Work on dispositions focuses chiefly on dispositions that are manifested in dynamic causal processes. Williams, Neil. 2005. “Static and Dynamic Dispositions.” Synthese 146: 303–24 has argued that the focus on dynamic dispositions has been at the expense of a richer ontology of dispositions. He contends that we ought to distinguish between dynamic and static dispositions. The manifestation of a dynamic disposition involves some change in the world. The manifestation of a static disposition does not involve any change in the world. (...) In this paper, we concede that making a conceptual distinction between dynamic and static dispositions is useful and we allow that we can truthfully represent objects as manifesting static dispositions. However, we argue that the distinction is not ontologically deep. Attacks on ?closest continuer? and ?best candidate? theories of identity have something correct in them while still failing to discredit the theories they oppose. What follows from Noonan's and Wiggins's objections to such theories is that they need to be so formulated as not to deny the necessity of identity. The best metaphysics for best?candidate theories to adopt is one in which everyday objects are taken to transcend, in a certain sense, their life histories in given worlds. This metaphysics also (...) has the potential for solving problems about contingent identity, transworld identity, and the issue of haecceitism or individual essence. Human beings are, as far as we know, the only animals to have moral concerns and to adopt moralities, but it would be a mistake to be misled by this fact into thinking that humans are also the only proper objects of moral consideration. I argue that we ought to allow even nonliving things a significant moral status, thus denying the condusion of much contemporary moral thinking. First, I consider the possibilityof giving moral consideration to nonliving things. Second, I put (...) forward grounds which justify this extension of morality beyond its conventional boundarles. Third, I argue that natural objects have a status different from a special dass of artifacts -works of art. Fourth, I discuss the notion of interest, and fifth I look brietly at the status of natural systems and at ways we might link the proposed extension of moral considerability with the rest of our moral thinking. Cost-benefit analysis makes the assumption that everything from consumer goods to endangered species may in principle be given a value by which its worth can be compared with that of anything else, even though the actual measurement of such value may be difficult in practice. The assumption is shown to fail, even in simple cases, and the analysis to be incapable of taking into account the transformative value of new experiences. Several kinds of value are identified, by no means all (...) commensurable with one another – a situation with which both economics and contemporary ethical theory must come to terms. A radical moral pluralism is recommended as in no way incompatible with the requirements of rationality, which allows that the business of living decently involves many kinds of principles and various sorts of responsibilities. In environmental ethics, pluralism offers the hope of reconciling various rival theories, even if none of them is universally applicable. (shrink)

The paper proposes two ideas: (1) The wilderness preservation movement has failed to identify key elements involved in situations of environmental conflict. (2) The same movement seems unaware of its location within a tradition which is both elitist and Puritan. Holmes Rolston's recent work on the apparent conflict between feeding people and saving nature appears to exemplify the two points. With respect to point (1), Rolston's treatment fails to address the institutional and structural features which set the agenda for individual (...) human lives. The human ecology of environmental destruction cannot ignore the role of corporate actors such as banks, national governments, transnational corporations, trade unions and so on. These agents interact with each other in various ways and also have an internal structure – perhaps akin to Arthur Koestler's conception of the holarchy - which enables people working within them to avoid taking responsibility for policies that have damaging environmental consequences. As far as thesis (2) is concerned, Rolston's work shares common features with Arne Naess's deep ecology and Aldo Leopold's land ethic. All of these writers draw, perhaps unconsciously, on a tradition of sporting elitism associated with the Great White Hunter. One variety of this tradition combines elitism with a form of Puritanism. Globalization is hailed by its advocates as a means of spreading cosmopolitan values, ideals of sustainability and better standards of living all around the world. Its critics, however, see globalization as a new form of colonialism imposed by rich countries and transnational corporations on the rest of the world, a process in which the rhetoric of sustainability and equality does not match the realities of exploitation and impoverishment of people and nature. This paper endorses neither view. Globalization is not new, (...) but it continually produces new challenges for conceptions of 'home' and 'belonging'. While some enthusiasts regard the 'liberal' and 