The Sallustian Suasoriae are far from being works whose origin and authenticity can be claimed as matters of earth-shaking importance. As forms of composition their interest is mild; linguistically they are less valuable than bizarre; and as historical records theysuffer from the defect of most Suasoriae—that the author cannot advise about the past and is compelled to deal chiefly with the potentialities of the future. But in spite of this it is not without reason that in Germany much attention has (...) been paid to these few pages of Latin during the last twenty years. If they are what they seem to be, their evidence, such as it is, must at least be taken seriously. And this evidence is not without promise; for not only do these pieces contain several scraps of otherwise missing information largely about the prosopography of the last century B.C., but in general they purport to express the views of Sallust—a man who was no fool, even if his ability was not so great as has some-times been alleged—on the political and economic difficulties of Rome during the closing phase of the career of Julius Caesar. Material of this kind cannot lightly be neglected; but at the same time the significance, both of the author's suggestions and of his casual references to events inthe past, will depend to a great extent on the author having been Sallust himself, and not a member of some rhetor's establishment writing perhaps a hundred years or more after the events with which he pretends to be contemporary. So though there may be no welcome for yet another addition to the literature of a subject whose bibliography is already long, it may still be worth while to make some observations which will perhaps help to show that, wherever the true conclusion about the authenticity of these pamphlets may lie, at least it does not lie in the direction which has been taken in recent years by several scholars—in particular by Pöhlmann and Eduard Meyer. In discussing the authorship of the first suasoria preserved in Cod. Vat. Lat. 3864 I said that an argument against its Sallustian origin had been found in the words ‘paulo ante hoc bellum’ of 4, 1. By this phrase the author marks an interval of twenty-seven years, and I suggested, as had been done before, that perhaps this is hardly the way ‘in which a man still under forty would refer to so long an interval which had ended only four (...) years before he was writing.’ The elasticity of Latin words indicating number and magnitude is familiar, but by the kindness of Dr. Rice Holmes I have been reminded of a place where some of the more interesting examples have been collected. Dr. Postgate, on p. lxxiv of his edition of Lucan VIII., mentions among other Caesarian passages B.C. 3, 106, 1, where the few days concerned in ‘Caesar paucos dies in Asia moratus’ are something like three weeks; and B.G. 3, 20, 1, where ‘paucis ante annis’ dates an event which probably happened either twenty-one or twenty-two years before the time with which the narrative is concerned. To these Dr. Holmes would add Cic. in Cat. 3, 1, 3, and, by way of contrast, Caesar B.C. 3, 25, 1. In the former the ‘eruption’ of Catiline on the night of November 8–9 is described by Cicero on December 3, twenty-four days later, as having occurred ‘paucis ante diebus’: in the latter a period of scarcely three months is ‘multi menses.’. Mr. Powell's ingenious observations on The Simile of the Clepsydra in Empedocles raise afresh the problem of the precise form and construction of the instrument with whose aid Empedokles is said to have reached his memorable conclusion that air is a corporeal substance. That ‘klepsydra’ was the name of the instrument in question is shown by a comparison of Aristotle, Phys. 213a, 22 sqq. with Empedokles, fr. 100; but though so far the fragment is plain, in its detailed interpretation there (...) arises a difficulty which is the subject of the present note. Empedokles is explaining his theory of respiration, and the theory is illustrated by the action of this apparatus. To make clear the general drift of the passage, it may be well to quote again so much of it as is relevant. ‘Thus do all things draw breath in and breathe it out again. All have bloodless tubes of flesh extended over the surface of their bodies; and at the mouths of these the outermost surface of the skin is perforated all over with pores closely packed together, so as to keep in the blood while a free passage is cut for the air to pass through. Then, when the thin blood recedes from these, the bubbling air rushes in with an impetuous surge; and when the blood rushes back it’ ‘is breathed out again. (shrink)

This article draws on a five-year, multi-sited transnational research project on the global traffic in human organs, tissues, and body parts from the living as well as from the dead as a misrecognized form of human sacrifice. Capitalist expansion and the spread of advanced medical and surgical techniques and developments in biotechnology have incited new tastes and traffic in the skin, bones, blood, organs, tissues, marrow and reproductive and genetic marginalized other. Examples drawn from recent ethnographic research in Israel, the (...) Palestinian Authority and Turkey serve to cast light on the dark side of organs harvesting and transplantation. The article focuses on the dangers of the `fetishized kidney' for both sellers and buyers, for whom this new commodity has become an organ of opportunity and an organ of last resort. The bodily sacrifice is disguised as a donation, rendered invisible by its anonymity, and hidden under the medical rhetoric of `life saving' and `gift giving'. It suggests that the ultimate fetish as recognized long ago by Ivan Illich is the idea of `life' as object of manipulation. (shrink)

