China’s “Belt and Road Initiative” (BRI), first announced by President Xi Jinping in 2013, has attracted widespread attention, with much discussion as to its meaning and intention. This article argues that one of the best ways to understand the BRI is to see it in the context of China’s two-thousand-year history as an empire. What kind of empire was the Chinese Empire? How did it see itself, and what was its characteristic mode of action? What was the meaning of the (...) “tribute system”? The celebrated voyages (1405–1433) of the Ming admiral Zheng He are taken as a typical example of Chinese imperial behaviour (rather than being seen, as is common, as an aberrant and exceptional episode). By examining this and other aspects of Chinese imperial history, it is hoped that some light might be shed on what the Chinese leadership as in mind with its Belt and Road Initiative, and what the rest of the world should expect from it. The western utopia has both classical and Judaeo-Christian roots. From the Greeks came the form of the ideal city, based on reason, from Jews and Christians the idea of deliverance through a messiah and the culmination of history in the millennium. The Greek conception placed utopia in an ideal space, the Christian conception in an ideal time. The modern utopia, dating from Thomas More's Utopia (1516), drew upon both these traditions but added something distinctive of its own. Following More, the (...) modern utopia has developed as a literary form whose closest relative is the novel. This, I argue, is its great strength. Unlike the abstract utopias of social and political philosophy, such as Marxism or anarchism, the `concrete utopia' of writers such as Edward Bellamy, William Morris and H. G. Wells paints `pleasing pictures of daily life' which both impel us to desire the good society and give us the tools by which to assess it. It is in this respect that utopia - and its mirror-image, the anti-utopia - developed as a distinct literary genre, separating it from other forms of picturing the ideal society in both east and west. General and comparative studies of empire – like those of revolution – often suffer from insufficient attention to chronology. Time expresses itself both in the form that empires occur, often in succession to each other – the Roman, the Holy Roman, the Spanish, etc. – and, equally, in an awareness that this succession links empires in a genealogical sense, as part of a family of empires. This article explores the implications of taking time seriously, so that empires are not considered (...) simply as like ‘cases’ of a general phenomenon of empire but are treated as both ‘the same and different’. Concentrating on the European empires since the time of Rome, the article shows the extent to which empires were conscious of each other, seeking both to imitate admired features as well as to escape from those thought less desirable. It also shows the difference between ancient and modern empires, considered not so much as different types as in the differences caused by their location in different points in historical time. Comparative studies of empire, the article concludes, must pay attention to both continuity and change, both similarity and difference. (shrink)

`Europe' and national identity are not necessarily in conflict, as the examples of Spain, Greece, Germany and Italy in their different ways suggest. The same may be true of some of the constituent nations of the British Isles - the Scots, the Irish (North and South), and the Welsh. Europe however poses a particular problem for the English, for longstanding political and cultural reasons. This article explores the different relations of the different parts of the United Kingdom to an increasingly (...) unified Europe. It suggests that, just as there have been many `Europes', so there have been many different ways of relating to it, depending on particular historical and political circumstances. Of all the people of the United Kingdom it is the English who have the greatest difficulty in coming to terms with a future in Europe. (shrink)

Gellner is mostly known for his theory of nationalism, which he saw as antithetical to the principle of the multinational, hierarchical, empire. But like his LSE colleague Elie Kedourie, Gellner was fascinated by empire. In his last, posthumously published work, Language and Solitude, Gellner returned to the region of his childhood, the former Habsburg Empire, to explore its impact on the work of Malinowski and Wittgenstein. In the wake of the Iraq war of 2003, and in response to the European reaction to the war, a number of prominent European intellectuals launched a new debate on Europe's identity, and in particular the extent to which it differed from American identity. The debate was sparked by a newspaper article by Jürgen Habermas and Jacques Derrida, which was circulated to several other intellectuals for comment. The Europe-wide debate which ensued — in which several Americans joined — provides a (...) revealing snap-shot of European opinion on the question of Europe's identity. It illustrates in particular the dangers as well as the seductions of seeing that identity mainly in terms of a contrast with America, putatively to the advantage of the Europeans. This article argues that such a contrast fuels an anti-Americanism that is disabling to Europe and conceals many significant — and less selfflattering — aspects of the European inheritance. (shrink)

