Problem Statement. The process of global evolution has entered the Anthropocene. This fact has almost simultaneously generated two cardinal, inseparable imperatives in the rapidly changing ideological and outlook basis of modern civilization. Firstly, the feeling that the new geological epoch also requires fundamentally new algorithms guiding practical activity and its theoretical comprehension, justification in all spheres of political reality, with inevitable exit to the level of international relations and geopolitics. Secondly, the content of the categories of ANTHROPOCEN and (GLOBAL) CRISIS (...) overlap so diversely and widely that they form an almost inseparable logically and mentally amalgam. The purpose of this publication is to reveal the political aspects of the integration of new biopolitical issues into the life of modern society. The content of the term biopolitics is currently not formalized in a definitive form. In our concept, biopolitics is defined as the processes of implementing biopower, that is, the ability (direct or indirect) of the power structures of society to control and manipulate the performance of the biological functions of certain individuals. Based on a combination of methods of conceptual, discursive and evolutionary-anthropological analysis (the concepts of evolutionary strategy and cultural-ecological niche), possible scenarios for the future development of the political process at the domestic and international levels are identified. The mechanism of transbipolitical transition – the inclusion of civilizational and biological evolution in the political process – is investigated. The conclusion formulates the content of the category “transbiolitics” as the main element of rationalization of the global-evolutionary process in the globalizing world. Transbiolitics in our understanding is an international political problematic related to the rationalization of the global evolutionary process. Technologization of the global evolutionary process, the choice of implemented technological projects and forms of their institutional support is determined primarily by geo- and biopolitical motivation of local elites and humanitarian and other convergent technologies available to them. Topicality of the research topic. As a result of the COVID-19 pandemic, there is an increase in the instability of the structure of ecosocial systems. Technological innovations have led to a sharp deterioration in natural social ecodynamics. The aim of the research is the conceptual modeling of the proliferation of biopolitics from the social sphere to the field of international relations with the subsequent transformation into a systemic factor of the global evolutionary process. Research methods and results. The model is (...) based on our previously proposed concept of a three-module stable evolutionary strategy of technogenic civilization. In relation to the triple spiral of anthropo-socio-technogenesis, i.e., the historical development of the cultural-ecological niche of Homo sapiens, constructed by him, this means the following. Periods of stable progressive growth of evolutionary and civilizational success are replaced by periods of various scales crisis, up to civilizational or even biological-evolutionary singularity. During the crisis, the importance of the political factor increases sharply, and over the past 50 years, this primarily relates to the field of biopolitics. The regional differentiation of the biopolitical sphere reconstruction during the fight against the pandemic will inevitably complicate international relations not only between regions that belong to different cultural and civilizational types. Probably less so, the same problems will affect the reconciliation of differences caused by geopolitical, interethnic, religious and even economic (competition) reasons. The first phase of the adaptive civilizational response is to reduce the degree of connection between the individual socio-cultural elements of modern civilization, i.e., slowing down the globalization process and intensifying interregional conflicts of various contents. In particular, such contradictions will be most acute in the post-Soviet geopolitical space, where the conditions of the civilizational rift are imposed on the conflicts of the transition period. Due to the specifics of modern high technologies, the process will enter the phase of global socio-techno-ecological self-developing systems reconstruction, which includes man as its element. And the obvious conclusion will be the transition of the development of biopolitical issues to a new, no longer international, but global-evolutionary level. In our understanding, transbiopolitics is a political issue related to the rationalization of the global evolutionary process. The latter will become a bearing element of the global process of evolution of the noosphere with the subsequent complication and increase of cohesion between separate sociocultural types which are a part of system of the modern globalizing civilization. Purpose. Our study aims at developing a conceptual model of transdisciplinary synthesis of philosophical-anthropological, sociopolitical and epistemological aspects of co-evolution of the scientific and technical designs