Examines how liberal society enables racism and other forms of discrimination.

In this essay, I consider how to conceptualize “diasporic” subjects, namely those whose identities and homes cannot be easily attributed, with regard to the political and racial dynamics of intra-group tensions, alliances, and divergences of interest. These concerns are important relatives to topics that Critical Race Theorists and Critical Race Feminists have readily addressed, such as the war on terror, the not-so-gradual erosion of dignity and rights protections accorded to non-citizens, and the increasing antagonism, surveillance, and brutality toward Latino and (...) Muslim migrants. As such, the former issues should become central concerns for Critical Race Theorists. In what follows, I want to introduce a framework called “interstitiality” as a way to address them. (shrink)

This essay explores some of the elements by which Muslim women who wear the hijab in the United States are managed so as to produce and distinguish "unruly" from "good" Muslim female citizens within the context of American liberation. Unlike the French state, which has regulated both the hijab and niqab through national legislation, the American liberal framework utilizes a laissez-faire approach, which relies on a range of public and private institutions to determine acceptable public presentations of the liberal female (...) subject. I refer to this form of management as "neoliberalism." Neoliberalism management works in conjunction with popular political discourses and domestic events in ways that alternately contract and expand the boundaries that allow "suitable Muslim women" in the public sphere. The veil has remained controversial in the US since 9/11, yet it has not been subject to explicit regulation. Beginning with a court case in which a Muslim woman is banned from the courtroom for refusing a judge’s order to remove her niqab, I explore the ways in which the judge’s order resembles a demand for transparency. Transparency as a norm, a mode of discourse, and a kind of comportment betrays the explicit ethos of secular-liberal political norms and practices as (...) being purely procedural. Drawing on early immigration law, the PATRIOT Act, and other laws, I argue that transparency is a demand for “unfamiliar” strangers to present themselves as familiar, or at least, as unthreatening to the dominant, homogenous population—not merely through sincerity and collegiality, but through submission and obedience. The demand for transparency is also often an impossible demand for a gendered racial and cultural recomportment, that is, to transform oneself into someone familiar—a neutral, vaguely feminist, liberal subject. I conclude that transparency remains in excess of liberal political and civic culture’s explicit scope. (shrink)

Paul Taylor’s essay ‘Black Reconstruction in Aesthetics,’ explores the questions of what reconstruction in aesthetics means. He asks how reconstruction, as a program for the post-bellum Southern United States, took up certain kinds of racially inclusive agendas even as it remained myopic to fundamental, seemingly insurmountable racial, racist, sentiments. I turn to his book to illuminate some of the myopias and seemingly intractable racisms that he seems to refer to in the essay, and then return to his essay, where he (...) answers some of those questions. I argue that he is correct in his analysis. I turn to several critics’ responses of the film Moonlight, which received rave reviews, to illustrate the point that there are similar sentiments in other current seemingly progressive contexts. In this article, I explore Namita Goswami’s Subjects That Matter. Goswami has laid out an extensive excavation of the variety, depth, and breadth of antagonistic encounters between the Western world and subaltern subjects. I am interested in Goswami’s take on the production of the unknowable women of color who are constructed either as good wives, animate objects without wills of their own, or transgressors of the genre of producing women of color as oppressed. I argue that the question of heterogeneity (...) already assumes the very thing that is under question: to presuppose heterogeneity is already to presuppose its limit conditions—to already understand what difference looks like, which could preempt the possibility of infinite, or indefinite iterations. The irony is that we run the risk of assuming the very thing that we are trying not to presuppose, anticipate, or cordon off. Moreover, I question whether it is possible to encounter deep radical differences in any way other than antagonistically, since the unknown, from experience, is assumed to threaten. (shrink)