Empires and nation-states are generally opposed to each other, as contrasting and antithetical forms. Nationalism is widely held to have been the solvent that dissolved the historic European empires. This paper argues that there are in fact, in practice at least, significant similarities between nation-states and empires. Many nation-states are in effect empires in miniature. Similarly, many empires can be seen as nation-states “writ large.” Moreover, empires were not, as is usually held, superseded by nation-states but continued alongside them. Empires (...) and nation-states may in fact best be thought of as alternative political projects, both of which are available for elites to pursue depending on the circumstances of the moment. Ultimately empires and nation-states do point in different directions, but it is not clear that the future is a future of nation-states. Empires, as large-scale and long-lasting multiethnic and “multicultural” experiments, may have much to teach us in the current historical phase of globalization and increasingly heterogeneous societies. Was there resistance in the Catholic Church during the Middle Ages to human dissection? Was autopsy thought to be a desecration of the body? The belief that the Church is opposed to dissection was due in part to the misinterpretation of a papal bull issued during the fourteenth century. Dissection of a corpse and autopsy were never in fact decreed by the Church. Rejection of these was based not on Church teaching but on a perceived violation of social honor because (...) of the unappealing public nature of the practices. To this day, the Catholic Church does not view dissection and autopsy as desecration of the body; the practices remain theologically compatible with Catholic doctrine. The possible differential effects of ABO blood group materno-paternal (fetal) incompatibility on completed reproductive performance were investigated on a sample of 100 couples (100 fathers and 100 mothers) from three villages in the Jind district of Haryana state, India. The average number of live births per mating couple was slightly higher for the incompatible matings (5·32) than the compatible ones (5·05). This advantage was offset by higher postnatal mortality in the former. Consequently, the average number of living children in the (...) compatible matings (4·64) was higher than in the incompatible ones (4·18). With reference to individual ABO matings, the index of relative fertility (Irf) was the highest in A×AB followed by B×A type of incompatible matings. No decrease in live births in O×A and O×B incompatible matings was observed compared with their reciprocal compatible ones, i.e. A×O and B×O matings, as has been hypothesized in previous studies. The total pregnancy wastage was substantially higher in ABO-incompatible matings (24·59%) than compatible matings (8·45%). About 71% of the postnatal deaths took place within one year of the birth in the case of incompatible matings compared with 50% in the case of compatible matings. The study supports the hypothesis that selection is operative at the ABO locus as revealed by the measures of selection intensity. The loss of fitness in the present sample was associated with differential mortality. There were no differences in the proportions of average number of male live births in the compatible (0·55) and incompatible matings (0·58). Plagiarism is a serious threat plaguing the research in publication of science globally. There is an increasing need to address the issue of plagiarism especially among young researchers in the developing part of the world. Plagiarism needs to be earnestly discouraged to ensure a plagiarism free research environment. We provide further suggestions to combat student plagiarism at Master’s level and the regulations/guidelines regarding plagiarism in India.