of High Hume class and the socio-cultural / political context in the process of anthropo-socio-cultural genesis. The relevance of the topic is justified by the technologization of all spheres of human existence and the emergence of High Hume class technologies, which can be called technology-driven equally. As a result, the concepts of "bio-power" and "biopolitics" (...) have become ones of the most frequently mentioned in modern philosophical and anthropological discourse and attract increasing attention of philosophers, sociologists, and, in the last decadecades, experts in the field of practical political science and economics (Foucault, Agamben, Žižek, Kebnik, Nadesan, etc.). Theoretical basis. It is problem-theoretical research; We synthesize the results of our publications in recent years. We proceed from the fact that the main question of the informational phase of the development of a technogenic civilization lies in the rationalization and technologization of the evolutionary process, i.e. in the removal of the fundamental ontological antinomy “Evolution versus Reasonable Design”, as a result for modern neoliberal political democracy, biopower and its theoretical understanding (biopolitics) are effective tools and technologies to form of optimal trends of the global evolutionary process, in the framework of this ideological system. We have chosen the comparative conceptual analysis combining with the results of the content analysis of Web publications by the main method of the study. Originality of the research is in the fact that the central core of such a model is the use of a conceptual and terminological apparatus for describing the mechanisms of the progressive evolution of complex systems, known as the “triple spiral” by Ledeisdorf-Itskovich. This allowed us to integrate the bio-power phenomenon into the general scheme of a stable evolutionary strategy of a technogenic civilization. The conclusions. We justified the transformation of biopolitics into the main factor in the global evolution of self-organizing human-sized systems, including the biosphere as a whole. This is achieved through the creation of a specific (bio) ethical system of imperatives and the activities of individuals in relation to themselves and other agents of social actions. Bioethics with a trail of associated conceptual areas (biosociology, bioeconomics, biohistory, etc.) turned out to be the only rationalized regulator of the process of biological and sociocultural evolution. The triple spiral biotechnology – bioeconomy – bioenergy as the material substance of the life of technological civilization is reflected in the ideal world as a triad of bioethics – biosociology – biopolitics. Both triads form closed cycles of evolutionary transformations that transmit and amplify the initial momentum of transformations on each other through a cascade mechanism with positive feedback. Stable evolutionary strategy of Homo sapiens (SESH) is built in accordance with the modular and hierarchical principle and consists of the same type of self-replicating elements, i.e. is a system of systems. On the top level of the organization of SESH is the superposition of genetic, social, cultural and techno-rationalistic complexes. The components of this triad differ in the mechanism of cycles of generation - replication - transmission - fixing/elimination of adoptively relevant information. This mechanism is implemented either in accordance (...) with the Darwin-Weismann modus, or according to the Lamarck modus, the difference between them is clear from the title. The integral attribute of the system of systems including ESSH is the production of evolutionary risks. The sources of evolutionary risk for stable adaptive strategy of Homo sapiens are the imbalance of (1) the intra-genomic co-evolution (intragenomic conflicts); (2) the gene-cultural coevolution; (3) the inter-cultural co-evolution; (4) techno-humanitarian balance; (5) intertechnological conflicts (technological traps). At least phenomenologically the components of the evolutionary risk are reversible, but in the aggregate they are in potentio irreversible destructive ones for bio-social, and cultural self-identity of Homo sapiens. Problem Statement. In modern conditions the reconstruction of self-developing socio-technological- ecological systems, which include man as its element, is actualized. The result of such a construction will be the management of the value of technogenic risk in its biological, social and civilizational forms. And the obvious consequence will be the transition of the development of biopolitical problems to a new, no longer international, but global-evolutionary level. The theory and practice of such a reconstruction can be designated by the category of (...) “Transbiolitics,” which implies the political institutionalization of “ecological re整ection. The article is a logical continuation of our previous publication devoted to the analysis of the transformation of the political process into the main factor of global evolution and the biopolitical transformation of the geopolitical landscape. The purpose of this paper is to create a general sketch of the con散guration of the main trends of the coevolutionary interaction of biological, sociocultural