Timely, unbiased scientific advice is essential for effective public policy, but the system now operating in the United States is in a state of dangerous disrepair. The danger takes two forms. First, we are missing critical benefits in health, education, economic productivity, national security, and many other areas that more effective management of science could deliver. Second, we risk being overtaken by dangers that could have been avoided or for which we could have been much better prepared, given stronger support (...) for analysis. It is easy to say that all of these problems could be easily corrected with a few elections. But in fact the difficulties are deep and structural. It will not be easy to rebuild the apparatus of science and technical advice in a way that can serve the needs of twenty-first century America. The discussion that follows will review the history of science and technology policy advice and use the lessons learned to propose a practical path forward. Indeed, there are a number of practical paths forward that build on strategies that have proved to be effective in the past and structures already in place. (shrink)

Despite apparent political concern and action—often fuelled by high-profile cases and campaigns—legislative and institutional responses to image-based sexual abuse in the UK have been ad hoc, piecemeal and inconsistent. In practice, victim-survivors are being consistently failed: by the law, by the police and criminal justice system, by traditional and social media, website operators, and by their employers, universities and schools. Drawing on data from the first multi-jurisdictional study of the nature and harms of, and legal/policy responses to, image-based sexual abuse, (...) this article argues for a new joined-up approach that supports victim-survivors of image-based sexual abuse to ‘reclaim control’. It argues for a comprehensive, multi-layered, multi-institutional and multi-agency response, led by a government- and industry-funded online or e-safety organisation, which not only recognises the diversity of victim-survivor experiences and the intersection of image-based sexual abuse with other forms of sexual and gender-based violence and discrimination, but which also enables victim-survivors to reclaim control within and beyond the criminal justice system. Open-access datasets are being applied in the validation of the methods used in the original studies, leveraging studies for meta-analysis, or generating new hypotheses. To promote these goals, the ImmPort data repository was created for the broader research community to explore the wide spectrum of clinical and basic research data and associated findings. The ImmPort ecosystem consists of four components–Private Data, Shared Data, Data (...) Analysis, and Resources—for data archiving, dissemination, analyses, and reuse. To date, more than 300 studies have been made freely available through the ImmPort Shared Data portal , which allows research data to be repurposed to accelerate the translation of new insights into discoveries. René Char Spanish-born writer Jorge Semprun, in his memoir of deportation to Buchenwald, L'écriture ou la vie (1994), tells how (...) in spring 1945 he first came to read what is arguably René Char's first influential book of poetry, Seuls demeurent, and to recite on the liberated camp's assembly ground one of the keynote poems of the collection, "La liberté," as an emblem of his survival. Although Char had published several collections prior to World War II, Seuls demeurent was a major sign that something had changed in his poetry and politics, that he was about to entrer dans la carrière, to borrow the phrase that historian Olivier Wieviorka uses to describe the political and cultural ascension of French resisters in the postwar era. 1 A Gaullist officer, Marc, present at the liberation of Buchenwald in mid-April 1945, gave a copy of Seuls demeurent to Semprun, who had been deported for resistance activities in France. Semprun immediately felt that this book transcended what better-known writers had published from the late 1930s through early 1944, when he lost contact with a French literary scene he knew well (L'écriture, 79-87).Indeed, Seuls demeurent resonated so strongly in the post-Liberation years that it furnished a major reference point in Foucault's preface to his Folie et déraison (1961), where the philosopher links his own critique of social repression with Char's "Partage formel," the poetic sequence of aphorisms that concludes Seuls demeurent. Without mentioning his source (either poet or title of the poem), Foucault quotes from aphorism XXII, where Char praises the uncanny murmur he calls "étrangeté légitime," 2 and where we might hear the whispers of the Resister's legitimate revolt against repression as well as a legitimate strangeness or new self-assertive idiom within poetry. In Feuillets d'Hypnos, Char described, aphoristically more than anecdotally, his experience in the southern French Resistance. Introduction In Groundwork III and in the Critique of Practical Reason Kant famously asserted that “Freiheit und unbedingtes praktisches