The debates of the 1980s and 1990s on methodological individualism versus methodological holism have not been adequately resolved. Within analytical Marxism, G.A. Cohen, John Roemer, Jon Elster and others have come down in favour of methodological individualism as part of the effort to make analytical Marxism more 'scientific' and 'rigorous' than earlier versions of Marxism. In doing so they have presented methodological individualism as a necessary ingredient in ridding Marxism of obscurantism. This view is here challenged from a pragmatist philosophical (...) perspective. It is argued that, from such a perspective, the debates between the individualists and holists should have been dissolved rather than resolved in favour of the individualists. It is suggested that such dissolution would even strengthen analytical Marxism by redirecting analytical energies towards real social and political problems in the contemporary world and away from endless methodological debate. The theory of granular partitions (TGP) is a new approach to the understanding of ontologies and other classificatory systems. The paper explores the use of this new theory in the treatment of task-based clinical guidelines as a means for better understanding the relations between different clinical tasks, both within the framework of a single guideline and between related guidelines. We used as our starting point a DAML+OIL-based ontology for the WHO guideline for hypertension management, comparing this with related guidelines and (...) attempting to show that TGP provides a flexible and highly expressive basis for the manipulation of ontologies of a sort which might be useful in providing more adequate Computer Interpretable Guideline Models (CIGMs) in the future. Over the years, the urban heat vulnerability has evolved as a pressing global concern for researchers and policymakers alike. Numerous studies have aimed at mitigating the adverse effects of urban heat vulnerability on public health and safety. However, the critical task of selecting the most fitting indicator for urban heat islands in public spaces is not emphasized in the existing studies, considering the diverse indices available. Beyond identification, studies that delve into the prioritization of these indices and the determination of (...) optimal variables along with their respective weights are scanty. The present study attempts to address these gaps in urban heat vulnerability research through the lens of natural solutions. The study employs a fuzzy analytical hierarchy approach to ascertain the weights of selected criteria, providing a nuanced understanding of the multifaceted factors influencing their applicability. Real-time impact estimation using the fuzzy technique for order of preference by similarity to ideal solutions enhances the practicality of the findings. The results reveal a set of pivotal characteristics crucial for constructing a robust heat vulnerability index, facilitating the prioritization of selected criteria. The implementation of this hybrid methodology culminates in a streamlined, precise, and practical tool for evaluating heat vulnerability in hot urban public spaces. These findings contribute valuable insights to the academic discourse and offer a tangible resource for policymakers and practitioners. The proactive approach provides a roadmap for addressing impending challenges related to urban heat vulnerability, marking a positive step toward creating resilient and sustainable urban environments. The Centre has a valued role to play in the publication practices, ethics, and guides that researchers need in order to identify suitable journals for their research. Such centres are needed in every university so that the best publication practices are promoted and scientific integrity is maintained and enhanced.

What did science make possible for colonial rule? How was science in turn marked by the knowledge and practices of those under colonial rule? Here I approach these questions via the social history of Madras Observatory. Constructed in 1791 by the East India Company, the observatory was to provide local time to mariners and served as a clearinghouse for the company’s survey and revenue administration. The astronomical work of Madras’ Brahmin assistants relied upon their knowledge of jyotiśāstra [Sanskrit astronomy/astrology], and (...) can be seen as a specialized form of the kind of South Indian scribal labor and knowledge that also staffed the company’s tax offices. If at Greenwich the division of labor meant observatory work bore resemblances to the factory and the accounts office, in Madras, astronomy and accounting drew on similar labor forms because they were part of the same enterprise. But the company did not just adapt preexisting forms of labor, it also attempted to produce its own at a school built near the observatory to train “half-caste” orphans as apprentice surveyors and assistant computers. The school, staffed by the Brahmins, drew upon knowledge and pedagogical practice associated with the tinnai, the schools in which upper-caste children learned to read, write, and calculate. For a time, the observatory’s social order was literally “half-caste.” The paper also considers how the relationship between caste, status, and instrument was reflected in the visual and material culture of the observatory, such as in Indian-language inscriptions on its central pillar. For company astronomers, the measurement of time meant reworking the relationships among the Indian past, the colonial present, and an imperial posterity. Science under colonial rule spanned multiple temporal and social registers because it was the result of negotiations between the demands of political economy and the knowledge and practices of colonized others. The book is about the lessons he learned – from failures as well as from moments of triumph. These are learned while engaging intimately with harsh socio-economic realities, and contrasts he experienced while moving between cities, institutions, and job roles.