and techno-rationalist modules of the stable evolutionary strategy of the technogenic civilization in the space of bio- and geopolitical connotations of international relations. Based on a combination of methods of conceptual, discursive and political-anthropological analysis (in the context of transbiolitical paradigm) the content of the category “Transbiolitical Chronotope” is revealed: a geopolitically di䍕erentiated set of socio-cultural vectors of modern civilization evolution. In other words, the trans-biopolitical chronotope determines the direction of inclusive technological transformation of both cultural and ecological niche and the biosocial nature of man. The general conclusion/prognosis can be reduced to two theses. Firstly, transbiolitics, formed in a di䍕erentiated cultural-civilizational context, is currently being integrated into the general political process, partially replacing and partially intertwining with geopolitical doctrines in the sphere of international relations. The COVID-19 crisis has not only ontological roots but also epistemic ones too; its cause lies in the main evolutionary trends in the development of science as a social institution. And only then the epistemic factors were transformed into existential-ontological ones, connected with the very existence of civilization and our biosocial nature. The way out of the crisis is the unalterable development of all sectors of technologies of controlled evolution. As a result, biopolitics extends the sphere of competence to interstate (...) and interethnic relations, becomes transbiopolitics, ie a global geopolitical factor responsible for the preservation of humanity and its self-identity. The coronavirus pandemic, like other manifestations of the civilization crisis, is politically generated by globalization. The same consequences of globalization contribute to the fragmentation of the geopolitical space and the inhibition of the actual globalization process. the pandemic scale of the crisis immediately brought biopolitics to the level of a systemic factor in interstate relations in both formal and substantive aspects. The studies of Svante Pääbo, Nobel Laureate in Physiology or Medicine in 2022 are analyzed in two aspects: firstly, as the most striking example of the evolutionary transformation of classical scienceinto the so-called post-academic (techno)science and, secondly, as an element of the so-called "biopolitical turn" in the socio-humanitarian and political knowledge of technological civilization and, in particular, in the concept of "civil society".

The new phase of science evolution is characterized by totality of subject and object of cognition and technology (high-hume). As a result, forming of network structure in a disciplinary matrix modern are «human dimensional» natural sciences and two paradigmal «nuclei» (attraktors). As a result, the complication of structure of disciplinary matrix and forming a few paradigm nuclei in modern «human dimensional» natural sciences are observed.

The theory of evolution of complex and comprising of human systems and algorithm for its constructing are the synthesis of evolutionary epistemology, philosophical anthropology and concrete scientific empirical basis in modern (transdisciplinary) science. «Trans-disciplinary» in the context is interpreted as a completely new epistemological situation, which is fraught with the initiation of a civilizational crisis. Philosophy and ideology of technogenic civilization is based on the possibility of unambiguous demarcation of public value and descriptive scientific discourses (1), and the object and (...) subject of the cognitive process (2). Both of these attributes are no longer valid. For mass, everyday consciousness and institutional philosophical tradition it is intuitively obvious that having the ability to control the evolutionary process, Homo sapiens came close to the borders of their own biological and cultural identity. The spontaneous coevolutionary process of interaction between the «subject» (rational living organisms) and the «object» (material world), is the teleological trend of the movement towards the complete rationalization of the World as It Is, its merger with the World of Due. The stratification of the global evolutionary process into selective and semantic (teleological) coevolutionary and therefore ontologically inseparable components follows. With the entry of anthropogenic civilization into the stage of the information society, firsty, the post-academic phase of the historical evolution of scientific rationality began, the attributes of which are the specific methodology of scientific knowledge, scientific ethos and ontology. Bioethics as a phenomenon of intellectual culture represents a natural philosophical core of modern post- academic (human-dimensional) science, in which the ethical neutrality of scientific theory principle is inapplicable, and elements of public-axiological and scientific-descriptive discourses are integrated into a single logic construction. As result, hermeneutics precedes epistemology not only methodologically, but also meaningfully, and natural philosophy is regaining the status of the backbone of the theory of evolution – in an explicit form. The coronavirus