Over the last half century, a multijurisdictional, multiscale system of governance has emerged to address concerns associated with toxic chemicals that have the capacity to bioaccumulate in organisms and biomagnify in food chains, leading to fish consumption advisories. Components of this system of governance include international conventions, laws enacted by nation states and their subjurisdictions, and efforts to adaptively manage regional ecosystems. Given that many of these compounds – including mercury, industrial chemicals such as polychlorinated biphenyls, and pesticides such (...) as toxaphene – circulate throughout the globe through cycles of deposition and reemission, regional efforts to eliminate the need for fish consumption advisories cannot be successful without efforts to reduce emissions everywhere in the world. This paper argues that the scientific community, by monitoring the concentrations of these compounds in the atmosphere and by modeling their fate and transport, play an important role in connecting the various jurisdictional scales of governance. In addition, the monitoring networks that this community of scientists has established can be visualized as a technology of governance essential in an era in which societies have the capacity to produce and release such chemicals on an industrial scale. C.B. Macpherson's “Possessive Individualist” reading of Locke is one of the most radical and influential interpretations in the history of exegesis. Despite a substantial critical response over the past five decades, Macpherson's reading remains orthodox in various circles in the humanities generally, particularly in legal studies, and his interpretation of several crucial passages has unwittingly been followed even by his sharpest critics within Lockean scholarship. In order to present the definitive rebuttal to this interpretation, and so finally to lay it (...) to rest, I argue that every one of Macpherson's key pieces of textual evidence can be rejected entirely on its own terms; that is, by reference to no more than its immediate context. In this way I contend that fault of the Possessive Individualist reading lies far deeper than mere cherry-picking of the Lockean corpus, but centrally involves misreading, misplacing and misrepresenting the very parts of Locke's work Macpherson cites as evidence for his reading. Sandia National Laboratories, located in Albuquerque, New Mexico, was originally a part of Los Alamos Laboratory. In 1949, AT&T agreed to manage Sandia, which they did for the next 44 years. During those Cold War years, Sandia was the prime weapons engineering laboratory for Los Alamos and Lawrence Livermore. As such, it bore prime responsibility for designing and adapting nuclear weapons for the military services' delivery systems, and ensuring the safety and reliability of the stockpile. The Labs' history has been (...) unevenly documented, hindered by the secret nature of its work and the desire of management to maintain a low public profile. There have been three history programs at Sandia: a restricted history published internally in 1963; another history program in the early 1980s that resulted in a history of the Labs' first decade; and the current history program dating from the mid-1990s, which has published a general history and several monographs. This article discusses the challenges and problems inherent in documenting the history of a national weapons laboratory during the last 50 years. (shrink)

Epistemologists spend a great deal of time thinking about how we should respond to our evidence. They spend far less time thinking about the ways that evidence can be acquired in the first place. This is an oversight. Some ways of acquiring evidence are better than others. Many normative epistemologies struggle to accommodate this fact. In this article I develop one that can and does. I identify a phenomenon – epistemic feedback loops – in which evidence acquisition has gone awry, (...) with the result that even beliefs based on the evidence are irrational. Examples include evidence acquired under the influence of confirmation bias and evidence acquired under the influence of cognitively penetrated experiences caused by implicit bias. I then develop a theoretical framework which enables us to understand why beliefs that are the outputs of epistemic feedback loops are irrational. Finally, I argue that many popular approaches to epistemic normativity may need to be abandoned on the grounds that they cannot comfortably explain feedback loops. The scope of this last claim is broad: it includes almost all contemporary theories of justified/rational belief and of the epistemology of cognitive penetration. (shrink)

In a recent paper, the mathematician Harold Edwards claimed that Euler’s alleged proof, that Fermat’s last theorem is true for the case n = 3, is flawed. Fermat’s last theorem is the conjecture that there are no positive integers x, y, z, or n, such that n is greater than two and such that xn + yn = zn. In this paper we shall first briefly explain the specific flaw to which Edwards called attention. After that we briefly (...) explain the nature of mathematical proofs and with reference to such proofs explain the nature of gaps in proofs. Then we critically discuss an alternative view concerning the nature of proofs in mathematics and discuss the alternative view critically. Specifically we argue that advocates of this alternative view, which we call mathematical postulationism, have not provided a satisfactory account of the nature of gaps in proofs. The unsatisfactoriness of postulationist accounts of gaps in proofs is revealed through reflection concerning appropriate repairs to proofs with gaps. (shrink)

I consider a number of reasons one might think we should only accept epistemic dilemmas in our normative epistemology as a last resort and argue that none of them is compelling.