'environmental' values of the West as the best remedy for what is wrong with the world, others argue that a resource for resisting the destructive effects of globalization may be found in the sense of identity and importance of place found in the traditional scientific and medical traditions of both India and China. Instead of trying to merge these two views in some grand synthesis, this paper argues that traditional conservative and modern liberal values should continually interact with each other to produce novel ideas in debates about home, place and belonging. In a recent paper, Luc Faucher and others have argued for the existence of deep cultural differences between ‘Chinese’ and ‘East Asian’ ways of understanding the world and those of ‘ancient Greeks’ and ‘Americans’. Rejecting Alison Gopnik’s speculation that the development of modern science was driven by the increasing availability of leisure and information in the late Renaissance, they claim instead—following Richard Nisbett—that the birth of mathematical science was aided by ‘Greek’, or ‘Western’, cultural norms that encouraged analytic, abstract and (...) rational theorizing. They argue that ‘Chinese’ and ‘East Asian’ cultural norms favoured, by contrast, holistic, concrete and dialectical modes of thinking. After clarifying some of the things that can be meant by ‘culture’ and ‘mentality’, the present paper shows that Faucher and his colleagues make a number of appeals—to the authority of comparative studies and history of science, to the psychological studies of Nisbett and his colleagues, and to a hidden assumption of strong cultural continuity in the West. It is argued that every one of these appeals is misguided, and, further, that the psychological findings of Nisbett and others have little bearing on questions concerning the origins of modern science. In general, the consequentialist basis of economics limits its usefulness in contributing to informed environmental decisions. But there is room for a sensitive use of institutional environmental economics as a partial guide for our reflections and choices. Environmental literacy is not encouraged by discipline-based education. Discipline-based education is damaging not only because it breaks the link between experience and theory but also because it encourages learners to believe that complex practical problems can be solved using the resources of just one or two specialist disciplines or frameworks of thought. It is argued that discipline-based education has been extremely successful, and its very success is a factor which explains some of our poor thinking about environmental problems. These problems (...) are highly complex, and it is important for learners to discover the limitations of particular frameworks of thought and disciplinary approaches. This is particularly important in the case of economics. An education which emphasises the limitations of specialist approaches to complex problems can also be used to help overcome the depersonalising effect of bureaucracies. (shrink)

In my response to Garrett, I argue that my four?dimensionalist reconstruction of best?candidate theories allows the appearance of absurdity to be explained, while Garrett's own defence of the position leaves the demand for such explanation unsatisfied. I also argue against the assumption that three?dimensionalists can give a satisfactory account of unity or change.

There is no nationalism without some ghost. -Jacques Derrida, "Onto-Theology of National-Humanism" Writing a mere decade ago about Benedict Anderson's Imagined Communities, Timothy Brennan noted that "with the exception of some recent sociological works which use literary (...) theories, it is rare in English to see 'nation-ness' talked about as an imaginative vision--as a topic worthy of full fictional realization.... Even in the underrepresented branch of Third World English studies, one is likely to find discussions of race and colonialism, but not the 'nation' as such" [47]. If these sentences appear astonishing today--if over the past ten years we seem to have done little else but regard the nation as an imaginative construction--our sense of surprise may help to register how rapidly and profoundly Anderson's work has transformed the nature of literary and cultural studies. Viewing the modern nation primarily as an anthropological rather than political category, one that has less inherently to do with ideologies than with kinship, gender, and religion, Anderson argues in Imagined Communities for the irreducibility of material-cultural practices (what he memorably termed "print-capitalism") in creating and sustaining the "imagined community" of a nation whose citizens maintain "deep attachments" to each other in the absence of face-to-face contact: "the members of even the smallest nation will never know most of their fellow-members, meet them, or even hear of them, yet in the minds of each lives the image of their communion" [6]. Part of what makes such communities national, Anderson suggests, is a shared experience of simultaneity modeled on the spatio-temporal organization of newspapers and novels, for "these forms provided the technical means for 're-presenting' the kind of imagined community that is the nation" by furnishing their reader-consumers with a "complex gloss on the word 'meanwhile'" [25]. The "old-fashioned novel" especially, through its distinctive structures of address and omniscient point of view, becomes in this schema a "device" for generating a sociologically complex world populated by characters who, even though they "may be largely unaware of each other," nevertheless move together "calendrically through homogeneous, empty time"--a world, in short, that may be considered "a precise analogue of the idea of the nation, which also is conceived as a solid community moving steadily up (or down) history" [25-26]. As Jonathan Culler aptly summarizes in his contribution to this issue, Anderson thus takes the novel to be "a precondition for the nation" [24], "a formal condition of imagining the nation--a structural condition of possibility" [37]. Purpose A survey of the attitudes of students in eight countries towards the revelations of mass surveillance by the US’ NSA and the UK’s GCHQ has been described in an introductory paper and seven country-specific papers. This paper aims to present a comparison of the results from these countries and draws conclusions about the similarities and differences noted. Design/methodology/approach A questionnaire was deployed in Germany, Japan, Mexico, New Zealand, The People’s Republic of China, Spain, Sweden and Taiwan. The original survey (...) was in English, translated into German, Japanese and Chinese for relevant countries. The survey consists of a combination of Likert scale, Yes/no and free-text responses. The results are quantitatively analysed using appropriate statistical tools and the qualitative answers are interpreted. Findings There are significant differences between respondents in the countries surveyed with respect to their general privacy attitudes and their willingness to follow Snowden’s lead, even where they believe his actions served the public good. Research limitations/implications Owing to resource limitations, only university students were surveyed. In some countries, the relatively small number of respondents limits the ability to make meaningful statistical comparisons between respondents from those countries and from elsewhere on some issues. Practical implications Snowden’s actions are generally seen as laudable and having had positive results, among the respondents surveyed. Such results should give pause to governments seeking to expand mass surveillance by government entities. Originality/value There have been few surveys regarding attitudes to Snowden’s revelations, despite the significant press attention and political actions that have flowed from it. The context of attitudes to both the actions he revealed and the act of revelation itself is useful in constructing political and philosophical arguments about the balance between surveillance activity for state security and the privacy of individual citizens. Houghton Mifflin, Boston, 1946. In this paper we distinguish between information privacy and physical privacy. As we show, there is good evidence for social norms of limits on the sharing and use of personal information (i.e. information privacy) from traditional interactions in (...) Japanese society, as well as constitutional evidence from the late 19th century (in the Meiji Constitution of 1889). In this context the growing awareness of the Japanese public about problems with networked information processing by public sector and commercial organisations from the 1980s (when a law governing public sector use of personal information was first passed) to recent years (when that law was updated and a first law governing commercial use of personal information was adopted) are not the imposition or adoption of foreign practices nor solely an attempt to lead Japanese society into coherence with the rest of the OECD. Instead they are drawing on the experience of the rest of the developed world in developing legal responses to the breakdown of social norms governing interchange and use of personal information, stressed by the architectural changes wrought by networked information processing capabilities. This claim is supported by consideration of standard models of Japanese social interactions as well as of Supreme Court judgements declaring reasonable expectations of protection of privacy to hold in Japan. Ubiquitous healthcare is an emerging area of technology that uses a large number of environmental and patient sensors and actuators to monitor and improve patients' physical and mental condition. Tiny sensors gather data on almost any physiological characteristic that can be used to diagnose health problems. This technology faces some challenging ethical questions, ranging from the small-scale individual issues of trust and efficacy to the societal issues of health and longevity gaps related to economic status. It presents particular problems in (...) combining developing computer/information/media ethics with established medical ethics. This article describes a practice-based ethics approach, considering in particular the areas of privacy, agency, equity and liability. It raises questions that ubiquitous healthcare will force practitioners to face as they develop ubiquitous healthcare systems. Medicine is a controlled profession whose practise is commonly restricted by government-appointed authorities, whereas computer software and hardware development is notoriously lacking in such regimes.