Drawing on Heidegger and Foucault, I argue that we need to understand race as a technology. Race has three technological dimensions: instrumental, naturalizing, and concealment. Through this understanding, I hope to bridge two discourses that appear disconnected: Race as Color, Blood, and Genealogy (RC), which sees race as phenotypical or biological, and eclipses a discussion of political power, and Political Othering (PO), which eclipses race in its accounts of political ostracization. Finally, the implications of thetechnology of race can be understood (...) by turning to Heidegger’s notion of Enframing, Foucault’s notion of the racist state, and Benjamin’s articulation of the inherent violence of law. In this dissertation, I argue that the concepts of work and labor have been shaped by political and feminist philosophers in ways that are more revealing of their specific visions of society than the character and significance of various socially necessary activities. Hegel, Marx, and Arendt each have particular understandings of work that illuminate other elements of society that are considered important, detrimental, or dysfunctional. Their normative understandings stem from the idiosyncratic visions of the public and private spheres that are (...) embedded in their writings and the specific moral and political characteristics that they ascribe to the concepts of labor and work. For feminist theorists such as Eva Kittay, the notion of labor as housework, childcare or carework stems from the project of offering an alternative social or political framework that accommodates women and recognizes their role in the overall functioning of society. However, feminist accounts of labor in the domestic realm also suffer from a tendency to highlight certain important dimensions and elements of society, such as care, moral labor, or the invisible conditions of capitalist production. This focus distracts us from understanding the role of work as a universal practice engaged in subjectively, idiosyncratically, by each member of society. The latter vision of work requires not a concrete definition but a broad contour of the boundaries of work activities. ;My purpose in exploring the role of work in these writings is twofold: the first is to show the normative role and meanings of work in these philosophers. The second is to clear the way for a new understanding of work. Since the recognition of one's membership in a polity is partially dependent on one's contributions to society, and one's contributions are often evaluated in terms of the concept of "work," there is a need for a more expansive vision of work. The concept and meaning of work must be reformulated in order to acknowledge the social obligations and commitments that individuals express through the performance of a broad variety of work activities. If we can arrive at a new formulation of the concept of work, then we can implement it to acknowledge the social character of various activities, and the individuals who perform them, whether or not they are wage-earners , as crucial to society, i.e. as contributing citizens. The January 2021 attacks on the US Capitol prompt a renewed look at the relationship between violence and Western liberal democracies. The attacks were viewed in a race-neutral frame of staging an insurrection against a procedurally elected government of a liberal democracy. Without considering the racial-political context, we are susceptible to recognizing only certain iterations of political violence while missing others altogether. In what follows, I argue that political violence against nonwhites is often not seen as violence or harm committed (...) against the polity; instead, it is frequently treated as a form of “self-defense,” enacted by white members of the polity. To illustrate my argument, I contrast the political principles and conditions under which the January 6 attacks were recognized as political violence with similar attacks in the twentieth century as they had been launched against African Americans who were attempting to participate in elections and run for office. Debra Bergoffen’s Contesting the Politics of Genocidal Rape shows us beautifully what is gained by considering rape as a consequence of genocide. What gets lost here, in relation to considering cases of rape that are not the result of such, such as gang rape, “mass rape,” or other instances of rape? Is rape qua rape a human rights violation of a sort that is articulated within the context of the “right to sexual integrity”? Can a case be made, even in (...) “non-wartime” societies where rape occurs systematically as an instance of patriarchy and misogyny, that rape is a human rights violation of the right to sexual self-determination? Or is it the case that the conditions of wartime rape merit a different set of considerations in order to locate it as a human rights violation? In this article, I explore several of Foucault’s claims in relation to race, biopolitics, and power in order to illuminate some concerns in the wake of the post-9.11.01 political regime of population management. First, what is the relationship between sovereignty and power? Foucault’s writings on the relation between sovereignty and power seem to differ across his writings, such that it is not clear whether he had definitively circumscribed the role of sovereignty in relation to “power.” Second, while central sovereign authority, (...) at least in ”Society Must Be Defended” has been displaced by Foucault’s analysis of power, the question still remains as to what drives or instantiates the exercise of power. I lay out an account of what I will call “ontopolitics,” as one that foregrounds the role of sovereign authority in ascribing racial divisions. Moreover, these divisions are driven by cultural, social, and moral criteria that complement—or circumscribe—biopolitics—and are inscribed at the level of the ontological, or onto-ethical. (shrink)