pandemic, like its predecessors - AIDS, Ebola, etc., is evidence of the evolutionary instability of the socio-cultural and ecological niche created by mankind, as the main factor in the evolutionary success of our biological species and the civilization created by it. At least, this applies to the modern global civilization, which is called technogenic or technological, although it exists in several varieties. As we hope to show, the current crisis has less ontological as well as epistemological roots; its (...) reason lies in the main evolutionary trends in the development of science as a social institution. It was only later that epistemological factors were transformed into existential-ontological factors associated with the asymmetry of the existence of civilization and our biosocial nature. The perception or ignorance of a risk factor as a real fact is determined by the presence or absence of knowledge about it. In other words, risk is the result of the integration of the corresponding ontological concept into the general categorical structure. The plurality of such structures is a hallmark of multidisciplinary ontologies, each of which is associated with its own factual continuum. The aim of this study was to conceptually model for support relativistic parameter of evolutionary efficiency of stable evolutionary human strategy (SESH) in its techno-rationalistic module. Summary. The prerequisites of this study have three interwoven sources, the natural sciences and philosophical and socio-political ones. They are trends in the way of being of a modern, technogenic civilization. The COVID-19 pandemic caused significant damage to the image of the omnipotent techno-science that has developed in the mentality of this sociocultural type.Our goal was to study the co-evolutionary nature of this phenomenon as a natural consequence of the nature of the evolutionary strategy of our biological species. Technological civilization (...) as a cultural-civilizational type is one of the evolutionary options of Homo sapiens, the ontological basis of which is a stable evolutionary strategy (SESH). The latter is capable to spontaneous development and is consisting from biological, sociocultural, and techno-rationalistic modules. Evolutionary risks inextricably linked with it. At present, humankind has entered an era when its existence should be ensured by the meta-system engineering of its own cultural and ecological niche. By such artificially created elements, it implies the design and implementation of ecological systems of various levels of complexity, from the design of elements of such systems (which are biological individuals, populations and species) to the design of a global ecological system (biosphere). At the same time, there is a sharp jump in the value of anthropogenic and technological risk due to a sharp increase in the instability of the structure of ecological systems. We are witnessing a third wave of breaking and reconstruction of the existing relations between the elements of such systems after the Neolithic revolution and great geographical discoveries. Technological innovations led to sharp violations of normal social ecodynamics, leading to outbreaks of new infections, in particular. Theuncontested development of all sectors of controlled evolution technology is the way out of the last such crisis and the prevention of similar ones in the future. There are global nature of the organization of modern technological civilization and the transformation of the biosphere not so much into the noosphere (according to Vernadsky) but into the technosphere that determines the effect of a cascade reaction: any local co-adaptive conflict between elements of a cultural, socio-ecological niche tends to turnglobal and systemic problems. The concept based оn the principle of evolutionary complementarity of anthropogenesis: value of evolutionary risk and evolutionary path of human evolution are defined bу descriptive (evolutionary efficiency) and creative-teleological (evolutionary correctness) parameters simultaneously, that cannot bе instrumental reduced to others ones. Resulting volume of both parameters define the vectors of blological, social, cultural and techno-rationalistic human evolution Ьу two gear mechanism genetic and cultural co-evolution and techno-humanitarian balance. The resultant each of them сап estimated Ьу the ratio of socio-psychological predispositions of humanization / dehumanization in mentality. Explanatory model and methodology of evaluation of creatively teleological evolutionary risk component of NBIC technological complex is proposed. Integral part of the model is evolutionary semantics (time-varying semantic code, the compliance of the blological, socio-cultural and techno-rationalist adaptive modules of human stable evolutionary strategy). It is seem necessary to make three clarifications. First, logical construct, “evolutionary metaphysics” contains an internal contradiction, because it unites two alternative explanatory models. “Metaphysics”, as a subject, implies deducibility of the process from the initial general abstract principle, and, consequently, the outcome of the development of the object is uniquely determined by the initial conditions. Predicate, “evolutionary”, means