Gesetz weisen […] wechselsweise auf einander zurück.” Kant's thesis of the analyticity of freedom and practical reason was rejected by his prominent early readers. In the eighth of his influential Letters on Kant's Philosophy of 1786–1787, Karl Leonhard Reinhold argued that the identification of the will with practical reason excluded the possibility of ascribing freedom to immoral and amoral actions. Reinhold (...) proposed that free will consequently be defined in libertarian terms, as the free capacity to satisfy one of two fundamental drives at the expense of the other: either ‘den uneigennützigen Trieb’ equivalent to Kant's ‘Triebfeder der reinen praktischen Vernunft’, or ‘den eigennützigen Trieb’ equivalent to Kant's ‘Begierde und Neigungen’ or ‘Eigenliebe’. Most first-generation commentators followed Reinhold in rejecting Kant's assertion of an analytical relationship between freedom and practical reason, but several came out on the other side, denying freedom in order to secure the identity of will and practical reason. Leonhard Creuzer thus concurred with Reinhold that immoral conduct could not be imputed to the causality of pure reason, or by extension, to the rational agent, but then developed a theory of “transcendental fatalism” according to which immoral actions were the effects of forces from the realm of nature intervening upon, and outweighing, the force of the intelligible ground. Nearly a century later, Hermann Cohen dismissed libertarian freedom as incoherent in itself and as incompatible with autonomy. Across the channel Henry Sidgwick withheld judgment on the coherence of libertarian freedom, but he, too, claimed that such freedom is, at all events, incompatible with the causality of practical reason. More recently, Gerold Prauss has suggested that the perennial difficulties posed by Kant's account of the relationship between freedom and practical reason might be resolved by construing the relationship as a synthetic rather than analytic one. Can Newman be classified as an “historian”? On the one hand, Newman did not adhere to, indeed cared very little for, modern scientific methods of empirical research; he detested the cold, clinical nature of German intellectualism of the mid-ninetheenth century. On the other hand, Newman’s historical investigation relied upon conservative methods of historical research: the use of original sources and the rules of historical criticism; his techniques were self-taught, but they were adequate to meet the historical standards of his times. He noted that the unity of things, long guaranteed morally by the teachings of Christianity and scientifically by the Newtonian world-view, was being challenged by a newer vision of things that found only incomprehensible multiplicity at the root (...) of the world: What happened if one dropped the sounder into the ab yss-let it go-frankly gave up Unity altogether? What was Unity? Why was one to be forced to affirm it? Here every body flatly refused help.... [Adams] got out his Descartes again; dipped into his Hume and Berkeley; wrestled anew with his Kant; pondered solemnly over his Hegel and Scho penhauer and Hartmann; strayed gaily away with his Greeks-all merely to ask what Unity meant, and what happened when one denied it. Apparently one never denied it. Every philosopher, whether sane or insane, naturally af firmed it. I Adams, then approaching with heavy pessimism a new century, felt instinc tively that, were one to attack the notion of unity, the entire edifice of human knowledge would quickly collapse. Any convincing theory of self-awareness must do the following: (a) avoid what Henry terms “ontological monism” (OM), the belief that there is only one kind of awareness, namely, object-awareness; for as long as we stick to OM, we remain wedded to the reflection theory of self-awareness and its well-known difficulties (the infinite regress being the worst). And, (b) account for the concrete personal facts about self-awareness: familiarity, unity, identity, etc. First, I go through the tradition, starting with Descartes, of (...) accounts of self-awareness which fail to satisfy constraint (a). Second, I discuss the standard solution to the problem of self-awareness found in Sartre’s pre-reflective self. I argue that Sartre’s pre-reflective self contains a residue of the bias of “ontological monism,” therefore satisfying neither (a) nor (b). Third, I suggest an alternative in Kant’s transcendental subject, which possesses self-awareness independently of a cognitive attitude in the traditional sense of object-intentionality, and thereby intimates the beginnings of a phenomenology of the invisible. This dissertation examines the problem of self-awareness with respect to the phenomenological tradition. The problem of self-awareness concerns whether or not the self, the condition of the possibility for experience, can itself be experienced. Unlike Kant, phenomenology must answer this question in the affirmative, but it cannot hold that the self knows itself via an intentional act in the way that it knows other objects in the world. A solution to the problem requires the