Bidirectional deep brain stimulation (DBS) platforms have enabled a surge in hours of recordings in naturalistic environments, allowing further insight into neurological and psychiatric disease states. However, high amplitude, high frequency stimulation generates artifacts that contaminate neural signals and hinder our ability to interpret the data. This is especially true in psychiatric disorders, for which high amplitude stimulation is commonly applied to deep brain structures where the native neural activity is miniscule in comparison. Here, we characterized artifact sources in recordings (...) from a bidirectional DBS platform, the Medtronic Summit RC + S, with the goal of optimizing recording configurations to improve signal to noise ratio (SNR). Data were collected from three subjects in a clinical trial of DBS for obsessive-compulsive disorder. Stimulation was provided bilaterally to the ventral capsule/ventral striatum (VC/VS) using two independent implantable neurostimulators. We first manipulated DBS amplitude within safe limits (2–5.3 mA) to characterize the impact of stimulation artifacts on neural recordings. We found that high amplitude stimulation produces slew overflow, defined as exceeding the rate of change that the analog to digital converter can accurately measure. Overflow led to expanded spectral distortion of the stimulation artifact, with a six fold increase in the bandwidth of the 150.6 Hz stimulation artifact from 147–153 to 140–180 Hz. By increasing sense blank values during high amplitude stimulation, we reduced overflow by as much as 30% and improved artifact distortion, reducing the bandwidth from 140–180 Hz artifact to 147–153 Hz. We also identified artifacts that shifted in frequency through modulation of telemetry parameters. We found that telemetry ratio changes led to predictable shifts in the center-frequencies of the associated artifacts, allowing us to proactively shift the artifacts outside of our frequency range of interest. Overall, the artifact characterization methods and results described here enable increased data interpretability and unconstrained biomarker exploration using data collected from bidirectional DBS devices. Introduction: Consultation methods differ between medical practitioners depending on the individual setting. However, the central tenet to the doctor–patient relationship is the issue of confidentiality. This prospective survey highlights patient attitudes towards consultation methods in the setting of an ophthalmic outpatient department. Method: Questionnaires were completed by 100 consecutive patients, who had been seen by an ophthalmologist in a single room, which had a joint doctor–patient consultation occurring simultaneously. Results: Each question of all 100 questionnaires was completed. 58% of patients (...) were not concerned about sharing a consultation room with another patient or doctor. However, this did not equate to the 49% of patients who were indifferent to discussing issues in the joint consultation room. The most common factor was the general issue of confidentiality. Discussion: Ensuring total patient confidentiality may be deemed more necessary for certain medical specialties than for others, as seen in the practice of separate medical records in genitourinary medicine, for instance. However, with regard to patient consultations, the same level of confidentiality should be afforded across all specialties, and such factors should be borne in mind when planning outpatient clinics. The issue of recurrent attenders to eye casualties has received little discussion in the ethics and health policy literature. As many ophthalmology departments offer a walk-in emergency service, protocols need to be in place to ensure appropriate use of this resource and also to identify potential psychiatric comorbidity in such attenders. We illustrate the problem with a recent case.A 42-year-old woman self-presented 14 times over a 4-month period to the same ophthalmic accident and emergency unit. ….

