crisis. The author contends that Nietzsche remains unique in conceptualizing the upheavals of modern political economy in terms of the crisis of its governing values. Nietzsche scrutinises the norms which, not only preside over the unfathomable build-up in debt, the proliferation of meaningless, impersonal slavery and the rise of increasingly repressive social control systems, but inevitably set these precarious tendencies of modern political economy (...) on a collision course liable to culminate in an unprecedented human and environmental catastrophe. Safronov explores the core themes of Nietzsche’s political economy—debt, slavery, and the division of labour—with reference to the influential views of Adam Smith and Karl Marx, as well as against the backdrop of the Long Depression (1873–1896), the first truly international crisis of industrial capitalism, during which most of Nietzsche’s work was completed. -/- In Nietzsche’s assessment, modern political economy is predicated on the valuations that diminish humankind’s prospects and harm the planet’s future by consistently enfeebling the present, as long as there is profit to be made from it. Nietzsche’s critical insight, which challenges the most fundamental tenet of modern economics and finance, is that in order to build a stronger and intrinsically more valuable future in lieu of simply speculating on it, as though the liberal Promised Land could descend upon us like the manna from heaven at the wave of an invisible hand [of the market], it is necessary to walk from the future we dare to envisage resolutely back to the present we inhabit to determine what demands achieving such a vision would impose upon us, instead of embellishing the ‘here and now’ by cynically discounting the future to the [net] value of the present while disparaging, disowning and rewriting the past to unburden ourselves of its troubling legacy, as we continue to frivolously squander its capital to the alluring tunes of the ‘sirens who in the marketplace sing to us of the future’. The study provides an insight into the structural features of the famous VIII century Buddhist treatise Tattvasaṅgrāha by Śāntarakṣita with regard to the text’s main purpose ( prayojana ) as it is treated in Kamalaśīla’s commentary Pañjikā. Any text along with its referential (representational) function of conveying message - meaning to the addressee, or its expressive function, reflecting the author's attitude to what is communicated, also performs the ‘appellative’ function, encouraging the recipient of the message to act. This function which (...) could also be called praxiological was always significant in Indian text culture, since from the times of Veda-s it was embedded in its very core. This function is of paramount importance in the case of Indian religious and philosophical texts, whose main aim is to convince and transform the consciousness of their percipients. Along with linear models of message transfer, Sanskrit texts could demonstrate non-linear semantic structures, transmitting the main idea of the text indirectly. It is exactly how one should perceive the message of Śāntarakṣita’s Tattvasaṅgrāha according to the suggested by Śāntarakṣita’s prominent student Kamalaśīla in his Pañjikā -commentary to the treatise. He proposes to consider Tattvasaṅgrāha not as a thematically heterogeneous encyclopaedic or doxographic work, whose main objective is to refute different non-Buddhist views (as it is often treated by scholars now), but as a text, which by its very design exposes one of the most important Buddhist principles - the law of the dependent origination ( pratītyasamutpāda ). The themes, discussed in a number of the chapters of Tattvasaṅgrāha, indeed, appear to have direct correlation with the characteristics of pratītyasamutpāda given to it in Śālistamba-sūtra - an early Mahāyāna text, which explains this universal law. Kamalaśīla suggests looking at Tattvasaṅgrāha as at one big unit-sentence - mahāvākya, with the exposition of pratītyasamutpāda as its unitary purpose-meaning ( abhidheya ). In this context, the treatise functions as a praxiological tool for the ‘installing’ into the consciousness of the text’s addressee the knowledge of ‘true principles’ (tattva-s) of pratītyasamutpāda. This interpretation of the main message of the text raises also a question of the adequate translation of the name of the treatise into other languages, because, according to Kamalaśīla, ‘ Tattvasaṅgrāha’ means the ‘Assembly of Principles-(tattva’-s)’ which specify precisely pratītyasamutpāda (pratītyasamutpāda-viśeṣaṇāni tattvāni). In this paper we discuss the two-system framework, examine its strengths, point out a fundamental weakness concerning the unity of conscious experience, and then propose a new hypothesis that avoids that weakness and other related concerns. According to our strong emergence hypothesis, what emerges are not merely mental properties in specialized, distributed neural areas, but also a new, irreducibly singular entity that functions in a recurrent manner to integrate its mental properties and to rewire its brain. We argue that the (...) former function is suggested, in part, by the effects of anesthetics on sensory integration, and that the latter function is suggested by evidence garnered from the neuroscience of mindfulness, constraint-induced movement therapy for stroke, and neuroimaging data surrounding mental illness. We then discuss how our strong emergence hypothesis relates to the description and treatment of neuropsychiatric disorders. Finally, potential objections are addressed. (shrink)

We give an example of a simple ω-categorical theory such that for any finite set of parameters the corresponding constant expansion does not satisfy the PAPA. We describe a wide class of homogeneous structures with generic automorphisms and show that some natural reducts of our example belong to this class.