stochastic mechanism of realizing the same principle by memorizing and replicating random choices in all variants of the post-Darwin paradigm. In philosophy, random choice corresponds to the category of “free will” of a reasonable agent. In evolutionary theory, the same phenomenon is reflected in the concept of “covariant replication”. Authors will attempt to synthesize both of these models in a single transdisciplinary theoretical framework. Secondly, the interpretation of the term “evolutionary (adaptive) strategyˮ is different from the classical definition. The difference is that the adaptive strategy in this context is equivalent to the survival, i.e. it includes the adaptation to the environment and the transformation (construction) of the medium in accordance with the objectives of survival. To emphasize this difference authors used verbal construction “adaptiveˮ (rather than “evolutionaryˮ) strategy as more adequate. In all other cases, the two terms may be regarded as synonymous. Thirdly, the initial two essays of this series were published in one book in 2012. Their main goal was the development of the logically consistent methodological concept of stable adaptive (evolutionary) strategy of hominines and the argumentation of its heuristic possibilities as a transdisciplinary scientific paradigm of modern anthropology. The task was to demonstrate the possibilities of the SESH concept in describing and explaining the evolutionary prospects for the interaction of social organization and technology (techno-humanitarian balance) and the associated biological and cultural mechanisms of the genesis of religion (gene-cultural co-evolution). In other words, it was related to the sphere of cultural and philosophical anthropology, i.e. to the axiological component of any theoretical constructions describing the behavior of self-organizing systems with human participation. In contrast, the present work is an attempt to introduce this concept into the sphere of biological anthropology and, consequently, its main goal is to demonstrate the possibility of verification of its main provisions by means of procedures developed by natural science, i.e. refers to the descriptive component of the same theoretical constructions. The result of this in the future should be methods for assessing, calculating and predicting the risk of loss of biological and cultural identity of a person, associated with a permanent and continuously deepening process of development of science and technology. Taking up Aquinas’s conception, Suárez considers that the demonic nature is irredeemably corrupt and obstinate in evil. This study used a partial least squares structural equation modelling (PLS-SEM) to estimate curriculum management's direct and indirect effects on university graduate programmes' viability. The study also examined the role of institutional effectiveness in mediating the nexus between the predictor and response variables. This is a correlational study with a factorial research design. The study's participants comprised 149 higher education administrators (23 Faculty Deans and 126 HODs) from two public universities in Nigeria. A structured questionnaire designed by the researchers was (...) used for data collection. The questionnaire was duly validated with an acceptable scale and item content validity indices. The dimensionality of the instrument was determined using exploratory factor analysis (EFA). Convergent validity was based on Average Variance Extracted (AVE), whereas discriminant validity was based on Fornell-Lacker criteria and the Hetero-Trait Mono-Trait (HTMT) ratio. Acceptable composite reliability estimates of internal consistency were reached for the three sub-scales. Following ethical practices, the questionnaire was physically administered to respondents and retrieved afterwards. Smart PLS (version 3.2.9) and SPSS (version 26.0) programs were used for all the statistical analyses. This study uncovered significant direct and indirect effects of curriculum management on the viability of graduate programmes. Institutional effectiveness significantly impacted graduate programmes’ viability while mediating the nexus between curriculum management and graduate programmes’ viability. Curriculum management and institutional effectiveness jointly explained a significant proportion of graduate programmes’ viability variance. The result of this study proved that graduate programmes’ viability depends, to a great extent, on how much curriculum is managed and how effective institutions are with their services. The result of this study can enable institutions seeking to run viable graduate programmes to re-evaluate their curriculum management practices and the effectiveness of their services. (shrink)

This is an introduction to proofs book for the course offering a transition to more advanced mathematics. It contains logic, sets, functions, relations, the construction of rational, real and complex numbers and their properties. It also has a chapter on cardinality and a chapter on counting techniques. The book explains various proof techniques and has many examples which help with the transition to more advanced classes like real analysis, groups, rings and fields or topology.