We estimate that 208,000 deep brain stimulation (DBS) devices have been implanted to address neurological and neuropsychiatric disorders worldwide. DBS Think Tank presenters pooled data and determined that DBS expanded in its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. The DBS Think Tank was founded in 2012 providing a space where clinicians, engineers, researchers from industry and academia discuss current and emerging DBS technologies and logistical and ethical issues facing the field. (...) The emphasis is on cutting edge research and collaboration aimed to advance the DBS field. The Eighth Annual DBS Think Tank was held virtually on September 1 and 2, 2020 (Zoom Video Communications) due to restrictions related to the COVID-19 pandemic. The meeting focused on advances in: (1) optogenetics as a tool for comprehending neurobiology of diseases and on optogenetically-inspired DBS, (2) cutting edge of emerging DBS technologies, (3) ethical issues affecting DBS research and access to care, (4) neuromodulatory approaches for depression, (5) advancing novel hardware, software and imaging methodologies, (6) use of neurophysiological signals in adaptive neurostimulation, and (7) use of more advanced technologies to improve DBS clinical outcomes. There were 178 attendees who participated in a DBS Think Tank survey, which revealed the expansion of DBS into several indications such as obesity, post-traumatic stress disorder, addiction and Alzheimer’s disease. DBS Think Tank IX was held on August 25–27, 2021 in Orlando FL with US based participants largely in person and overseas participants joining by video conferencing technology. The DBS Think Tank was founded in 2012 and provides an open platform where clinicians, engineers and researchers can freely discuss current and emerging deep brain stimulation technologies as well as the logistical and ethical issues facing the field. The consensus among the DBS Think Tank IX speakers was that DBS expanded in (...) its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. After collectively sharing our experiences, it was estimated that globally more than 230,000 DBS devices have been implanted for neurological and neuropsychiatric disorders. As such, this year’s meeting was focused on advances in the following areas: neuromodulation in Europe, Asia and Australia; cutting-edge technologies, neuroethics, interventional psychiatry, adaptive DBS, neuromodulation for pain, network neuromodulation for epilepsy and neuromodulation for traumatic brain injury. We conduct an experiment to investigate the degree to which deviations from exponential discounting can be accounted for by the hypothesis of hyperbolic discounting. Subjects are asked to choose between an earlier or later payoff in a series of 40 choice questions. Each question consists of a pair of monetary amounts determined by compounding a given base amount at a constant rate per period. Two bases (8 and 20 dollars), three compounding rates (low, medium and high) and three delays (2, (...) 4, and 6 weeks) are each used. There are also 2 initial periods (Today and 2 weeks) and there are two separate questionnaires, one with lower “realistic” compounding rates and the other with higher compounding rates, typical of those used in previous studies. We analyze the detailed patterns of choice in 6 groups of 6 related questions each (in which the base and rate is fixed but the initial period and delay varies), documenting the frequency of patterns consistent with exponential discounting and with hyperbolic discounting. We find that exponential discounting is the clear modal choice pattern in virtually all cases. Hyperbolic discounting is never the modal pattern (except in the sense that constant discounting is a special case of hyperbolic discounting). We also estimate a linear probability model that takes account of individual heterogeneity. The estimates show substantial increases in the probability of choosing the later option when the compounding rate increases, as one would expect. There are small, sometimes significant, increases in this probability when the delay is increased or the initial period is in the future. Such behavior is consistent with hyperbolic discounting, but can account for only a small proportion of choices. Overall, deviations from exponential discounting appear to be due to error, or to other effects not accounted for by hyperbolic discounting. Recent advances in wireless data transmission technology have the potential to revolutionize clinical neuroscience. Today sensing-capable electrical stimulators, known as “bidirectional devices”, are used to acquire chronic brain activity from humans in natural environments. However, with wireless transmission come potential failures in data transmission, and not all available devices correctly account for missing data or provide precise timing for when data losses occur. Our inability to precisely reconstruct time-domain neural signals makes it difficult to apply subsequent neural signal processing techniques (...) and analyses. Here, our goal was to accurately reconstruct time-domain neural signals impacted by data loss during wireless transmission. Towards this end, we developed a method termed Periodic Estimation of Lost Packets. PELP leverages the highly periodic nature of stimulation artifacts to precisely determine when data losses occur. Using simulated stimulation waveforms added to human EEG data, we show that PELP is robust to a range of stimulation waveforms and noise characteristics. Then, we applied PELP to local field potential recordings collected using an implantable, bidirectional DBS platform operating at various telemetry bandwidths. By effectively accounting for the timing of missing data, PELP enables the analysis of neural time series data collected via wireless transmission—a prerequisite for better understanding the brain-behavior relationships underlying neurological and psychiatric disorders. Corporate social responsibility (CSR) is an area of great interest, yet little is known about how CSR is perceived and practiced in the professional sport industry. This study employs a mixed-methods approach, including a survey, and a qualitative content analysis of responses to open-ended questions, to explore how professional sport executives define CSR, and what priorities teams have regarding their CSR activities. Findings from this study indicate that sport executives placed different emphases on elements of CSR including a focus on (...) philanthropic activities and ethical behaviors. The data suggest that professional sport executives view CSR as a strategic imperative for their business. Sport executives indicated that a number of factors influenced the practice of their CSR including: philanthropy (altruistic giving), an emphasis on the local community, partnerships, and ethical concerns. We also examine important organizational variables for sport (winning, revenues, and team value) and highlight their relationship with reported CSR involvement. We discuss the implications of the findings and propose recommendations for both theory and practice. (shrink)