There has been a renewed interest in psychology and anthropology in the idea of altered states of consciousness. This paper begins by examining the meaning of this term and the extent to which such experiences are reported globally. The topic of shamanism is then discussed, first with respect to its social functions, and then to what is known about its psychological aspects (which is little). Far more is known about altered states of consciousness (ASCs) as they are expressed in meditation, (...) trance and possession, and channeling, and a number of studies are reviewed, both of individuals and of groups, which illustrate the full extent of ASCs. The following section then goes more deeply into the stimulus situations that are associated with ASCs. This brings the discussion into drugs, attempts at altering the sensorium (music and imagery in particular) and recent technological innovations, peculiar to our time, which deliberately alter our usual state of awareness through feedback principles. In the final section, what is known about the physiology of ASCs is reviewed and also the extent to which these phenomena, including shamanism, are regarded as pathological. As a great number of people across the world utilize the healing aspects of trance, possession and shamanic practices, this aspect is discussed, and lastly the adaptive functions of ASCs are considered, with their context in the history of psychology. Over the last decade and a half there has emerged growing interest in the concept of “emotional intelligence” (henceforth EI), particularly within literature relating to occupational psychology, leadership, human resource management, and training. This paper considers the rise of EI as a managerial discourse and seeks to make sense of it, first in relation to existing accounts of emotion at work, and subsequently through utilising the analytical possibilities presented by the work of Norbert Elias and Michel Foucault. The case (...) of EI is employed here as a concrete empirical site within which to explore potential complementarities between the analyses of Elias and Foucault, in particular around Elias’s arguments concerning the changing character of the social constraint towards self restraint , and Foucault’s discussion of power/knowledge and governmentality. EI is found to enshrine a more general move towards greater emotional possibility and discretion both within the workplace and beyond — an ostensible emancipation of emotions from corporate attempts to script the management and display of employee feelings. However, it is argued that rather than offering a simple liberation of our emotional selves, EI presents demands for a heightened emotional reflexivity concerning what is emotionally appropriate at work and beyond. As such, EI involves both greater emotional “freedom” plus a proliferation of new modalities of emotional control, albeit based now on the expression of feelings as much as their repression. Ultimately, these seemingly paradoxical aspects of EI serve to highlight an important point of inter-section in the work of Elias and Foucault around their conceptualisations of power, selfhood, and the shifting character of social control. No project lay nearer to the heart of Eduard Fraenkel during his last years than that of promoting a reprint of the famous book Die dramatische Technik des Sophokles, by Tycho von Wilamowitz-Moellendorff, which was first published as volume xxii of Philologische Untersuchungen in 1917. Tycho Wilamowitz, the son of Ulrich von Wilamowitz-Moellendorff and the grandson of Theodor Mommsen, was killed fighting against the Russians near Ivangorod on the night of 14/15 October 1914. During the last century, most Western artists abandoned the traditional forms of Western art. Two closely related questions arise at once: why did artists do this, and were they right to? Scruton is famous for arguing that the answer to the latter question is no. His response to the former question is, by contrast, little known. In this paper, I investigate Scruton's discussions of it, arguing that a more complex and equivocal picture of the relationship between tradition and modernity (...) quickly emerges. Scruton actually gives two mutually inconsistent genealogies of the flight from tradition. The first, surprisingly, is inconsistent with Scruton's defence of traditional forms, as well as with a number of his other commitments. The second coheres better with his other commitments, and on one version is consistent with his traditionalism. To vindicate his traditionalism this way, however, Scruton would be constrained to make an interesting and significant commitment. (shrink)