Crosslinguistically, the same modal words can be used to express a wide range of interpretations. This crosslinguistic trend supports a Kratzerian analysis, where each modal has a core lexical entry and where the difference between an epistemic and a root interpretation is contextually determined. A long-standing problem for such a unified account is the equally robust crosslinguistic correlation between a modal’s interpretation and its syntactic behavior: epistemics scope high (in particular higher than tense and aspect) and roots low, a fact (...) which has led to proposals that hardwire different syntactic positions for epistemics and roots (cf. Cinque’s hierarchy). This paper argues that the range of interpretations a modal receives is even more restricted: a modal must be keyed to certain time-individual pairs, but not others. I show that this can be captured straightforwardly by minimally modifying the Kratzerian account: modals are relative to an event—rather than a world—of evaluation, which readily provides a time (the event’s running time) and (an) individual(s) (the event’s participants). I propose that this event relativity of modals can in turn explain the correlation between type of interpretation and syntactic position, without stipulation of an interpretation-specific height for modals. This article is an attempt to give a mathematical model to the concept of method in the frame in the general theory of action, called Praxeology.

In this paper the author discusses Peter Fitzpatrick's conception of deliberative politics (Fitzpatrick 2001), defining him as both a moderate optimist and a sceptic. For Fitzpatrick the deliberation is a process intrinsically incomplete; the law shows and compensates for the limits of deliberative politics and gives the political decision its legitimate form. Starting from Fitzpatrick's position, the author dwells, in particular, upon the relationship between law and deliberative decision making in politics showing that the essential question is how to handle (...) deliberative discussion and not what the limits that law posits to deliberation are. Therefore he stresses that the success of deliberation depends not only on sound procedure, but, rather on political convictions, the belief in practical reason and a sense of community and proportionality (in other words, the spirit of democratic government and a critical public opinion) which play a decisive role in deliberative processes. This paper discusses the interaction of aspect and modality, and focuses on the puzzling implicative effect that arises when perfective aspect appears on certain modals: perfective somehow seems to force the proposition expressed by the complement of the modal to hold in the actual world, and not merely in some possible world. I show that this puzzling behavior, originally discussed in Bhatt (1999, Covert modality in non-finite contexts) for the ability modal, extends to all modal auxiliaries with a circumstantial modal (...) base (i.e., root modals ), while epistemic interpretations of the same modals are immune to the effect. I propose that implicative readings are contingent on the relative position of the modal w.r.t. aspect: when aspect scopes over the modal (as I argue is the case for root modals), it forces an actual event, thereby yielding an implicative reading. When a modal element scopes over aspect, no actual event is forced. This happens (i) with epistemics, which structurally appear above tense and aspect; (ii) with imperfective on a root modal: imperfective brings in an additional layer of modality, itself responsible for removing the necessity for an actual event. This proposal enables us to solve the puzzle while maintaining a standardized semantics for aspects and modals. (shrink)

How do children learn the meanings of propositional attitude verbs? We argue that children use information contained in both syntactic distribution and pragmatic function to zero in on the appropriate meanings. Specifically, we identify a potentially universal link between semantic subclasses of attitude verbs, their syntactic distribution and the kinds of indirect speech acts they can be used to perform. As a result, children can use the syntax as evidence about the meaning, which in turn constrains the kinds of pragmatic (...) enrichments they do and do not make in understanding these verbs in conversation.