Organisations that design and deploy artificial intelligence (AI) systems increasingly commit themselves to high-level, ethical principles. However, there still exists a gap between principles and practices in AI ethics. One major obstacle organisations face when attempting to operationalise AI Ethics is the lack of a well-defined material scope. Put differently, the question to which systems and processes AI ethics principles ought to apply remains unanswered. Of course, there exists no universally accepted definition of AI, and different systems pose different ethical (...) challenges. Nevertheless, pragmatic problem-solving demands that things should be sorted so that their grouping will promote successful actions for some specific end. In this article, we review and compare previous attempts to classify AI systems for the purpose of implementing AI governance in practice. We find that attempts to classify AI systems proposed in previous literature use one of three mental models: _the Switch_, i.e., a binary approach according to which systems either are or are not considered AI systems depending on their characteristics; _the Ladder_, i.e., a risk-based approach that classifies systems according to the ethical risks they pose; and _the Matrix_, i.e., a multi-dimensional classification of systems that take various aspects into account, such as context, input data, and decision-model. Each of these models for classifying AI systems comes with its own set of strengths and weaknesses. By conceptualising different ways of classifying AI systems into simple mental models, we hope to provide organisations that design, deploy, or regulate AI systems with the vocabulary needed to demarcate the material scope of their AI governance frameworks. After tracing the development of the doctrines of avatāra and incarnation, the two are compared and contrasted. Some nuanced differences are: (1) Avatāras descend repeatedly, while Christ comes only once. However, we must also reckon with the Second Coming of Christ and the possibility of many incarnations. (2) The avatāra is real but perfect because it is made of "pure matter," while the incarnation is imperfect. (3) Avatāras have different purposes and, unlike the incarnation, not every Avatāra grants salivation. The (...) two concepts are not so incompatible as may appear at first, yet the differences spring from the contrasting worldviews of the respective religions. Does sleep restore brain function or does it consolidate memory? I argue that memory consolidation during sleep is an offshoot of restitution. Continual learning causes local synapse-specific neural fatigue, which then masks expression of that learning, especially on time-limited tests of procedural skills. Sleep serves to restore the fatigued synapses, revealing the consolidation-based enhancement observed as a “latent” overnight improvement in learning.

It is commonplace for a single physiological mechanism to seed multiple phenomena, and for multiple mechanisms to contribute to a single phenomenon. We propose that the flash-lag effect should not be considered a phenomenon with a single cause. Instead, its various aspects arise from the convergence of a number of different mechanisms proposed in the literature. We further give an example of how a neuron's generic spatio-temporal response profile can form a physiological basis not only of but also of many (...) of the other proposed flash-lag mechanisms, thus recapitulating a spectrum of flash-lag phenomena. Finally, in agreeing that such basic predictive mechanisms are present throughout the brain, we argue that motor prediction contributes more to biological fitness than visual prediction. (shrink)

Nostra Aetate urges Christians to enter into dialogue and collaboration with religions, and to acknowledge, preserve and encourage the spiritual and moral truths found in them. It is in this spirit that this article makes a comparative theological study of altruistic love in the Christian and Buddhist Scriptures. Such comparison does not only facilitate better mutual understanding but also helps each tradition to understand itself better. The New Testament favours agape and related words to express the idea of altruistic love, (...) while Buddhism uses the words metta and karuna. After presenting the main characteristics of altruistic love in Christianity and in Theravada and Mahayana Buddhism, the article launches into the theological comparison. Christian and Buddhist love are altruistic and universal. Both are opposed to malice and cruelty, are forgiving and move one to transfer one's merit, and both go to the extent of loving one's enemy and even sacrificing one's life for another. But there are many differences arising from their different worldviews. Christians love others because God has loved them, but in Theravada the motivation is different, since there is no Supreme Being. In Mahayana the Buddhas will not forgive people unless they forgive others. However, it is not the Buddhas who are the highest, but it is the Adi Buddha that is the Supreme Being. This paper makes an attempt to examine the various facets of human values in the background of the widely shared popular beliefs about erosion of values. A random sample of elite opinions on the nature of decline of values brings out the difficulties involved in identifying values for social analysis. Values are an integral part of the religious, spiritual and governmental spheres of social behaviour within a culture. It is argued that the problem of erosion of values is shared across (...) cultures and has existed throughout the history of human society. It is suggested that material and spiritual values follow a dialectical process of coexistence and conflict. The current wave of concern over degeneration of values is explained in relation to the unprecedented complexity of today's global society and the socio-economic challenges posed by this complexity for the individual and the society at various levels. This discussion is followed by a brief review of the recent contributions of social sciences to the concept of values and their decline in modern society. Finally, some thoughts are expressed, from a sociologist's vantage point, regarding the multi-dimensional problem of values in the emerging global culture. (shrink)