The thesis of instrumental convergence holds that a wide range of ends have common means: for instance, self preservation, desire preservation, self improvement, and resource acquisition. Bostrom contends that instrumental convergence gives us reason to think that "the default outcome of the creation of machine superintelligence is existential catastrophe". I use the tools of decision theory to investigate whether this thesis is true. I find that, even if intrinsic desires are randomly selected, instrumental rationality induces biases towards certain kinds of (...) choices. Firstly, a bias towards choices which leave less up to chance. Secondly, a bias towards desire preservation, in line with Bostrom's conjecture. And thirdly, a bias towards choices which afford more choices later on. I do not find biases towards any other of the convergent instrumental means on Bostrom's list. I conclude that the biases induced by instrumental rationality at best weakly support Bostrom's conclusion that machine superintelligence is likely to lead to existential catastrophe. (shrink)

The purpose of the study is to reveal the main actions of the major central banks during the COVID - 19 pandemic and their main impact on the world stock markets. The scientific novelty consists in identifying the key results of the impact of the pandemic in general and the restrictive measures of national governments, in particular, on the dynamics of the state of the stock markets of the world, namely, the level of decline in the main stock indexes of (...) the S &P 500, Dow Jones and NASDAQ. The measures taken by the central banks of the United States, Japan, England and other developed and developing countries of the world to provide financial assistance to commercial banks and other financial organizations related to the purchase of government bonds at a "zero" rate, targeting the yield of government bonds, reducing key rates and other measures are summarized. It is indicated that the influx of new private investors provided a great help to the stock market, for which many Central Banks introduced special programs and preferences. As a result, the main measures taken by the Central Bank of the Russian Federation to stabilize the financial situation in the country and the domestic stock market, in particular, are summarized. This book explores the major differences between the kinds of risk encountered in different sectors of industry - production and services - and identifies the main features of accidents within different industries. Because of these differences, unique risk-mitigation measures will need to be implemented in one industry that cannot be implemented in another, leading to large managerial differences between these broad economic sectors. Based on the analysis of more than 500 disasters, accidents and incidents - around 230 cases from the (...) production sector and around 280 cases from the service sector - the authors compare the risk response actions appropriate within different sectors, and establish when and how it is possible to generalize the experience of dealing with risks in any given industry to a wider field of economic activity. This book is mainly intended for executives, strategists, senior risk managers of enterprise-wide organizations and risk management experts engaged in academic or consulting work. By setting out clearly the sector differences in risk management, the authors aim to improve the practice of general risk assessment with regard to identifying and prioritizing risks, and of risk control with regard to planning appropriate mitigation measures. We study the class that consists of distributional problems which can be solved in average polynomial time by randomized algorithms with bounded error. We prove that there exists a distributional problem that is complete for under polynomial time samplable distributions. Since we use deterministic reductions, the existence of a deterministic algorithm with average polynomial running time for our problem would imply. Note that, while it is easy to construct a promise problem that is complete for, it is unknown whether contains (...) complete languages. We also prove a time hierarchy theorem for. We compare average-case classes with their classical counterparts and show that the inclusions are proper. (shrink)

Ambiguity affects decisions of people who exhibit a distaste of and require a premium for dealing with it. Do ambiguity-neutral subjects completely disregard ambiguity and react to any vague news? Online vending platforms often attempt to affect buyer’s decisions by messages like “20 people are looking at this item right now” or “The average score based on 567 reviews is 7.9/10”. We augment the two-color Ellsberg experiment with similarly worded signals about the unknown probability of success. All decision-makers, including ambiguity-neutral, (...) recognize and account for ambiguity; ambiguity-neutral subjects are less likely to respond to vague signals. The difference between decisions of ambiguity-neutral and non-neutral subjects vanishes for high precision signals; still less than 60% subjects choose the ambiguous urn, even for high communicated probabilities of success. We conjecture participants may discard information, if they see no contradiction between it and their prior beliefs, hence the latter are not updated. Higher confidence makes subjects more likely to discard the news, and empirically ambiguity-neutral subjects appear more confident than those ambiguity-averse. (shrink)

The recent surge of discoveries concerning the structural organization of nucleosomes, together with genetic evidence of highly specialized roles for the histones in gene regulation, have brought a renewed need for a detailed understanding of nucleosomal anatomy. Here we review recent structural advances leading to a new level of understanding of the nucleosome and chromatin fibre structure. We discuss the problems and challenges for existing models of chromatin structure and, in particular, consider how linker histones may bind within the nucleosome, (...) together with the implications of their association for the structure of the chromatin fibre.