articulation of an alternative account of (...) awareness that makes possible a description of the self's self-apprehension independently---but not to the exclusion---of intentionality. Any solution to the problem of self-awareness, then, requires: a broadening of the scope of awareness to include epistemic and non-epistemic modes of manifestation beyond the critique of ontological monism, i.e., the disposition in western philosophy that holds there is only one form of awareness, namely object-awareness; an account of the passive, non-epistemic modes of self-givenness found in subjectivity's temporal and bodily modes of givenness; an account of the relation between self- and hetero-affection that marks an immanence, or self-awareness in transcendence; an illustration of that the closing chapter provides by examining subjectivity's moods and emotions as experiences of the world where the self's temporal flow and bodily experience transcends without losing self-awareness or reducing to object-awareness. The author appeals to the work of Descartes, Kant, Husserl, Heidegger, Sartre, Merleau-Ponty and Michel Henry, as well as that of the contemporary phenomenologist, Dan Zahavi, in order to address and support the above criteria. Kelly had wanted to sing the tune of Norman Cantor’s recent book on nineteenth- and twentieth-century medievalists, he could have called his study “Inventing Tragedy.” (...) However, besides a certain revisionistic attitude, there are no correspondences between the hasty, essayistic Inventing the Middle Ages (1991) and the scholarly, thoroughly philological Ideas and Forms of Tragedy. Where Cantor attempts to convince his readers that the various critical appropriations of the Middle Ages say more about the cultures of their modern reinventors than about the subject of their researches, Kelly is positive that sound source study and textual criticism can provide secure data for a more accurate application of perhaps the most famous of all genre terms to respective historical authors and individual plays. Thus, Kelly considers his book to be a necessary critical corrective of faulty and preconceived (modern) ideas about classical and medieval notions of tragedy. His methodological insistence on a purely philological investigation is responsible for some of the [End Page 253] outstanding virtues of this investigation such as authority, exactitude, and scholarliness; at the same time it is also the cause for the omission of questions essential to a study which purports to present an account not only of the forms but also the “ideas” of tragedy from classical antiquity through late medieval times.Chapters one and two examine various ideas and practices associated with tragedy in ancient Greece and Rome. This concise survey should become assigned reading for students of literary drama because it debunks the belief that the term tragedy conjures up a uniform idea, one that has been relatively constant throughout the ages and that can be attributed to Aristotle’s discussion of the best kind of tragedy in his Poetics. Kelly demonstrates how Aristotle’s broad definition of the term (any serious story, even with a happy ending) was transformed in late antiquity to mean a story ending in irremediable misfortune.Chapter three studies the semantic shifts the word tragedy underwent in the early Middle Ages. Kelly establishes convincingly that the various early medieval lexicographers and commentators (the most intriguing discussions include Isidore of Seville, Remigius of Auxerre, and Papias) knew much less about tragedy and had a much less unified idea of tragedy than is assumed by many modern-day scholars of drama. A vague knowledge of the genre also characterizes the twelfth century (chapter four), when—with the exception of John of Salisbury—creative mélanges of authentic classical traits and postclassical distortions dominated.The fifth chapter demonstrates that most commentators in the high Middle Ages, despite the reception of Aristotle directly from the Greek or through Arabic intermediaries, vary widely on the meanings they attach to the word “tragedy.” Most of them, such as John Garland, even consider it an empty, obsolete genre, one practiced only by very few poets of classical antiquity. Only Dante Aligheri believed that tragedy was a current genre and that he had made his contribution to it.The study concludes by surveying the developments in fourteenth- and fifteenth-century England, France, Italy, and Spain. Kelly argues that in spite of the greatly increased currency of ideas of tragedy in the later Middle Ages, other genres (vitae of famous men or saints, exempla, complaints) negotiated stories of disaster and death. While he rightly states that medieval vitae, exempla, and planctus all do without discussions of the empathic sorrow for the misfortune of others which characterizes Aristotle’s (and Chaucer’s) ideas of tragedy, his exclusively philological approach—one concerned with sources and textual traditions but not with society or mentalities—makes him circumnavigate essential deliberations about the causes for these conspicuous medieval notions.