I defend my logic against the trenchant critique offered by Ellen Meiksins Wood and I take up the pertinent question, which she raises, of Locke's general attitude to the traditional constitution. I assume in this section, but will argue further in the next, that the mass of people were taxpayers in Locke's time. I begin, as ever, from Second Treatise ?158 and with Locke's preference for �just and lasting . . . just and undeniably equal measures�. Wood entertains the idea (...) that Locke thought that equal measures between taxpayers of different locality are of much greater importance than equal measures between taxpayers in all other respects. But this idea is surely mistaken, since Locke says nothing about rights which people have simply because of their locality and says much about the rights which all people have simply because they pay tax: it is these taxpayer rights which he depends upon even in his argument about localities. On the other hand, I think it is true that just measures for localities formed, in practical terms, the essential first step towards democratic changes: they still formed the essential first step in 1832, a fact which democrats of that time had to recognize, sometimes reluctantly. So often in my thinking I have repaired to those famous last lines of Dante's Comedy, to the "Love which moves the sun and other stars," as the epitome of the comprehension, coherence, and harmony of the medieval worldview.Perhaps this is one of the reasons I have been attracted to the work of St. Bonaventure. We may all be familiar with the statements that now have become almost truisms, that to know Bonaventure at all, one needs to know the whole system, and that the whole system is found in every kind of work that he had done. "Procession, exemplarity, return, this is the whole of our metaphysics."1 This principle of Order in Bonaventure, as described and analyzed by Wayne Hellmann, is a kind of keystone to all of Bonaventure's work.2 [End Page 227]If you understand the "order," you understand Bonaventure. Such admirable consistency and harmony! Such remarkable unity of perspective! And, at least by many accounts, the Reduction of the Arts to Theology3 is a perfect concise instance of Bonaventure's synthetic vision.It is precisely this unity, as found in the Reduction of the Arts to Theology, that Dieter Hattrup finds problematic. For Hattrup, the notion of unity itself is not problematic; rather, it is the unity of knowledge as conveyed in the Reduction that approaches a deeply problematic modern understanding of knowledge. Hattrup believes he has discovered in this brief treatise the seeds of what we might call a technological or manipulative knowledge. Whatever the limits of Dieter Hattrup's historical and textual brief against the authenticity of the Reduction, his theological queries should put us all on guard if we are to imagine a future for any "reduction of the arts to theology," Bonaventurean or otherwise.A Theological QuestionBonaventura zwischen Mystik und Mystifikation4 begins with a basic theological premise: Christian theology is interested in the relationship between faith and reason, and this interest follows from the even more basic Christian claim that God is distinct from the world. If one has an intra-cosmic notion of the divine, wherein gods are the greatest or most powerful beings among all other beings, then the question between faith and reason does not arise. Gods who are beings can be known in the way we know all other beings, i.e., through reason. Faith, on the other hand, describes the kind of knowledge we can have of the One who is not part but [End Page 228] Maker of the created order. From the time of Philo on, Jewish and Christian believers5 have drawn this careful distinction and explored how faith and reason might be related without being reduced one into the other. Hattrup suggests that this perpetual question is raised with particular intensity with the revival of Aristotelian philosophy in the High Middle Ages, and Bonaventure stands as a major figure in scholastic inquiry. But, he tells us, this question remains crucial to our own time under the sign of "secularization."6It is important to note this opening overture, as it tells us that Hattrup is exploring what he takes to be first and foremost a theological puzzle: Does the Reduction of the Arts to Theology faithfully represent Bonaventure's understanding of the relationship between faith and reason as ways of knowing? Is it consistent with what we find (and what Hattrup has studied elsewhere)7 in his Sentence Commentary, Disputed Questions on the Knowledge of Christ, and the Collations on the Hexaëmeron? Most importantly, and more theologically, does the Reduction distinguish properly between faith and reason, as would befit this Doctor of the Church? Essentialism is belief in a more exotic sort of modality, one that does not derive from meaning in this direct and simple way. Quite rightly, philosophers of physics examine the theories of physics, theories like Quantum Mechanics, Quantum Field Theory, the Special and General Theories of Relativity, and Statistical Mechanics. Far fewer, however, examine how these theories are put to use; that is to say, little attention is paid to the practices of theoretical physicists. In the early 1950s David Bohm and David Pines published a sequence of four papers, collectively entitled, ‘A Collective Description of Electron Interaction.’ This essay uses that quartet as (...) a case study in theoretical practice. In Part One of the essay, each of the Bohm-Pines papers is summarized, and within each summary an overview is given, framing a more detailed account. In Part Two theoretical practice is broken into six elements: (a) the use of models, (b) the use of theory, (c) modes of description and narrative, (d) the use of approximations, (e) experiment and theory, (f) the varied steps employed in a deduction. The last element is the largest, drawing as it does from the earlier ones. Part Three enlarges on the concept of ‘theoretical practice,’ and briefly outlines the subsequent theoretical advances which rendered the practices of Bohm and Pines obsolete, if still respected. When research concludes, post-trial access to the trial intervention or standard healthcare can be crucial for participants who are ill such as those in resource-poor countries with inadequate healthcare, British participants testing ‘last-chance drugs’ unavailable on the National Health Service and underinsured US participants. Yet, many researchers are unclear about their obligations regarding the post-trial period, and many research ethics committees do not know what to require of researchers. Consequences include participants who reasonably expect but lack PTA to the (...) trial intervention, unplanned financial liabilities for NHS Trusts forced to fund this, negative press and potential to undermine public trust.1–3,iOne reason for the lack of clarity is controversy over whether and when participants should have access, after the study, to the study intervention. At one extreme is the view that continued access should be ensured when the intervention has benefited the participant or when it has proven safe and effective for the participant population, irrespective of the cost and burden of ensuring continued access. At the other extreme is the view that continued access need never be provided so long as non-availability of the study intervention post-trial was adequately disclosed when participants were invited to participate.6 There is also disagreement about when poststudy access to the study intervention should be considered beneficial for participants.