Toward a Political Philosophy of Race, by Falguni Sheth, SUNY Press, 2009. Events involving the persecution of African‑Americans and other racial groups are normally thought to involve a pre-existing minority being singled out out for persecution. In Toward a Political Philosophy of Race, Falguni Sheth argues that this understanding gets the causal story backwards. In reality, a group that is perceived to pose a political threat has a racial identity imposed upon it by the state during (...) episodes of oppression. On Sheth's account, racial identity is the product of anxiety and panic on the part of the wider society. As she puts it, 'I distinguish between racial markers - skin type, phenotype, physical differences, and signifiers such as 'unruly' behaviors.' The former, in my argument, are not the ground of race, but the marks ascribed to a group that has already become (or is in on the way to becoming) outcasted." This review critically assesses Sheth's argument for her position and her accompanying critique of liberalism. (shrink)

This response to Falguni Sheth’s and Ann Murphy’s readings of my book, Contesting the Politics of Genocidal Rape: Affirming the Dignity of the Vulnerable Body, pursues the questions they raise regarding the domestic implications of establishing rape as a crime against humanity, the problematic distinction between genocide and ethnic cleansing, the politics of autonomy, the trafficking in shame, the relationship between violence and vulnerability, and the possibility of an ethics of vulnerability, by focusing on the disruptions created by (...) ICTY Kunarac case. These disruptions blur the distinction between wartime and peacetime rape, challenge the difference between genocide and ethnic cleansing, expose the norms of patriarchal privilege embedded in ontologies of autonomy and invulnerability, reveal the relationship between an ontology and ethics of vulnerability and show how shame, as Pharmakon, can transform the shocked conscience of humanity invoked in contemporary human rights documents into political action. As an umbrella term, it is meant to shelter resonances from each article that speaks directly not only of, but to, theory today by doing it in their own way.In this issue, we are presenting “A Forum on Namita Goswami’s Subjects That Matter.” It consists of seven responses to Goswami’s pioneering work on intersectionality as exemplified by her recent book, Subjects That Matter: Philosophy, Feminism, and Postcolonial Theory (SUNY Press, 2019) as well as the earlier co-edited volume, Why Race and Gender Still Matter: An Intersectional Approach (Routledge, 2014, co-edited by Maeve M. O’Donovan, Namita Goswami, and Lisa Yount). What is polyphonic about this assemblage is its interlocutory structure and orientation: each scholar—Al Frankowski, Falguni Sheth, Jennifer Scuro, Lauren Guilmette, Luce deLire, Russell Ford, and Tyler M. Williams, all coming from different angles, perspectives, and positions—discusses their reading of Goswami on intersectionality while showing how and where their own scholarship meets hers. We hope you will join us in thinking that this more literalized model of a “scholarly conversation,” actual and virtual, vitally embodies the very spirit of interdisciplinary, intergenerational, intercontinental intersectionality as a conversation, ongoing intellectual encounters among many of us in various “sub-fields,” for the lack of a better word, that, again literally, cannot be neatly contained in any disciplinary terms, boxes, or territories.The tranScripts section in this issue consists of two entries, the first of which is the fourth installment of Mieke Bal’s Moments of Meaning-Making, J–L. Then we have Margaret Carson’s translation of Juliana González on Remedios Varo.Again, this issue has been a labor of collective love.
